Chandigarh MC fines Punjab & Sind Bank for violating waste management rules
The Punjab and Sind Bank was found guilty of unauthorised stacking of construction and demolition (C&D) waste outside its premises without seeking prior permission, and for failing to clear the debris despite repeated reminders from the civic authorities.
This action was taken after multiple notices and verbal communications failed to elicit any response from the institution. The unattended waste not only posed a public nuisance but also undermined the civic body's efforts to maintain a clean and garbage-free environment in the heart of the city.
Municipal commissioner Amit Kumar has issued a stern warning to all violators, emphasising that no individual or institution is above the law when it comes to maintaining public hygiene. He reiterated the corporation's zero-tolerance policy against non-compliance with the SWM Rules and called upon all stakeholders to act responsibly and in accordance with the prescribed waste disposal norms.
He said the beautification and cleanliness of Chandigarh cannot be compromised and urged all citizens, institutions, and businesses to follow the Rules strictly. Those found violating will face strict penalties without exception,' the Commissioner added.
Commissioner Kumar said that the civic body will continue to monitor violations across the city, and such punitive actions will be taken wherever needed to enforce compliance and sustain Chandigarh's cleanliness standards.

238 AC locals, automatic closed door non-AC coaches, new terminuses
MUMBAI: Two years after tenders to procure air-conditioned (AC) locals were floated and quickly withdrawn (the railways could not furnish cogent reasons for it), the Indian Railways (IR) cleared the decks to procure 238 AC local trains. On Monday, the chairman and chief executive officer (CEO) of the Railway Board, Satish Kumar, held a series of meetings with officials from the central railways (CR) and western railways (WR) to chalk out the modalities of the way forward. AC locals for Mumbai The need for more AC local trains in Mumbai's suburban network has been gaining traction over a period of time, as it facilitates ease of travel. Elucidating about the present move, Kumar said, 'We are planning 238 12-car AC local trains. We have ironed out all the challenges (regarding the tendering process) and will soon call for tenders.' CR presently operates 80 services ferrying an average of 79,000 commuters daily while WR runs 109 services that cater to 1.25 lakh commuters on an average daily. The move to acquire the AC locals comes on the back of a promise made by union railway minister Ashwini Vaishnaw earlier this year. It was stuck purportedly following protests by passenger groups against exorbitant ticket pricing. The project falls under Mumbai Urban Transport Project (MUTP). According to the plan, MUTP-3 aims to procure 47 AC local trains at an estimated cost of ₹3,491 crore, while MUTP-3A envisions 191 trains at ₹15,802 crore. In June 2023, the Mumbai Rail Vikas Corporation (MRVC) floated global tenders for the project but the decision was deferred, leaving the procurement in limbo. Meanwhile, Kumar said, automatic closed door non-AC trains will be operational by the end of 2025. The prototype is being manufactured at the Integral Coach Factory in Chennai, and after its success is ascertained, it will be expanded to the rest of the fleet. A CR official told HT that a similar prototype stands in the Kurla car shed, which is also an option. The railways will also augment the present 12-car trains to 15-car ones in order to accommodate more commuters. Integrating suburban and metro trains In Monday's meeting, the need for multi-modal integration (MMI) was also discussed, in which authorities discussed Khar and Ghatkopar stations. In Khar, for instance, an additional 5000 square meter area has been created through an elevated deck above the platforms where shops and other commercial hubs will be created. Kumar discussed similar large spaces at all railway stations which will merge with respective upcoming metro lines. 'We will carry out a detailed survey of the railway stations where integration with metro rail lines is required. This has already been implemented in a few stations – for instance, at Ghatkopar work on two concourses (to create more entry and exit points between the metro and railway station) are underway, with one being recently completed. Work on the remaining two can be carried out only at night because of passenger movement through the day,' said Kumar. The survey is likely to include a study of passenger footfall, travel pattern, among other factors. The MMI facilities are implemented within a 500-metre radius of each metro station. More rail terminuses in MMR Bearing in mind the 2027 Kumbh Mela in Nashik, IR is planning to roll out extra trains and enhance railway infrastructure. Kumbh preparedness will cost IR ₹1100 crore, most of it going to redevelop Nashik station and others around it. 'We have to run more trains, for which it is important to improve rail infra,' added Kumar. On Monday, rail authorities also highlighted the various stages of progress of new rail terminuses across Mumbai Metropolitan Region (MMR). Kumar charted out the requirement of mega rail terminuses at Jogeshwari, Panvel, Kalyan and Vasai, apart from upgrading the existing ones such as CSMT which is being redeveloped at the cost of ₹2500 crore. When questioned about the delay in the pace of work, Kumar pointed out that 'ongoing works are being carried out at stations and not a greenfield, for which railways have to ensure rail traffic is not disturbed, which makes it challenging'. Kumar added that the work at CSMT will be speeded up.

