Securing the maritime commons: Why Asean, GCC, and China must navigate toward shared naval cooperation — Phar Kim Beng
One of the most underutilised platforms for this cooperation is the Combined Maritime Forces (CMF) — a 34-nation naval coalition headquartered in Bahrain.
With task forces operating across the Red Sea, Gulf of Aden, Arabian Gulf, and parts of the Indian Ocean, the CMF's mission is deceptively simple: to guarantee the freedom of navigation and uphold maritime stability. But its real utility lies in its open-ended structure, which allows willing partners to plug in without ideological alignment.
While Asean as a bloc is not a formal member, countries like Malaysia, Singapore, and Thailand have contributed to CMF operations as observers or auxiliary support.
The GCC, meanwhile, anchors the CMF's physical infrastructure, hosting forward-operating naval bases and control centres. China, though not a participant, runs parallel maritime missions — most notably in the Gulf of Aden — positioning it as a 'functional converger,' if not a formal ally.
Beyond the horizon: From strategic chokepoints to shared stakes
The strategic logic is unassailable. With half of the world's oil and gas passing through Gulf and Southeast Asian sea lanes, maritime cooperation is not a luxury — it's a necessity. As piracy, trafficking, and grey-zone coercion persist, especially in the Straits of Hormuz, Bab el-Mandeb, and the South China Sea, the old binaries of U.S.-led versus China-led blocs no longer hold. What matters now is operational interoperability, timely information, and political will.
This is where the CMF and future maritime cooperation arrangements could evolve toward a C4ISR framework — the digital nervous system of modern naval operations.
Understanding C4ISR: The backbone of modern maritime strategy
C4ISR stands for Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance. It integrates real-time data from satellites, drones, radar, and naval sensors to help commanders understand the battle space, respond swiftly, and coordinate effectively.
In essence, C4ISR:
Enhances Maritime Domain Awareness (MDA), a critical need for Asean countries facing IUU fishing and territorial incursions.
Enables joint operations without formal alliances, ideal for Asean and GCC states wary of entangling security commitments.
Facilitates crisis coordination in grey zones and disaster-prone maritime corridors.
For instance, the Information Fusion Centre (IFC) in Singapore already acts as a hub for sharing maritime intelligence with partners including CMF members. Extending this to a Gulf-Asean-China maritime C4ISR bridge would dramatically boost collective security and build confidence in overlapping patrol zones.
China, for its part, has rapidly improved its C4ISR capabilities with BeiDou navigation systems, maritime drones, and AI-driven surveillance analytics. While the West views these with caution, Asean and GCC countries could benefit by standardising threat assessments, coordinating HADR (Humanitarian Assistance and Disaster Relief) missions, and jointly policing shared sea lanes — without provoking hegemonic anxieties.

From soft patrols to hard coordination
The possibilities for structured maritime cooperation are expanding:
Joint patrols under humanitarian or environmental mandates can avoid geopolitical entrapment while building trust.
Anti-piracy missions in the Gulf of Aden and Sulu-Celebes Seas could be coordinated through a modular Asean-GCC-CMF task force.
Maritime cyber defense — a rising concern with the advent of autonomous vessels and port digitalisation — could see trilateral cooperation in tracking maritime malware, rogue signals, and GPS spoofing.
In this, China's technical prowess, the GCC's strategic geography, and Asean's diplomatic neutrality are complementary assets, not contradictions.
Challenges at sea, opportunities in strategy
Yet the path to convergence is not free of squalls. Asean remains divided on issues like the South China Sea; the GCC countries still face trust deficits with Western and Eastern powers alike; and China remains wary of joining any platform it does not lead. Moreover, legal ambiguities in UNCLOS, overlapping territorial claims, and the lack of interoperability in naval platforms all hinder more robust integration.
Nonetheless, the stakes demand vision. As the Red Sea chokepoint becomes increasingly unstable, and as U.S. focus shifts erratically between Europe and the Indo-Pacific, regional players must step up.
Charting a shared course through the CMF and beyond
The Combined Maritime Forces — if seen not as a U.S.-centric construct but as a neutral public good — can become a launchpad for strategic confidence-building between Asean, the GCC, and China. But more importantly, it could anchor a new form of modular, inclusive maritime multilateralism, one that leverages C4ISR systems not for domination, but for collective maritime resilience.
In the age of climate stress, piracy resurgence, and great-power posturing, the task is clear: secure the maritime commons before they become battlegrounds. And that begins not with warships, but with data, trust, and dialogue — the real engines of 21st-century sea power.

