KUNAK: More than 200 of the 800 construction projects supervised by the Public Works Department (JKR) nationwide are currently ahead of schedule or Ahead of Time (AOT).
Deputy Works Minister Datuk Seri Ahmad Maslan ( pic ) said this took into account projects that were ahead of schedule by more than a week to 10 days.
"But this 200 is still not enough, while the remaining construction projects are not on schedule and late projects, and with three per cent being sick projects.
"It must be ensured that any project, especially in Sabah, be completed on schedule or AOT. When the project is late, among the plans that the contractor should do is to create extra work time, for example on weekends, including creating double shifts of work per day," he said.
He said this to reporters after reviewing the progress of the new building construction project covering 12 classrooms and other facilities at SK Kunak Jaya here Wednesday (July 16).
Ahmad also suggested that relevant public works officers visit and learn about construction aspects abroad, such as China and India, which complete construction projects quickly using the latest technology, including the 'prefabricated modular system'.
In Sabah, ahead of schedule are five dilapidated school projects, including two in Semporna and one each in Tawau, Kota Belud and Pensiangan.
Meanwhile, Ahmad said there is a project to build a new building at SK Kunak Jaya, costing RM24.3mil, and expected to be completed in November, has now reached 18 per cent of the physical progress.
He added that the project, which began in June 2024, involves the construction of 12 classrooms, an administration block, a science room, workshop, computer laboratory, surau and canteen, and will benefit more than 500 students at the school. - Bernama

KUALA LUMPUR, July 21 — The implementation of the Selected Pre-Qualified Open Tender Procurement (Selected Pre-Q Procurement) at the Ministry of Energy Transition and Water Transformation (PETRA), the Ministry of Works (KKR) and the Ministry of Rural and Regional Development (KKDW) has not achieved the objective of expediting the procurement process. According to the Auditor General's Report (AG Report) 2/2025 tabled in the Dewan Rakyat today for the KKR, the implementing agency audited was the Sabah Public Works Department (JKR). Based on the audit conducted, the implementation of the Selected Pre-Q Procurement in the three ministries should not be continued, among other things due to the existence of room for manipulation and lack of transparency in the selection of companies, where only certain companies were approved to participate in the tender. 'In addition, market competitiveness is reduced because the ministries or departments involved do not have a database related to the list of reputable and high-performing companies that have previously received contracts from the ministries or departments. 'The Pre-Q Selected Procurement Method does not set a maximum period for the second-stage invitation process and the overall procurement period but only sets a minimum period, causing the procurement process to take a long time, between 152 and 553 days,' according to the report. In this regard, the audit is of the view that the Pre-Q Selected Procurement method should not be continued and the open tender procurement method is more suitable to be implemented to ensure accountability and transparency in the procurement process. However, if the government chooses to continue with Pre-Q Selected Procurement, it is still relevant for large-scale or high-impact projects that require certain technical and financial capabilities from companies participating in the tender, including conducting initial screening on companies. To ensure the objectives of the Procurement Selected Pre-Q are achieved, the audit recommends that the projects offered under the procurement method consist of specific projects that are targeted and require immediate implementation and do not involve specific expertise for their implementation. In addition, the report also recommends clearer and more transparent terms and criteria based on the needs according to the type of project can help ministries or departments screen faster at the initial stage to avoid wasting time and cost in evaluating participation from ineligible companies. The audit also recommends that the integrated company database of the ministries or departments involved refer to a central company database such as the Centralised Information Management System (CIMS) of the Construction Industry Development Board (CIDB) or other systems that need to be developed comprehensively. Another recommendation is to harmonise open and selected tender procedures and create comprehensive guidelines covering technical and financial evaluation. — Bernama

