Deputy CM Shivakumar files formal complaint with Election Commission

Bengaluru: Hours after Congress MP Rahul Gandhi led a protest in Bengaluru over alleged voter fraud, deputy chief minister and Karnataka Congress president DK Shivakumar Friday formally submitted a memorandum to the chief electoral officer (CEO), seeking action against officials allegedly involved in electoral malpractice during the 2024 Lok Sabha elections.
In response, the CEO has asked Shivakumar to submit supporting documents and a declaration as per the Registration of Electors Rules, 1960, before action can be taken. In a letter to Shivakumar, the CEO said the Congress functionary had submitted his representation dated Aug 5, 2024, on Friday but did not attach any documentary evidence to support the allegations.
Shivakumar said he had named Mahadevapura and Gandhinagar constituencies as examples of electoral fraud. "Vote theft not only happened in Mahadevapura, but across Karnataka," he said. "We have requested the
Election Commission
(EC) to investigate the fraud and punish officials concerned, be it a block level officer or returning officer."

He said Congress would soon provide supporting documents. "There were multiple frauds like enrolling a name at more than five places, without house number, using vacant site detail, or shifting votes from one booth to another," he said. "The EC should find such frauds and take action against the persons concerned."
Responding to the EC's request for affidavits from Rahul Gandhi and Congress national president Mallikarjun Kharge on their allegations of vote theft, Shivakumar said their public statements should suffice.

Shivakumar said a team of 20 people took six months to expose the vote fraud in Mahadevapura assembly constituency, despite using AI tools to match photos, identify duplicates and ghost voters in electoral rolls provided by the Election Commission (EC).
In his complaint, he urged the EC to scrutinise voter lists for the 2024 Lok Sabha polls across all constituencies in the state, make digital, machine-readable photo electoral rolls publicly available and to publish findings of the EC's investigation, specifically highlighting any suspicious voters who have been added, deleted, or substituted.
He also emphasised the need to re-examine the impact of such dubious voters on final electoral outcomes in these constituencies and to find, suspend and punish officials who signed fraudulent Form-6, Form-7, and Form-8.

During a press conference, Tejashwi Yadav alleged that data on the deputy CM having two EPIC numbers can be found on the Election Commission's online application. Sinha's age is 57 on one of the numbers, and 60 on another, the RJD leader said. "The new voter list, which has been given to the district president of all the parties. This is also there in the new list. So now, who is doing fraud in this? People should know this..." Tejashwi Yadav said. He alleged that the "fraud" could only have two possibilities, saying "either the entire process of SIR of the Election Commission is fraudulent or the Bihar Deputy CM is a fraud." Tejashwi Yadav's fresh charge came days after he alleged that his name was missing from the 'draft electoral rolls' published by the poll panel as part of the SIR in Bihar. 'Now look! I am myself not registered as a voter. This disqualifies me from contesting elections. Perhaps, I cease to be treated as a citizen and stand deprived of the right to live in this house,' Yadav had said. However, his charge was countered by the Election Commission, which released a copy of the draft roll showing Yadav's name and other details at serial number 416. His fresh charge linked to the Bihar deputy chief minister also follows Congress leader Rahul Gandhi's explosive allegations of the poll panel colluding with the BJP, and of "vote chori". The Congress leader had alleged theft of 1,00,250 votes in a Karnataka constituency, further claiming that the theft model was being used in many constituencies across the country.

Farmers from 12 districts in Maharashtra will hoist the national flag in their fields on Independence Day as part of a unique protest against the proposed Shaktipeeth Expressway, which they claim will destroy fertile agricultural land. The campaign for the August 15 protest will carry the slogan 'The tricolour flutters in our field; Shaktipeeth has no place in our farmland,' sending a strong message to the State Government, Congress MLC Satej Patil said. The decision was taken at an online meeting of the Shaktipeeth Expressway Virodhi Sangharsh Samiti on Saturday (August 9, 2025), attended by farmers and public representatives from the affected districts, he said. The 802-km expressway is expected to cut the travel time between Nagpur and Goa from current 18 hours to eight hours, as per officials. The Maharashtra State Road Development Corporation (MSRDC) will implement the project, and HUDCO has sanctioned a loan of ₹12,000 crore for the acquisition of nearly 7,500 hectares of land, the officials earlier said. The expressway aims to link all 'Shaktipeeths' in the state and develop rural areas through tourism and connectivity, they added. The high-speed corridor will pass through the districts of Wardha, Yavatmal, Hingoli, Nanded, Parbhani, Beed, Latur, Dharashiv, Solapur, Sangli, Kolhapur and Sindhudurg. Mr. Patil said the protest move symbolises farmers' demand for 'freedom' from the project. He alleged the expressway's cost had risen from ₹86,000 crore to ₹1.06 lakh crore and urged the government to instead focus on road construction in underdeveloped areas and loan waivers for farmers. Farmer leader and former MP Raju Shetti said the protest was aimed at 'freeing the land' at a time when cultivable area in the country is shrinking. Shiv Sena (UBT) leader Vinayak Raut claimed the expressway would benefit only contractors and politicians, while MLA Kailas Patil took a swipe at the chief minister, saying the project may be a 'dream' or 'cream' for him. The meeting also resolved to pass anti-expressway resolutions in gram sabhas on August 15 and to launch a signature campaign in villages, former MLA Ruturaj Patil said. He said the campaign would begin in 10 villages of Kolhapur South constituency in the coming days. The protest is part of a wider agitation, with farmers from the affected areas also expected to join the August 13 nationwide protest called by the Samyukt Kisan Morcha at Bindu Chowk in Kolhapur, Satej Patil said.