ACCCIM president Datuk Ng Yih Pyng KUALA LUMPUR: Youth entrepreneurs are set to play a central role in the country's economic transformation as it positions itself within a rapidly changing Asean landscape, says the Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM). President Datuk Ng Yih Pyng said young business leaders are not only the backbone of national transformation, but also central to strengthening Malaysia's standing in regional and global markets. 'When the youth prosper, the country prospers; when the youth are strong, the country is strong,' he said during his speech at the 14th ACCCIM Young Entrepreneurs Conference 2025 last Friday. Ng highlighted that Asean's demographic strength represents both a large consumer base and a pool of entrepreneurial talent. 'Asean boasts nearly 700 million people, half of whom are under the age of 30. This represents a rising, young market with tremendous potential,' he said. He added Malaysia was now at a critical stage of economic transformation and industrial upgrading, guided by the 13th Malaysia Plan (13MP). 'The plan's focus on high-value-added sectors, digital transformation and artificial intelligence will help local companies move from contract manufacturing to their own brands, enhancing overall competitiveness and position in the value chain,' Ng said. He called on the government to ensure that foreign investment contributes directly to local growth. 'We recommend incorporating the principle of local priority into regulatory policies. This includes promoting technology transfer, talent training, sourcing local materials and increasing small and medium enterprises participation,' he said. Deputy Investment, Trade and Industry Minister Liew Chin Tong, who also attended the event, said Malaysia and its regional peers must adapt to changes in global supply chains. 'Businesses have begun to accept that the world is no longer a single supply chain. It is likely to be a multi-regional supply chain,' he said. Liew added Asean's ability to develop a stronger middle class would determine the region's long-term sustainability. 'If Asean can replicate China's experience in growing its middle class, then the region itself would become a significant market,' he said. Meanwhile, ACCCIM Young Entrepreneurs Committee chairman Leon Lee said young entrepreneurs are vital in linking local businesses with opportunities in Asean and beyond. 'Young entrepreneurs are the backbone of national transformation, and your steps will determine the direction of our future,' he said. To support this, ACCCIM has introduced regional exchange programmes and partnerships to help local businesses expand and build stronger ties in the region. This year's conference, themed 'Rooted in Asean, Radiating Globally', provided a platform for young entrepreneurs to connect with global peers and share insights.

Uncertainties over US interest rates will likely see the ringgit trade around RM4.20-4.22 this week
KUALA LUMPUR (Bernama): The ringgit is expected to hover between RM4.20 and RM4.22 this week as traders and investors remain cautious over the trajectory of US interest rates. Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said the release of the US Federal Open Market Committee (FOMC) meeting minutes next Thursday, Aug 20 (Wednesday, Aug 19, in the US) could offer more clarity on the state of the US economy, particularly after two FOMC members dissented from the recent decision and favoured a 25-basis-point rate cut. Meanwhile, Kenanga Investment Bank Bhd said that markets continued to swing between two and three US Federal Reserve (Fed) cuts over the past few weeks. "We maintain our base case for two, underpinned by evidence that firms are absorbing tariff costs, a trend that is unsustainable and likely to squeeze margins,' it said in a research note. Moreover, the investment bank said further easing would require either a major deterioration in the next jobs report or a significantly dovish tone from Fed chair Jerome Powell. "Hence, we expect the ringgit to range around RM4.22 to RM4.23 against the greenback in the near term,' it added. On Thursday, the ringgit appreciated to the 4.18 level against the US dollar, its strongest level in more than six weeks. The last time it reached a similar high was on July 1, when it hit 4.1805. Meanwhile, on a Friday-to-Friday basis, the ringgit ended the week higher against the greenback, closing at 4.2085/2155 versus 4.2420/2480 previously. The local note traded mostly higher against a basket of major currencies. The ringgit appreciated vis-à-vis the Japanese yen to 2.8653/8702 from 2.8720/8763 the previous week and rose versus the euro to 4.9185/9267 from 4.9381/9451, but declined against the British pound to 5.7050/7145 from 5.7034/7114 The ringgit also trended firmer against Asean currencies. Sun Bus aims to be leading player in Asean EV bus market
JOHOR BAHRU: Sun Bus Tech Sdn Bhd aims to be among Malaysia's top three bus manufacturers within five to 10 years and a leading player in the Asean electric vehicle (EV) bus market. Its chief executive officer, Shyan Phang, said the outlook for Malaysia's EV bus sector remains strong, driven by government plans to procure a further 1,100 units by 2030. 'At present, the EV bus market in Malaysia is fully dependent on government purchases. Last year's tender for 250 units has been concluded, and more orders are expected annually. This presents a big opportunity for local manufacturers,' she told Bernama. The Johor-based company has equipped its assembly facility with EV-specific infrastructure, including dual-gun direct-current fast chargers, portable chargers and special safety containers for battery storage. 'We also use Swiss technology for aluminium bus bodies, which are rust-resistant and can last 15 years to 20 years. The total life-cycle cost is lower than that of steel-bodied buses,' Phang said. Sun Bus Tech plans to expand its EV bus market to Japan, Indonesia and Thailand, with market visits starting this month. The company also works closely with chassis, battery and charger suppliers to improve efficiency, range and passenger capacity. However, Phang said challenges remain, including high acquisition costs, insufficient charging infrastructure and limited range for long-distance operations. 'For EV adoption to truly work here, infrastructure, policy and operator readiness must align. With continued government support, I am optimistic the industry will grow rapidly.' She acknowledged that the main challenges to EV adoption in the Asean region are high costs, limited charging infrastructure and range limitations that do not yet meet the needs of tour or charter bus operators. 'For the tourism bus segment, EV is still not practical. Charging infrastructure needs to be addressed first. But I am confident that with government support, the public EV bus market will continue to grow,' Phang said.