Agartala (Tripura) [India], July 20 (ANI): In a major push towards infrastructure development, Tripura Chief Minister Manik Saha announced that seven new bypass roads have been proposed across the state to ease traffic and enhance connectivity. CM Saha reiterated the government's commitment on Saturday to linking all district and subdivision headquarters, as well as unconnected habitations, to national highways via double-lane roads. CM Saha made these remarks while addressing the National Seminar on Infrastructure Development in the North-East Region of India, held at Pragna Bhavan, Agartala. He highlighted the government's long-term infrastructure vision, asserting that robust infrastructure is the backbone of economic growth and regional empowerment. 'Without infrastructure, nothing can be achieved. Roads, highways, airports, water supply, and urban infrastructure play a key role in industrial growth, service expansion, and social welfare,' the Chief Minister said. He emphasised that the state has undertaken numerous transformative initiatives in the past seven years that have significantly improved its socio-economic landscape. Saha revealed that a 449 km ring road has been proposed for Agartala under the Bharatmala scheme. The alignment includes the Agartala Bypass from Khayerpur to Amtali, an Eastern Bypass from Lembuchara to Khayerpur, and a Western Bypass connecting Lembuchara to Amtali. Flyover construction is also on the cards, with the Radhanagar to IGM Hospital flyover to be undertaken in the first phase. The seven new bypass roads are proposed at Kumargarh, Dhanpur, Manu, Ambassa, Teliamura, Ranirbazar, and Jirania, all key towns where national highways currently run through congested areas. 'In the previous budget, over Rs7,000 crore was allocated specifically for infrastructure development,' he added. Tripura CM provided detailed statistics on Tripura's existing road infrastructure, stating that the total Public Works Department (PWD) road length in the state is 10,618.423 kilometres. This includes 1,057 kilometres of state highways, 171 kilometres of major district roads, 483 kilometres of other district roads, 1,167 kilometres of urban roads, and 7,740 kilometres of village roads. The national highway network in the state spans 923 kilometres, out of which 509 kilometres have already been upgraded to double-lane roads with paved shoulders. Additionally, four more national highways covering a total distance of 229 kilometres have been declared in principle. Plans are in place to upgrade the entire 1,057 km of state highways to double-lane roads, he added. Highlighting Tripura's strategic importance, CM Saha said, 'The northeastern region is India's powerhouse with massive hydropower, petroleum, and gas potential. Tripura, sharing borders with Bangladesh, can serve as a vital gateway to Southeast Asia.' He also mentioned the nearing completion of the Light House Project, and construction of the Unity Mall and several high-rise departmental buildings, aimed at modernising Tripura's urban landscape. The event was attended by several dignitaries, including Engineer Chinmay Debnath, Engineer O.P. Goel, Indian Building Congress President Engineer Rajiv Dabbrama, PWD Chief Engineer Engineer Shyamlal Bhowmik, and other senior officials and stakeholders in the infrastructure sector. (ANI)

TAWAU: The Works Ministry has decided not to allow any further extension of time (EOT) for the construction of the Additional Multi-Class Armed Forces Family Housing (RKAT TPK) project at Kem Kabota. Its Deputy Works Minister Datuk Seri Ahmad Maslan issued the reminder following the second EOT granted to the contractor, with the new completion deadline now set for Oct 31, 2026 — a deadline he said must be strictly followed. Advertisement 'The contractor and consultants must now focus on solutions instead of excuses,' he said. Speaking to reporters during a site visit and briefing, Ahmad said the delay has forced many army personnel to rent homes outside the camp, with group rentals coordinated by Kem Kabota and the Ministry of Defence. He said the project is critical, as high rental costs are burdening some 1,500 military families currently staying off-base. 'To ease this burden, we support the contractor's suggestion for a temporary Industrialised Building System (IBS) facility to be set up within the camp itself, so that moulding work can be done closer to the construction site. 'At present, the contractor has to source materials from the Sabah Economic Development Corporation (SEDCO) plant in Kota Kinabalu, which takes about 12 hours in travel time,' he said. Ahmad expressed confidence that the IBS initiative would help reduce both time and costs at the construction site, while ensuring that building materials are delivered safely and promptly. According to a media release, the project is part of the Federal Government's effort to enhance the welfare of defence personnel and their families through the provision of safe, modern, and comfortable housing facilities. The RM97 million project began on May 2, 2023, and has reached 14 per cent physical progress. It is expected to be completed within the stipulated time, cost, and specifications. The project is being implemented conventionally by contractor Erawan Power Sdn Bhd, with the Public Works Department (JKR) acting as the executing agency, while JKR Malaysia's Special Project Team 2 oversees its management and execution.
