Thousands attend rally in Bangladesh to mark 1st anniversary of July Uprising
Interim government chief Muhammad Yunus read out the 'July Declaration" on the occasion in front of the Jatiya Sangsad or the Parliament complex, saying the Uprising Day should serve as a reminder that the struggle for a better future continues.
'The people of Bangladesh express their desire that the student-people uprising of 2024 will get proper state and constitutional recognition and that the July declaration will feature in the schedule of the reformed constitution as framed by the government formed through the next national election," Yunus said, reading from the declaration.
The Yunus-led interim government wanted to give constitutional recognition to the student-led uprising. This recognition is known as the July Declaration.
The over 1,000-word declaration described in detail the activities of the ousted 'fascist" regime, adding that 'therefore the people of Bangladesh express a strong desire" to bring the former rulers under trial for crimes of enforced disappearance and murder, individual and mass killings, and crimes against humanity.
'This document of declaration is written to reflect the aspirations of the people of Bangladesh at the event of the victory in the mass uprising of August 5, 2024," Yunus said.
Security forces enforced a strict vigil throughout the capital, with armoured vehicles patrolling the streets apparently to deter any attempt by Hasina's now-banned Awami League party to disrupt the day's events that included rallies, concerts, and prayer sessions.
However, apart from scattered political rallies, the streets of the capital were quiet amid inclement weather marked by incessant rains.
According to political analysts, the anniversary came as Hasina, now on self–exile in India, faces trial on charges like crimes against humanity while most of her colleagues in the cabinet and in her Awami League party are in jail or on the run at home and abroad.
But political analysts said Bangladesh is far from political stability, a year after the bloody uprising that claimed hundreds of lives.
They said that despite the bloodshed, the prospect for a better Bangladesh with a liberal democracy, political tolerance, and religious and communal harmony remained a challenge.
'The hope of the thousands who braved lethal violence a year ago when they opposed Sheikh Hasina's abusive rule to build a rights-respecting democracy remains unfulfilled," New York-based rights group Human Rights Watch said in a statement on the eve of the anniversary.
Yunus was installed as Chief Adviser of the interim government on August 8 last year, three days after the ouster of the 16-year-long Awami League regime, when Hasina left the country in an air force helicopter escorted by army troops.
Recently, he vowed democratic reform amid pressure for the swift transition and expressed his plans to unveil the July Declaration to recognise the uprising.
But the declaration came two days after the National Citizen Party (NCP), a major SAD offshoot that emerged this year apparently with his blessings, came up with their manifesto for 'New Bangladesh".
The manifesto called for the formation of a 'Second Republic" and the adoption of a new constitution, scrapping the post-independence 1972 constitution.
The party vowed to frame a new constitution through a constituent assembly and recognise the July uprising.
Yunus, however, refrained from any comment on rewriting or scrapping the existing constitution, an issue which sparked tensions in recent months.
The demand saw firm opposition from ex-prime minister Khaleda Zia's Bangladesh Nationalist Party, which now appeared as the single largest political party in the absence of the Awami League.
'Together, we will build a Bangladesh where tyranny will never rise again," Yunus had earlier said in a statement coinciding with the anniversary. He added that a peaceful, fair, and transparent election could be held early next year.
Yunus said, 'fallen autocrats and their self-serving allies remain active" as he called for protecting the gains of the uprising.

