SWS: 66% want Sara Duterte to address impeachment charges

Metro Manila has the highest percentage of respondents who believed that Duterte should address the impeachment case, with 76%.
Sixty-six percent of Filipinos have agreed that Vice President Sara Duterte should address the impeachment charges to answer all allegations of corruption against her, according to an SWS survey conducted in June and commissioned by Stratbase.
The survey, conducted from June 25 to 29 among 1,200 adult respondents nationwide, showed 19% did not agree and 15% were undecided.
Metro Manila has the highest percentage of respondents who believed that Duterte should address the impeachment case, with 76%. This was followed by Balance Luzon with 69%, the Visayas with 67%, and Mindanao with 55%.
Among socio-economic classes, Classes ABC have the highest percentage who agreed with the statement, with 73%. This was followed by Class D with 66% and Class E with 62%. –NB, GMA Integrated News

The Senate on Wednesday said that it has filed a Manifestation Ad Cautelam to the Supreme Court after the High Court required Congress to comment and submit information regarding the impeachment trial of Vice President Sara Duterte. According to Atty. Regie Tongol, spokesperson of the Senate Impeachment Court, the manifestation was submitted yesterday through the Office of the Legal Counsel. In the manifestation, the Senate "respectfully informed the Court that it currently lacks sufficient knowledge or access to the specific information requested." Last week, the Supreme Court asked the House and the Senate to submit information regarding the following: The status of the first three impeachment complaints filed against Duterte The exact dates these were endorsed, Whether the House Secretary General possesses discretion on when to transmit these to the Speaker of the House of Representatives Provide the basis and authority of the House Secretary General to refuse the transmittal of the complaints. The SC requirement comes after the SC En Banc consolidated the petition filed by Duterte against the validity and constitutionality of the fourth impeachment complaint against her and the petition filed by lawyer Israelito Torreon and others seeking to declare the articles of impeachment null and void. The SC also asked the Senate to provide which committee prepared the draft of the articles of impeachment and when it was completed and whether Duterte was given the opportunity to be heard on the evidence shared with the members of the House. The Senate, in its manifestation, maintained that "constitutional boundaries of each branch and the limits of what information the Senate can provide especially when it has no official access to these matters and when these matters are similarly being asked from the House to provide in its Order dated June 11, 2025." The Senate, sitting as an impeachment court in June, voted to return to the House of Representatives the articles of impeachment against Vice Duterte without dismissing or terminating them until such time that: The House of Representatives certify to the non violation of Article XI, Section 3, paragraph 5 of the Constitution, which provides that 'No impeachment proceedings shall be initiated against the same official more than once within one year; include the circumstances on the filing of the first three impeachment complaints"; and The House of Representatives of the 20th Congress communicates to the Senate that it is willing and ready to pursue the impeachment complaint against the Vice President. To recall, three impeachment complaints were filed against Duterte in December 2024, all of which were connected with the alleged misuse of confidential funds. It was the fourth impeachment complaint that was endorsed by over one-third of lawmakers from the House of Representatives, and was later transmitted to the Senate. —VAL, GMA Integrated News

Groups continue to express apprehension on Konektadong Pinoy Bill despite assurance from the Department of Information and Communications Technology. Citizens Crime Watch Internationale said it is skeptical about the merits of the Konektadong Pinoy Bill, saying its unintended consequence may spur the proliferation of online gaming or e-gambling. Scam Watch Pilipinas, on the other hand, said the bill may spur cyber fraud and weaken the country's digital security. CCWI founder and national chairman Michelle Botor said that beyond the national security risks is a potential surge in access to online gambling platforms, which can be inadvertently fueled by the bill. 'Without robust vetting and filtering mechanisms in place, the legislation may provide unregulated e-gaming operators with easier market entry through new, unmonitored digital infrastructure,' Botor said. 'The Konektadong Pinoy legislation seeks to connect more Filipinos to internet, but if cybersecurity is treated as an afterthought, it also opens the door to serious threats - particularly from unregulated online gambling platforms,' she added. She noted that such platforms are increasingly being used to lure people into fraudulent schemes, contributing to a rise in digital addiction, debt, and the involvement of minors in illegal gambling activities. She argued that with greater digital reach and weak filters, the KPB, if enacted into law could unintentionally normalize gambling behavior among youth and vulnerable sectors of the population. For its part, the Scam Watch Pilipinas said that while it supports the bill's goal of expanding nationwide internet access and modernizing the country's digital infrastructure, it warns that several provisions may inadvertently expose the Philippines to escalating risks involving cybersecurity, and data privacy breaches. Cybersecurity stakeholders earlier urged President Ferdinand 'Bongbong' Marcos Jr. to address the cybersecurity risks found in the Konektadong Pinoy Bill, which is now awaiting the signature of the country's chief executive to become a law. In a statement Tuesday, the DICT said it welcomes the public dialogue surrounding the measure, which is now awaiting the President's signature. It said it acknowledges the concerns raised by various stakeholders regarding potential regulatory and cybersecurity risks. 'We affirm our shared commitment with civil society, industry, and government partners to uphold national security, consumer protection, and universal access to secure, affordable, and reliable internet,' the ICT Department said. 'The DICT will never allow deregulation at the expense of security or public interest. Some of the Dalian train coaches, which have remained idle for quite some time, are already operational, President Ferdinand 'Bongbong' Marcos Jr. said Wednesday. 'Nakabili tayo ng 48 na karwahe para sa tren. Mula ng 2014, hindi pa 'to – nakatengga lang ito, hindi po nagamit,' Marcos said during the launch of the 50% discount for train fares of senior citizens and persons with disabilities. (We procured 48 coaches for this train line. Since 2014, they have remained idle.) 'Kaya ang ginawa natin ay binalikan natin itong mga ito at tiniyak natin na kung anuman ang kailangang gawin para magamit ang Dalian train na ito ay gawin na natin,' he added. (What we did was we ensured that whatever needs to be done will be done so that the Dalian trains can be used.) In 2023, it was reported that the 48 sets of Dalian trains procured by the Philippine government to expand the operations of Metro Rail Transit Line 3 (MRT-3) remained unused due to unresolved incompatibility issues with the rail system.
