Jal Shakti schemes: MPs meet today to discuss issues, concerns
The meeting, which will be held at the Parliament House Annexe building, is likely to see members discussing issues related to different schemes of the Ministry including the Jal Jeevan Mission and Namami Gange.
The meeting comes at a time when the Centre has decided to send 100 teams of Central Nodal Officers (CNO) for ground inspection of Jal Jeevan Mission schemes across the country amid concerns over irregularities in several states.
A source said the Ministry has written to around 60 Lok Sabha members, inviting them to attend the interaction. These MPs, representing almost all political parties in Parliament, had taken part in the discussion on the Ministry's Demand for Grants 2025-26, the source said.
In that discussion in March, several MPs had raised the issue of alleged irregularities and corruption in implementation of the Jal Jeevan Mission.
Participating in the discussion on March 19, NCP (Sharad Pawar) member Nilesh Dnyandev Lanke said, 'Har Ghar Jal is also a very important scheme of our Prime Minister. A target of providing 55 litre water to every household has been set under this scheme. Around 830 schemes have been sanctioned in my constituency and 972 villages have been covered under this scheme. Officials claimed that out of 830, works of 230 schemes have been completed. But the ground reality is different and not even 50 schemes have been completed yet… a lot of corruption cases came to light and local villagers have sent me written complaints about it.'
'These complaints are about the tendering process, quality of work and payment of bills, and corruption is quite visible at first sight. Works have been awarded to ineligible contractors. Bills have been generated for incomplete works. To lay pipes, it is necessary to dig at least 4-5 feet, but pipes have been fitted at the depth of 1 feet only. I have got photos and videos of these corrupt activities. I have sent a pen-drive and photocopies to the Hon'ble Minister too,' said Lanke, who represents Ahmednagar in Maharashtra.
An Expenditure Secretary-led panel had recommended a 46 per cent cut in the Jal Shakti Ministry's demand of Central funding of Rs 2.79 lakh crore for four years ending December 2028, amid concerns about some states approving inflated work contracts to provide tap water connections to rural households under the Jal Jeevan Mission.
Since the launch of the Mission in 2019, 6.4 lakh water supply schemes with a total estimated cost of Rs 8.29 lakh crore – more than double the scheme's original outlay of Rs 3.60 lakh crore (Centre: Rs 2.08 lakh crore, States:1.52 lakh crore) – have been approved by the states.
To meet the additional requirement of funds, the Jal Shakti Ministry had approached the Expenditure Finance Committee, headed by the Expenditure Secretary, for approval of Rs 2.79 lakh crore additional Central funding over and above Rs 2.08 lakh crore. However, the EFC recommended only Rs 1.51 lakh crore as the Central share, 46 per cent lower than the amount sought by the Ministry.
On May 21, The Indian Express reported that an investigation of the data uploaded by states and UTs on the Jal Jeevan Mission dashboard showed that a crucial change in tender guidelines three years ago lifted the check on expenditure, and led to cost escalations. This resulted in additional costs totalling Rs 16,839 crore for 14,586 schemes, an increase of 14.58 per cent from their estimated cost.

IIM Guwahati clears Rajya Sabha; Pradhan brings up CSDS row
Rajya Sabha on Wednesday passed a Bill to set up the country's 22nd Indian Institute of Management in Guwahati. The Indian Institutes of Management (Amendment) Bill, 2025 was passed by voice vote. The Opposition, which continued to seek a debate on the Special Intensive Revision (SIR) of the electoral rolls in Bihar, did not take part in the hour-long discussion, walking out soon after the Bill was introduced. Lok Sabha cleared the Bill, which provides for an investment of `555 crore to set up the institution, on Tuesday. Rajya Sabha Leader of Opposition Mallikarjun Kharge, when given the floor, said the Opposition has been trying to raise the issue of SIR daily. The Chair, Bhubaneshwar Kalita, did not allow him to raise the issue. As the Opposition walked out amid sloganeering, Kalita said: 'You are walking out, that is also a part of democracy. But while going out also, you should maintain decorum.' Union Education Minister Dharmendra Pradhan, who introduced the Bill, said: 'They are not letting the Parliament, which runs on the taxes of the poor people, (function).' He also said the Congress was referencing information posted by an expert from Centre for the Study of Developing Societies (CSDS) with malafide intentions. He also said the institution had received funding from the ICSSR and that taking money from India and challenging its constitutional system is not a good thing. Several members who participated in the discussion said the institute would ensure access to good global quality education in the northeast. AIADMK member M Thambidurai raised the issue of student suicides at IIMs. He also raised the issues of appointments of V-Cs in Tamil Nadu, which is stuck in a legal quagmire. The TN government is currently in court over a set of laws that shift the power to appoint V-C to the state government from the Governor. In his response, Pradhan said his ministry will look into the suggestions from members.

People lose Rs 20,000 crore per year in online gaming: Data
Representative image NEW DELHI: Much against the arguments put forth by gaming companies against the ban on real-money gaming, the government estimates that around 45 crore people lose close to Rs 20,000 crore every year in online real-money gaming, according to data provided by an official source on Wednesday. The source said the government believes that online real-money gaming is turning into a "major problem for society," and decided to prioritise people's welfare over the revenue loss it will suffer on account of the ban. "There is a rough estimate that 45 crore people lose money every year. Total impact of the loss is estimated to be around Rs 20,000 crore," the source said, on a day when the Promotion and Regulation of Online Gaming Bill, 2025 was tabled and passed in the Lok Sabha. "Every parliamentarian has raised concerns about the ill effects of online gaming involving money. Between revenue from one-third of the industry segment and social welfare, the government has chosen welfare of society," the source said. The bill proposes to promote e-sports and online social gaming while banning money gaming in any form. "There will be a budget for it, and schemes and authority for their promotion. They comprise two-thirds of the industry. It will create job opportunities for the online gaming industry," the source said. Action under the bill against entities involved in money gaming will be taken mainly by state govts. Any person offering an online money gaming service in violation of stipulated provisions will face imprisonment of up to three years or a fine that may extend to Rs 1 crore, or both. The provisions also stipulate imprisonment of up to two years and/or a fine of up to Rs 50 lakh, or both, for those putting out advertisements in contravention of rules. Several online real-money gaming platforms "masquerade as game of skills" entities to differentiate themselves from gambling or betting, the source said. "Those who play the games are victims. They will not be punished as per the bill, but there will be action against those who provide real-money gaming platforms, facilitate transaction services, etc," the source said. The government has been making efforts for the last three-and-a-half years, which were being bypassed by the real-money gaming players. "Government tried to check it through GST, but it was being bypassed. There was a proposal for a regulatory body, but that was impacted by a conflict of interest. The provisions under the bill were drafted after several complaints were received from the public and their representatives," the source said.
