As Bihar gears up for its Assembly elections, it's time for the public debate to move beyond caste equations and freebies, especially as the state continues to record some of the worst health and nutrition indicators in the country, especially for children and women.According to the fifth National Family Health Survey (2019-2021), Bihar has the highest share of underweight children in India. About 41 per cent of Bihar's children are underweight, 43 per cent are stunted (low height for age), and nearly 23 per cent are wasting (low weight for height). In a Lok Sabha response on July 25, Savitri Thakur, the Minister of State in the Ministry of Women and Child Development, provided district-level data from Bihar's Anganwadi centres, which reveals that Supaul is the worst district in these parameters, with over 30 per cent of children underweight. This was followed by Jamui (26.8 per cent) and Jehanabad (26.2 per cent). Sekhpura has the best figures in the state, with only 13.4 per cent of children going to Anganwadi underweight.Bihar ranks the second highest nationally in anaemia, with 63.1 per cent of women aged 15-49 suffering from the affliction. Haryana tops the chart with 65.5 per cent. New Delhi: Union Health Minister J P Nadda informed the Lok Sabha on Friday that 6.04 crore people in the 17 identified tribal-dominated states, including Maharashtra, have been screened for Sickle Cell Disease (SCD) till July 28, out of which 2,16,118 have been confirmed as diseased. Replying to a question, the health minister said the National Sickle Cell Anaemia Elimination Mission (NSCAEM) was launched by Prime Minister Narendra Modi from Madhya Pradesh on July 1, 2023 to eliminate SCD. The objectives of the mission are provision of affordable, accessible and quality care to all SCD patients, reduction in the prevalence of the disease through awareness creation, targeted screening of seven crore people till 2025-26 in the age group of 0-40 years in the affected districts of tribal areas and counselling through collaborative efforts of central ministries and state governments, he said. Screenings are conducted under NSCAEM at all health facilities from district hospitals up to Ayushman Arogya Mandir (AAM) level, Nadda said, adding, "As on 28.07.2025, a total of 6,04,50,683 population in the 17 identified tribal dominated states including Maharashtra have been screened, out of which 2,16,118 have been confirmed as diseased." Patients living with SCD are provided with services and facilities to improve their quality of life through AAMs, which include follow-up of individuals with the disease at frequent intervals, counselling regarding lifestyle management, pre-marriage and pre-natal decisions, nutritional supplementation support through the distribution of folic acid tablets, and management of crisis symptoms, as well as referral to higher-level facilities. As of July 28, 2,62,67,997 genetic counselling ID cards have been distributed in the country, Nadda said. Hydroxyurea has been included in the National Health Mission (NHM) Essential Drugs List at Sub-Health Centres, Primary Health Centres (PHC), Urban PHC, Community Health Centres (CHC) and District Hospitals to address the issue of access to medicine, the minister said. Under NHM, financial support is provided for the procurement of Hydroxyurea, to reduce the out-of-pocket expenditure borne by sickle cell anaemia patients. The Ministry of Health and Family Welfare (MoHFW) has issued guidelines for cost norms for the establishment of centres of excellence (CoE) on SCD funded by the Ministry of Tribal Affairs (MoTA) in various states. To date, 15 CoEs have been approved in the country by MoTA, Nadda informed. Through MoTA, awareness and counselling material have been developed and disseminated to the states and Union Territories (UTs). Through monthly Ayushman Arogya Shivirs, awareness is raised for various health programmes including SCD. The ministry provides technical and financial support to the states and UTs for conducting screenings and procurement of drugs for sickle cell anaemia, based on the proposals received in the form of programme implementation plans (PIPs) under NHM.