Sports car leads convoy in Gurugram social media stunt that disrupts traffic, peace
Traffic was disrupted for several minutes on the road connecting Gurugram's Sector 108 with the Dwarka Expressway on Sunday evening after a convoy of nearly two dozen vehicles, including a Mercedes-Benz SLC convertible, blocked the intersection, allegedly to shoot social media videos, police said on Monday. Two other men are seen recording videos, while other members of the group cheered from adjoining vehicles, some of them standing on footrests and others coming out of the sunroofs. The cars had illegally installed sirens, which were blared continuously, the residents alleged. A video of the incident — which shows at least 22 vehicles, including the Mercedes convertible, Toyota Fortuners, Mahindra Thars, Scorpios, and several hatchbacks — surfaced online after a local resident shared it on social media, tagging Gurugram Police and seeking action. In the footage, two men can be seen standing on the seats of the Mercedes with its top down. Two other men are seen recording videos, while other members of the group cheered from adjoining vehicles, some of them standing on footrests and others coming out of the sunroofs. The cars had illegally installed sirens, which were blared continuously, the residents alleged. The Mercedes-Benz SLC seen in the video retails at around ₹80 lakh (ex-showroom) and was reportedly the lead car during the roadblock. One resident of a society located at the intersection, requesting anonymity, said the sound could be heard even from 400 metres away. 'My apartment is at least 150 metres away from the intersection where these men had blocked the road, but the continuous blaring of hooters and sirens for 5-10 minutes annoyed everyone in the area. The cars were driving around erratically for several minutes even after dispersing,' the resident said. After completing the shoot, several vehicles were seen in the video illegal U-turns and fleeing in the wrong direction. While the video has prompted outrage and been acknowledged by police officials, no formal complaint had been registered till the time of going to press. Gurugram police, public relations officer, Sandeep Kumar said that the incident came to their notice through social media platforms on Sunday night. 'The video has been forwarded to the concerned police station. The matter is under investigation,' said Kumar. 'Efforts are being made to identify the suspects with help from CCTV footage in the area. All vehicles involved, including the sports car, will be seized.' Residents urged authorities to take prompt action and install surveillance cameras to deter such stunts in the future. Police said FIR registration is expected soon and assured 'strictest possible action' against those involved.

Sirsa inspects Norway plant to model Delhi's first e-waste park on ‘best practices'

(HT Photo) The ₹150-crore facility planned by the Delhi government is touted as India's first e-waste park and will have the capacity to process 51,000 metric tonnes of electronic waste annually. Officials said the eco park, to be built under the Public Private Partnership (PPP) model, will cater to all 106 categories of e-waste listed in the E-Waste (Management) Rules, 2022, and is projected to generate over ₹350 crore in revenue and create thousands of jobs. Sirsa, who holds dual portfolios, said the project will reflect Delhi's commitment to integrated progress. 'As both the Environment Minister and the Industries Minister of Delhi, I will not allow either to suffer because of the other. Our goal is integrated progress, where clean industry fuels economic growth and safeguards the environment,' he said. During the visit, Sirsa conducted a detailed technical inspection of the plant, run by Norwegian company REVAC. He interacted with senior engineers and operations heads to understand dismantling, segregation, and material recovery systems at the facility. REVAC's plant was selected for the visit due to its annual processing capacity of approximately 110,000 metric tonnes and its internationally recognised environmental practices. 'The terrain and climate conditions of Revetal are similar to Holambi Kalan. That makes this comparison meaningful from a design and operational standpoint,' said Sirsa.
