Comprehensive land reforms needed for India to become manufacturing hub: CII
The Confederation of Indian Industry (CII) has proposed establishing Integrated Land Authorities in each state, and also advocated full digitisation of the conversion process, besides suggesting rationalisation of stamp duty rates to a uniform range of 3 to 5 per cent across states. It also recommended that states should move to a conclusive titling system that ensures clear ownership. "The global landscape is undergoing seminal transformations, and trade and investment patterns are being reshaped by factors beyond cost. India has long harboured the goal of becoming a leading global hub for manufacturing.
To successfully capitalise on these emerging opportunities and march towards the goal of Viksit Bharat by 2047, India must adopt a comprehensive and forward-looking competitiveness agenda, including factor market reforms such as land reforms," said CII. Further sharing suggestions on land reforms, CII said that a robust land reform strategy will not only boost India's manufacturing but also improve investor confidence, unlock rural development potential, and drive inclusive growth. In this context, it has made nine specific suggestions.
"One, land governance in India lies largely within state jurisdiction, and the cross-cutting nature of land policy demands close cooperation between the Centre and states. CII recommends formation of a GST-like Council to enable coordinated and consensus-based land reforms," it stated.
According to CII, while initiatives like the India Industrial Land Bank (IILB) are commendable, several challenges persist. "Currently, IILB is largely an information tool. It needs to evolve into a true national land bank that integrates not only land information but also allots land across states through a single digital interface. This would improve transparency and simplify land in acquiring process for businesses," it said. According to the industry lobby, another major bottleneck is the multiplicity of authorities involved in land-related processes at the state level. To overcome this, CII proposed establishing Integrated Land Authorities in each state to act as one-stop agencies overseeing allotments, conversions, dispute resolution, and zoning. CII also advocated full digitization of the conversion process, with digitally signed certificates and QR code-enabled third-party verification to ensure transparency and eliminate corruption.
Observing that stamp duty rates in India remain high and vary widely across states, it said, this inconsistency adds cost and unpredictability for investors. CII recommended rationalizing these charges to a uniform range of 3 to 5 per cent across states to ensure standardisation while making transactions more affordable.
It also called up states to move to a conclusive titling system that ensures clear ownership, thus significantly reducing litigation risks and unlocking land for investments, among other suggestions.

Opposition has no vision for UP's devpt: Minister
Lucknow: Transport minister Daya Shankar Singh on Tuesday accused the opposition, especially the Samajwadi Party (SP), of running away from meaningful discussions in the Assembly as it has "no real issues or vision" for the state's development. Singh said the govt had invited the opposition parties to discuss urgent matters such as the ongoing floods, but they refused. "Before the floods, the govt had already arranged relief material, shelters, and fodder for animals. These good efforts are what they don't want to hear," he remarked. He alleged that the opposition boycotted proceedings over minor issues. Referring to the Fatehpur incident, Singh said FIRs had been lodged against 11 accused, and action would be taken against all those found guilty. He pointed out that an SP leader allegedly involved had been expelled by the party itself. Criticising SP's approach, Singh said, "They contest elections and run govt on the basis of hooliganism, not democracy." Speaking about the upcoming special 24-hour Assembly session — the first of its kind — Singh said it would give all MLAs and ministers an opportunity to share their vision for "Viksit Bharat, Viksit Uttar Pradesh 2047." by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo The ideas discussed will be placed in the public domain for feedback, aiming to shape the state's roadmap when India celebrates 100 years of independence. Singh accused the SP of opposing the session simply for the sake of it. "For the first time, instead of avoiding debate, the government is inviting everyone to participate. This is why Uttar Pradesh has progressed significantly since 2017 compared to before," he said. Stay updated with the latest local news from your city on Times of India (TOI). Oppn deliberately stalling House proceedings, says excise minister
Lucknow: Excise minister Nitin Agarwal on Tuesday accused the opposition, particularly the Samajwadi Party (SP), of deliberately stalling the Assembly proceedings to gain political mileage instead of discussing public issues. Agarwal said that for the past two days, the opposition had disrupted the House despite the govt repeatedly expressing readiness to answer all questions. "The govt is fully prepared to discuss important issues. But the opposition is here only for politics, not to raise people's concerns," he said. Citing the recent Fatehpur incident, Agarwal said the Leader of the Opposition was informed that FIRs had been lodged against 11 accused, and action was being taken. "Despite this, they did not allow the House to function. The legal process is underway, and anyone found guilty will face strict action," he added, reiterating the govt's "zero tolerance" policy on law and order and corruption. The minister alleged that the opposition has a history of walking out whenever discussions on development are scheduled. He recalled that during the 36-hour debate on Sustainable Development Goals, which was praised by the United Nations, the SP and other opposition members staged a walkout. Agarwal said a similar situation might arise during the upcoming debate on "Viksit Bharat," which he stressed was "not a BJP agenda, but a national and state agenda concerning 25 crore people of Uttar Pradesh." He warned that if the opposition continues to avoid meaningful discussion, "the public, which is supreme in a democracy, will give them a fitting reply."