New Delhi, Aug 8 (UNI) Over four crore beneficiaries have received maternity benefits under Pradhan Mantri Matru Vandana Yojana (PMMVY), while more than 72 lakh pregnant women have registered themselves as beneficiaries under Mission Poshan 2.0. Sharing this information in the Lok Sabha in reply to a question today, the Minister of State for Women and Child Development Savitri Thakur said that under National Health Mission (NHM), Government of India has undertaken the number of steps to provide maternal health services including the reduction of prevalence of anaemia and low birth weight babies among the mothers, including tribal mothers, for all States/UTs across the country. The minister further elaborated the schemes which include Surakshit Matritva Aashwasan, Janani Shishu Suraksha Karyakram (JSSK), Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA), and Anemia Mukt Bharat (AMB). Under the 15th Finance Commission, various components like Anganwadi services, Poshan Abhiyaan and Scheme for Adolescent girls (14-18 years in Aspirational Districts and North-Eastern region) have been subsumed under the umbrella Mission Saksham Anganwadi and Poshan 2.0 (Mission Poshan 2.0) to address the challenge of malnutrition, she stated in the assembly. Stating that in order to beat the intergenerational cycle of malnutrition by adopting a life cycle approach, the Minister said that under Mission Poshan 2.0, Supplementary Nutrition is one of the six services provided through the platform of Anganwadi Centres and is provided to Children (6 months to 6 years), Pregnant Women, Lactating Mothers and Adolescent Girls (14 to 18 years in Aspirational Districts of States and North Eastern Region) for 300 days in a year. 'Supplementary nutrition containing 600 calories, 18-20 gms. of protein and micronutrients is provided in the form of Take-Home Ration (THR) for a maximum of 300 days in a year to pregnant women and Adolescent girls,' she added. It was also revealed that the WCD Ministry is also conducting capacity building under Poshan Bhi Padhai Bhi initiative, involving a cascading model of training, wherein Master Trainers (namely, District Officers, Block Coordinators and Supervisors) are trained through Savitribai Phule National Institute of Women and Child Development (SPNIWCD), and the master trainers would directly train all Anganwadi Workers in the field. New Delhi: Actions including de-empanelment of 1,114 hospitals, levying penalty worth Rs 122 crore on 1,504 errant hospitals and suspension of 549 hospitals have been taken against fraudulent entities under the Ayushman Bharat Health Insurance scheme as reported by the states and Union Territories (UTs), the Lok Sabha was told on Friday. In a written reply, Minister of State for Health and Family Welfare Prataprao Jadhav said that Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) is governed on a zero-tolerance policy towards misuse and abuse. Various steps are taken for prevention, detection and deterrence of different kinds of irregularities that could occur in the scheme at different stages of its implementation, he added. A robust anti-fraud mechanism has been put in place and the National Anti-Fraud Unit (NAFU) has been set up with the primary responsibility for prevention, detection and deterrence of misuse and abuse under AB-PMJAY. "Suitable actions including de-empanelment of 1,114 hospitals, levying penalty worth Rs 122 crore on 1,504 errant hospitals and suspension of 549 hospitals have been taken against fraudulent entities as reported by the states and UTs," Jadhav said. According to the terms and conditions of empanelment, hospitals cannot deny treatment to eligible beneficiaries of the scheme. In case of denial of treatment by the empanelled hospital, beneficiaries can lodge complaints, he said. Under the AB-PMJAY, a three-tier grievance redressal system at the district, state and national level has been created to resolve the issues faced by beneficiaries in utilising healthcare services . There is a dedicated nodal officer and grievance redressal committees at each level to address the grievances. Beneficiaries can file their grievances using different mediums including web-based portal, centralised grievance redressal management system (CGRMS), central and state call centres (14555), email, letter to state health agencies (SHAs) and the like. Based on the nature of the grievance, necessary action including providing support to the beneficiaries in availing treatment under the scheme is taken, Jadhav said. Settlement of claims is an ongoing process. Under the AB-PMJAY, claims are settled by respective SHAs. The NHA has laid down guidelines for the payment of claims to hospitals within 15 days of claims submission for the intra-state hospitals (hospitals located within a state) and within 30 days in case of portability claims (hospitals located outside a state), the minister informed. Claims are required to be settled within the timeline specified under the scheme. Notable improvements have been recorded in the overall average turnaround time (TAT) for claim settlements year on year. Regular review meetings are organised to take stock of the progress with regard to the claims. Further, capacity-building activities are organised for efficient claims settlement, he said.
