Dadar Kabutarkhana row: Mumbai man feeds pigeons on car roof, booked; Jain monk warns of hunger strike
MUMBAI: Shivaji Park police on Saturday booked a 55-year-old Lalbaug resident, Mahendra Sanklecha, for allegedly feeding pigeons by placing a grain-filled tray on his car's roof near Dadar Kabutarkhana.
While police have seized the car, they issued a notice to Sanklecha asking him to join the investigation.
The action came after Sandesh Matkar, a junior supervisor at BMC's G-North ward, lodged a police complaint stating that on Saturday, around 7.30am, Sanklecha drove to Dadar Kabutarkhana in his car and placed the grain-filled tray for pigeons. The complainant told police that he received a video clip in which Sanklecha said he would bring 12 more cars to feed pigeons there when locals raised objections.
Matkar submitted the car's registration number to police who tracked down Sanklecha and issued him a notice. He was booked under the Bharatiya Nyaya Sanhita sections 223 (disobedience to order duly promulgated by public servant), 270 (public nuisance), and 271 (negligent act likely to spread infection of disease dangerous to life).

The protesters, largely women, had climbed the bamboo structures, pulled off the tarpaulin placed by BMC, entered the feeding zone and tossed grains despite the ban on feeding pigeons in public areas and the high court order.
On Sunday, police patrolling around the area was beefed up following the Saturday incident. BMC has been penalising violators Rs 500 under Solid Waste Management By-Laws and has collected over Rs 68,700 in fines from 142 cases between July 13 and Aug 3, 2025, across nearly 42 locations.

HC warns Nagpur officials of legal action on stray dog menace
Nagpur: The Nagpur bench of Bombay High Court issued a stern warning to civic and police officials over persistent stray dog menace, declaring it will now hold "every responsible officer from top to bottom personally liable for failures in enforcement". During Wednesday's hearing of a public interest litigation (PIL) filed by activist Vijay Talewar, the bench of Justice Anil Kilor and Justice Vrushali Joshi said for over two decades, the court was passing orders on this issue without tangible results. "We will not keep issuing reminders. If there is failure in implementation, legal action will follow," the court observed. The bench ordered Nagpur Municipal Corporation (NMC) to submit a complete list of all officers responsible for stray dog control, stating notices will be sent to each of them. "They will be given an opportunity to respond, and accountability will be fixed individually," the court said. The petitioner's counsel, senior advocate Firdos Mirza, argued that slapping notices on municipal commissioners have proved ineffective. "Every officer in the chain needs to be made answerable," he told the court. The judges referred to earlier directions that police issue notifications under Section 44 of the Maharashtra Police Act, and NMC take action against those feeding stray dogs in public spaces — both of which, they noted, were not complied with. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like The T-shirt you've been waiting for—comfort and style in one lininco Undo Mirza sought contempt proceedings against the municipal and police commissioners, but the court noted that in earlier cases, unconditional apologies shielded them from consequences. "This time, once notices are served, action will follow," the bench warned. The court even hinted at possible contempt proceedings against the state's principal secretary (urban development) if failures persist, emphasising the matter will not be closed without "something concrete" being achieved. The next hearing is scheduled next week, with liberty granted to the petitioner's counsel to submit further recommendations for effective implementation. "This will be your last complaint," the bench told Talewar, signalling its intent to end decades of inaction. # Key Observations (Oral) by the Nagpur Bench of Bombay High Court 20 years of court orders on stray dog control failed to yield results All responsible officers, from top to bottom, will now be held personally accountable NMC must submit a list of every officer involved in implementation Notices will be issued individually, with an opportunity for response before action Orders under Section 44 of Maharashtra Police Act remain unimplemented Civic body yet to act against those feeding stray dogs in public spaces Prior unconditional apologies allowed officials to avoid consequences. He was picked for the award for showing 'exceptional courage' during a high-risk armed operation in Meerut on Republic Day (Jan 26, 2020). The President's Medal citation describes the 2020 Meerut operation as "a do-or-die situation in open combat." It praises Sahni's "rarest among rare" gallantry, leadership, and dedication under direct threat to life. In 2020, Sahni, as SSP Meerut, received information about two armed robbers on a motorcycle committing multiple robberies in Transport Nagar police station limits. When intercepted, the criminals opened fire at police and sped towards the Meerut–Delhi Bypass (NH-58).Sahni, along with the Crime Branch's surveillance team, moved to cut off their escape. In the ensuing gunfight, Chand alias Kale, a notorious gangster with a Rs 1 lakh bounty and over 40 cases, was killed. The two cops who were injured were also awarded gallantry medals. In Feb 2020, he led the encounter in Meerut in which Shiv Shakti Naidu — the kingpin of Delhi's notorious Naidu gang, involved in an Rs 8 crore heist and carrying a Rs 1 lakh reward — was fatally wounded. Sahni is credited with dismantling the entire D-9 gang, one of eastern Uttar Pradesh's most feared criminal syndicates.