Possessing Aadhaar, PAN Or Voter ID Doesn't Make Person An Indian Citizen: Bombay High Court
The Bombay High Court ruled that possessing Aadhaar, PAN, or voter ID does not prove Indian citizenship while denying bail to an illegal immigrant. The Bombay High Court on Tuesday said that a person does not become a citizen of India merely by possessing documents like an Aadhaar card, PAN card, or a voter ID. While refusing bail to an alleged Bangladeshi man for entering India illegally, a bench of Justice Amit Borkar provisions of the Citizenship Act lay down who can be a citizen of India and how citizenship can be acquired, and documents such as the Aadhaar card, PAN card and EPIC are only meant for identification or availing services, news agency PTI reported. 'Merely having documents such as Aadhaar card, PAN card or voter ID does not, by itself, make someone a citizen of India. These documents are meant for identification or availing services, but they do not override the basic legal requirements of citizenship as prescribed in the Citizenship Act," the High Court said. The man, identified as Babu Abdul Ruf Sardar, is accused of entering India without a valid passport or travel documents. Sardar, believed to be a Bangladeshi national, stayed here for over a decade by procuring forged documents such as Aadhaar card, PAN card, voter ID and an Indian passport. 'In my opinion, the Citizenship Act of 1955 is the main and controlling law for deciding questions about nationality in India today. This is the statute that lays down who can be a citizen, how citizenship can be acquired and in what situations it can be lost," Justice Bokar said as quoted by the news agency. The bench further emphasised that the 1955 law draws a clear line between lawful citizens and illegal migrants, the bench said. People falling in the category of illegal migrants are barred from obtaining citizenship through most of the legal routes mentioned in the Citizenship Act, it added. 'This distinction is important because it protects the sovereignty of the country and ensures that benefits and rights meant for citizens are not wrongfully taken by those who have no legal status to stay in India," the court said. Refusing bail to the accused Sardar, the court pointed out that verification of his documents was still pending, and the investigation was ongoing. The police's concern that he may abscond if released was found to be 'a genuine apprehension". The bench said the allegations went beyond unauthorised stay in India, involving 'making and using fake and forged identity documents with the aim of pretending to be an Indian citizen". Sardar was booked under provisions of the Bharatiya Nyaya Sanhita, the Passport (Entry to India) Act and the Foreigners Order. UP man held for harassing woman, faking identity and staging suicide attempt
Agency: PTI Jhansi (UP), Aug 12 (PTI) Police have arrested a man for allegedly concealing his caste, harassing a young woman, and pressuring her into marriage, officials said on Tuesday. He also staged a suicide attempt to intimidate woman's family. The two met on Facebook, where the accused was registered under a fake name, Sameer Arya. He befriended the woman, a resident of the Kadamb Ali area. However, when the woman learned that his real identity was Afraz Ali, she distanced herself and broke off contact. Angered by this, he began threatening her. The complainant told the police that he also staged a suicide attempt to intimidate her family. On Sunday afternoon, Afraz came to her house and pretended to consume poison. Fearing for his life, the woman's family took him to a doctor, who confirmed he had ingested a harmless substance, a police official said, citing the complaint. Following this, the family filed a police complaint. Bajrang Dal leader Rohit Kushwaha also demanded action against the accused. Circle Officer (CO) of Mauranipur, Manoj Kumar Singh, said a case has been registered under relevant sections of the Bharatiya Nyaya Sanhita Act. 'The accused has been taken into custody, and further investigation is underway," the CO added. Sports Bill will end stagnation; bring in transparency: PT Usha in Rajya Sabha
New Delhi, Aug 12 (PTI) Indian Olympic Association President P T Usha, who is also a nominated member of the Rajya Sabha, on Tuesday offered her unequivocal support to the National Sports Governance Bill, saying that it will end decades of 'stagnant status quo" to usher in 'transparency, and accountability" in country's sports administration. During the discussion on the bill, that was passed by Lok Sabha on Monday, Usha lauded its provisions including the setting up of a National Sports Board (NSB), which will have overriding powers to recognise sports federations (NSFs). Affiliation to the NSB would be mandatory for access to central funds. The bill also proposes the National Sports Tribunal to deal with sports disputes and the National Sports Election Panel to oversee NSF polls. 'Today is a day of immense personal and national significance. I have long awaited this moment," Usha, who sat alongside another nominated member Sudha Murthy, said in her address to the House. She had opposed the bill last year, describing it as government interference and warned that India might end up copping a ban from the International Olympic Committee. However, she has since revised her views after extensive consultations with Sports Minister Mansukh Mandaviya. 'Let me take you back to 1984, I was just 20 when I missed an Olympic medal in Los Angeles. That day my heart broke… there was no comprehensive sports law to support the dreams that we carried in our hearts. 'Since then four decades passed, there was nothing done to address the stagnant status quo…Today the hope has transformed into action and legislation. It is a visionary and long overdue bill," she said. 'This bill will usher in transparency, accountability, and gender parity. It will empower athletes and build confidence among sponsors and federations. It is about justice and fair-play," she added. Usha said the bill's thrust on creating a structured administrative set-up will be helpful for India's 2036 Olympics bid. 'This legislation comes at a time when India is dreaming big, dreaming for its rightful share in global sporting fraternity by hosting the 2036 Olympics. For Bharat, it is not just a bill, it is a clarion call for action," she said. 'This bill is a critical pillar of a grand vision. Let us see this as a moral promise, a promise that athletes will no longer be let down by an apathetic system. As someone who ran bare foot on clay tracks…I can say that this bill will change lives," she said. She also backed the National Anti-Doping (Amendment) bill which reasserts National Anti-Doping Agency's operation independence, while setting up a National Anti-Doping Board to advise on procedural issues. 'It is through such effective legislation that we can bring a new culture of clean sports. This bill will illuminate the athletes' path with clarity," Usha said.
