
Punjab CM announces ₹10-lakh universal health cover for every family
The scheme was formally launched by chief minister Bhagwant Mann and AAP national convener Arvind Kejriwal at a public event in Sector 35, Chandigarh.
Addressing the gathering during the launch, Kejriwal said starting today, the entire population of 3 crore in the state will be eligible for free treatment under this scheme.
The scheme will be operational from October 2 after which camps will be organised to enrol people.
Kejriwal said earlier, a family could avail of treatment only up to ₹5 lakh, but now this limit had been increased to ₹10 lakh.
He said every citizen of Punjab will be entitled to free healthcare, whether they were government employees or pensioners, with no income limit. 'Previously, only eligible families could benefit from treatment up to ₹5 lakh, but now, all citizens are covered,' he assured.
Health cards under this scheme can be made at Seva Kendras or Common Service Centres (CSCs). In addition, these can also be obtained through online registration using an Aadhaar card or voter ID.
He said with the launch of this scheme, Punjab had set a new example for the rest of the country: 'Punjab is now the first state in India to provide its citizens free healthcare, education, electricity and bus travel.'
Kejriwal said acting on the message of 'Sarbat da Bhala (welfare of all)' given by the great Gurus, the Punjab government had taken steps for the well-being of all sections of society.
He said under this scheme, any citizen can avail free treatment at any government hospital or empanelled private hospital, adding that now, no citizen of Punjab will have to forgo treatment due to financial constraints.
Kejriwal said this work being done today should have been done 50 years ago, but unfortunately it was never on the agenda of those who ruled the country.
He said due to this only, the AAP had always focused on providing quality health and education services to people so that they can excel in life.
He said those who claim to make the country 'Vishavguru' had hitherto denied the country these facilities due to which the country had lagged behind.
Citing examples of countries like Singapore, Japan, Germany and others, Kejriwal said they excelled because these countries had focused on these issues.
He said the work being done by AAP these days was the real work of nation building. Giving an example, Kejriwal said due to strenuous efforts of the state government Punjab today was number 1 in the National Achievement Survey in Education, whereas it was on 17th rank in 2017.
Kejriwal said due to the concerted efforts of the state government, Punjab today was excelling in every sphere whether it was education, health or development.
He said the state government had opened 881 Aam Aadmi Clinics in the state that were providing free treatment to all, adding that 200 more such clinics will be dedicated soon.
He congratulated the people on this red-letter day and said only an honest government will bother for the well-being of the common man.
Kejriwal said the state government had not levied any fresh tax on people, but checked the pilferage of public money, which was being spent on development and welfare of people.

After Ambala, alert in K'shetra for white dwarf virus in paddy crops
A day after several cases of white dwarf virus were reported in nearly 400 acres of Ambala district, neighbouring Kurukshetra has also sounded an alert for the virus and has asked the farmers to remain vigilant. The total area under paddy crop in Ambala is 91,000 acres. Deputy director agriculture (DDA) Ambala Jasvinder Saini said that there have been signs of the virus majorly in the villages of Mullana, Saha and Naraingarh areas of the district. 'The major impact has been on non-basmati varieties early sown using non-DSR methods. The virus poses a serious threat to crop productivity and growth. If the virus is not detected timely, it may affect the yield by nearly 80%. The department has issued an advisory to farmers to uproot and bury the affected plants and ensure regular monitoring,' he said. On Tuesday, agriculture experts visited the fields and collected samples for testing. Meanwhile, an alert was sounded in bordering Kurukshetra district in view of the suspected spread. Following the reports, the experts and agricultural scientists have visited the fields. The farmers are advised to keep a close watch, approach the department if the signs of virus and white-backed plant hoppers are witnessed and use the recommended insecticides. The farmers are also advised to use the recommended insecticides to control the spread. DDA Kurukshetra Karam Chand said that the alert was issued after a couple of findings were made by our field staff. 'There is no panic-like situation yet. I've instructed the staff to conduct field surveys and asked them to report well in time for action. Farmers have also been advised to remain alert and if such a problem arises, then adopt the treatment with the advice of agricultural experts, so that the growth of the crop is not affected,' he said. The DDA said that its main identification is excessive dwarfing of plants in patches or pieces at some places in the fields; the colour of the leaves also turns dark green. He further advised that to control the spread when 5-10 adult aphids are seen per plant, mix 80 grams (16% AI) of dinotifuron 20%, SG (osheen 20% SG) or token 20% SG in 200 liters of water and spray per acre. He said that for controlling white backed aphids, when 5-10 hoppers are seen per plant, mix 120 grams of pymetrozine 50%, WG (chase 50% WG) or 80 grams of dinotifuron 20% SG (token 20% SG) in a similar manner. Meanwhile, crop scientists inspected the fields of farmers in Khedi Ramnagar, Amin and Fatuhpur villages of Kurukshetra district. During this, they found that the problem of dwarfism is visible in some paddy plants in the fields. Scientists said the farmers that due to this problem, such paddy plants remain smaller than healthy plants and later their growth stops.

‘Frame policy for docus for disability certs'
Kolkata: Calcutta High Court on Tuesday directed the state to come up with a policy on documents required for persons seeking disability certificates. A division bench of Chief Justice T S Sivagnanam and Justice Chaitali Chatterjee Das issued the directive after counsel for the petitioners, Kaushik Gupta, highlighted the disparate documents sought from people applying for Unique Disability Identity Cards under UDID. "R G Kar insists on a permanent residence certificate from the councillor though NRS does not," Gupta said. The division bench held Aadhaar and voter ID cards, passport, passbook and parents' driving licence could be relied on as residence proof. The CJ directed the authorities to frame a uniform policy for all hospitals in the state. HC welcomed the state move to give patients with muscular dystrophy, and rare diseases, with free supportive drugs for two months. State counsel Tapan Kumar Mukherjee said the state was considering hiking monthly stipend of such patients from Rs 1,000 to Rs 5,000.

New Delhi, July 22 (UNI) Rajya Sabha MP and Aam Aadmi Party (AAP) leader Raghav Chadha has flagged the growing incidence of heart-related ailments and other health complications in the country, particularly in the aftermath of the Covid-19 pandemic. In a post on social media platform X (formerly Twitter) today, Chadha highlighted what he termed a 'sharp rise' in heart failures and health disorders post-Covid, and called for annual health check-ups to be made a legal right for all Indian citizens. 'I raised a demand in Parliament: Make annual health check-up a legal right of every citizen... 'Post Covid-19, we're seeing a sharp rise in heart failures and other health issues. Early detection can save lives,' Chadha said. Drawing a parallel with public health systems in developed nations, the AAP leader pointed out that many such countries provide government-funded annual check-ups to their citizens. 'Why not in India?' he asked. Stating that healthcare should not remain the preserve of the privileged, Chadha stressed the need for accessible and routine medical testing.
