
Cabinet clears draft Bill to regulate fees in pvt. schools

The Delhi Cabinet on Tuesday approved a draft Bill to regulate fees in private schools in the national capital, Chief Minister Rekha Guptaand Education Minister Ashish Sood announced, amid growing complaints from parents about 'arbitrary' fee hikes. The Bill, aimed at preventing arbitrary fee increases starting next academic session, stipulates the formation of three committees — at the school, district, and State levels — to regulate hikes. Schools found increasing fees without approval will face penalties ranging from ₹1 lakh to ₹10 lakh.
This development follows recent protests by parents of students in various private schools, alleging unjustified fee hikes. In Delhi Public School (DPS), Dwarka, which was at the centre of the controversy, fee defaulters were reportedly made to sit in the library and denied entry to classrooms. The government has included penalties for such 'coercive action'.
The Delhi School Education (Transparency in Fixation and Regulation of Fees) Draft Bill, 2025, aims to ensure transparency and regulation in the process of increasing fees. It includes a provision for fines of ₹50,000 per student for 'coercive' practices such as isolating defaulters, Mr. Sood said. The earlier Delhi School Education Act, 1973 did not contain such clauses.
'Parents have been constantly struggling with fee hikes. We cracked down on it and sent DM-led committees to schools. The Delhi government has now undertaken the historicpassing of a Bill that will regulate fee hikes in 1,677 schools, whether private, aided, or unaided,' Ms. Gupta said.
Three-level checks
A school-level committee will include a management representative, principal, three teachers, five parents selected by lottery, and a nominee of the Directorate of Education (DoE).
The district-level Fee Appellate Committee will include DoE officials, a chartered accountant, an accounts official, two teacher representatives, and two parent representatives. If over 15% of parents are dissatisfied with the school-level decision, they may escalate their complaint to the district-level committee.
At the State level, a Revision Committee comprisingofficials, an eminent education expert, a chartered accountant, and representatives from schools and parents will serve as the final appellate body. Its decisions will be binding for three academic years.
'By October, decisions on school fees will be made, ensuring parents have clarity before the next session. No school will be able to raise fees arbitrarily,' said Mr. Sood.
AAP slams BJP
The Aam Aadmi Party (AAP) criticisedthe move, claiming it enables collusion with schools and makes it difficult for parents to file complaints unless they have support from 15% of the parent body.
'Have you rolled back fees at even one school? Have you penalised DPS Dwarka? Not one rollback. You've pushed everything to next year,' said AAP's Saurabh Bharadwaj.

Delhi will not suffer in this monsoon as it did in 2023, says CM
Chief Minister Rekha Gupta on Wednesday said 15 monitoring stations, including a central control room, have been set up to observe the Yamuna river level and track waterlogging-prone areas, enabling timely action to prevent floods and waterlogging during the upcoming monsoon. Ms. Gupta made the announcement after chairing a meeting on flood control and issuing the 'Flood Control Order, 2025', which will serve as a manual to ensure synergy among all the government departments while tackling emergency situations during heavy rain. 'Every year, citizens of Delhi suffer due to the dual challenges of floods and waterlogging. In August-September 2023, the city experienced unprecedented floods when the Yamuna river rose to 208.6 meters, submerging many residential areas and resulting in loss of life and severe disruption. We will be prepared this year,' said the CM. She criticised the previous Aam Aadmi Party (AAP) government, saying it did not take the work of flood control seriously. 'In 2023, the gates of the ITO barrage couldn't even be opened due to poor preparedness. In contrast, this year all major barrages have undergone large-scale repairs and maintenance, and nearly 20 lakh tonnes of silt has been removed from the major drains.' She added that 80-90% of the desilting works had been completed by the Public Works Department and the Municipal Corporation of Delhi, and the remaining work is under way. Unseasonal rain last month led to several incidents of waterlogging, prompting the CM to take action against the officials concerned. Monsoon protocol As per Wednesday's order, sector committees have been created across the city. These will be headed by Cabinet Ministers Pravesh Sahib Singh, Ashish Sood, and Manjinder Singh Sirsa. Each panel will include three to four District Magistrates and will be responsible for flood management in its respective sector. The PWD and other departments concerned have been asked to ensure that all permanent pump houses remain functional. They have also been instructed to deploy mobile pumps wherever necessary to prevent waterlogging. The central flood control room will start operating on June 15 and has been established at the office of the District Magistrate (East). It will function as a coordination hub with representatives from all civic bodies stationed 24x7. A total of 15 wireless stations, including the central control room, will continuously monitor the water levels of the Yamuna and other vulnerable areas. In response to the CM's allegations, AAP said that the ITO barrage is maintained by the Bharatiya Janata Party-ruled Haryana government. 'In 2023, they [Haryana government] had to suspend their Chief Engineer for failing to maintain the barrage's gates. In 2024, the AAP government ensured that the Haryana government properly maintained the gates. The same was done in 2025.'

Ludhiana: Senior leader Manoranjan Kalia on Wednesday launched a blistering attack on the (AAP), accusing it of betraying its 2022 poll promises and advancing the political ambitions of Delhi Chief Minister at Punjab's expense. "Kejriwal had promised ₹54,000 crore without burdening the public—₹20,000 crore from sand mining and ₹34,000 crore by eliminating corruption. None of that materialised," Kalia said. Kalia also questioned the motives behind AAP nominating sitting Rajya Sabha MP Sanjeev Arora as its candidate for the upcoming Ludhiana West bypoll, alleging a larger scheme to vacate a seat for Kejriwal himself. "The public must ask why a Rajya Sabha member is contesting an Assembly seat. Is it to make way for Kejriwal in the upper house?" he asked.
