It has also proposed a "merit and demerit (positive and negative) point system" for all drivers based on their compliance with or violation of traffic rules.
The changes have been proposed as part of amendments to the Motor Vehicles Act, and these have been circulated among ministries for their feedback, TOI has learnt. Sources said the proposal of doubling penalty for traffic rule violation has been made considering rampant non-compliance of norms by parents and family members driving with children and by buses owned or hired by schools to transport students.
The higher penalty is aimed at making both drivers and vehicle owners responsible.
However, a section of road safety experts feel that any addition to the list of offences may end up only as a "better" legislative exercise and another avenue for corruption, if not implemented objectively.
"Even now traffic cops catch and penalise drivers only for half a dozen offences such as speeding, drunk driving, jumping red signal, using phone and not wearing seatbelt or helmet, while the MV law covers over 100 offences.
How will cameras installed identify if a juvenile is sitting in the rear seat of a car and will police personnel stop vehicles and check the age of people sitting inside? While framing laws and policies we don't think of India but Delhi, Mumbai, Chennai and big cities," an expert said.
As far as the proposal of "merit and demerit" points system for drivers is concerned, govt will set a threshold for demerit points and any driver accumulating negative marks beyond that will face the risk of suspension and cancellation of his/her driving licence. The ministry has also proposed to link insurance premium to behaviour of drivers, which will be reflected through positive and negative points.
Sources said the proposed amendments include mandatory driving test for DL holders applying for renewal before expiry of licence, if they have violated traffic rules.

Hyderabad: Applicants attempting to book slots for various transactions at the Regional Transport Authority (RTA) woke up to a rude shock on Sunday as they found a sudden increase in charges across several services. The revision came into effect at 2 am. The new rate-card shows that RTA has revised fees anywhere from Rs 100 to Rs 1,000 — with a fourfold jump in rates for a no-objection certificate (NOC). Available for Rs 100 until now, every NOC will now cost a motorist Rs 435. The cost for terminating vehicle agreements for four-wheelers has also been substantially increased from Rs 2,135 to Rs 3,135. Even commonly availed costs, right from learners' licence to vehicle hypothecation, have been brought under the new price umbrella. Motorists applying for any licence will have to cough up an additional Rs 100. The only exemptions: Permits, vehicle fitness assessments, taxes on vehicles from other states, permit cancellations, life taxes, and quarterly taxes. Speaking to TOI, some said that they realised that the fees had been hiked only when they went to their RTA office to avail of a service. 'I tried to secure a learner's licence slot two days ago, when the fee displayed was Rs 450. However, I encountered technical issues and couldn't complete the booking. When I tried again on Sunday, I was surprised to see that the total amount had risen to Rs 550, with the service charge component having increased from Rs 100 to Rs 200,' said K Venkatesh, an applicant from Uppal. Move to increase revenue: RTA RTA officials said that the revision was aimed at enhancing revenue. 'Only service charges, which have remained unchanged for several years, have been increased. However, we need to monitor the situation for at least one month to assess how these increased charges contribute to revenue enhancement,' MM Chandrasekhar Goud, joint transport commissioner (IT & Vigilance), told TOI. Sources, on the other hand, hinted at the move being designed to accommodate tax exemptions being offered to EV buyers. Man kills elderly couple over unpaid wages of 300 in Amreli village
Rajkot: A pending amount of a paltry Rs 300 allegedly sparked a brutal double murder in Dhundhiya Pipalya village of Amreli district, where an elderly couple was killed during a robbery on the night of July 17-18. According to police, 25-year-old Ramji alias Balo Solanki — who had previously worked on the farm of 85-year-old Chakur Rakholiya — was enraged over the unpaid wages. The unresolved dues reportedly drove him to hatch a robbery plan along with three others, which ended in the killing of Rakholiya and his 80-year-old wife, Kunwar. The assailants allegedly broke into the couple's home around midnight while they were asleep in the veranda and assaulted them with sharp weapons. The attackers fled with Rs 2 lakh in cash. Based on a complaint filed by the couple's son, Harsukh Rakholiya, Vadiya police launched a multi-agency probe under the supervision of Amreli superintendent of police Sanjay Kharat. The local crime branch arrested four suspects — Ramji, his younger brother Ashish alias Bavo Solanki (22), Anil alias Anko Solanki (25), and Mithu alias Ramsing Muha (45). CCTV footage from a 20-km radius was examined, and checks were carried out on migrant workers and passing vehicles. Villagers and relatives were also questioned, he added. Police inspector VM Koladra said the accused gathered at the village market around 10pm on July 17, where Ramji raised his grievance over the unpaid wages and convinced the others to assist in robbing the Rakholiya home. When Chakur woke up and recognised Ramji during the break-in, he was struck on the head. Anil then held him down and delivered another blow. Hearing the noise, Kunwar woke up, but she was restrained by Mithu while Ashish fatally attacked her. Police added that Ramji had four prohibition cases registered at Vadiya police station. Anil is accused in a gambling case in Bhesan, while Ashish also has a prohibition case against him. Further investigation is underway.

Masala scam: Udhna cops bust fake factory in Surat, 5 held
Surat: Udhna police on Sunday busted a fake masala manufacturing unit operating out of Chamunda Industrial Estate and arrested five people for producing duplicate Maggi and Everest brand masalas. The police seized counterfeit goods and machinery worth Rs 25 lakh from the spot. Police inspector S N Desai said the raid was carried out following a tip-off. "After verifying the input, we raided the unit and found five persons manufacturing large quantities of fake Maggi masala and Everest Chicken masala. These popular brands were targeted due to their high demand among consumers," he told TOI. The arrested accused have been identified as Vinod Rajendradas, Vinod Punadas, Kailu Murmu, Surendra Kaludas, and Sunil Soni. One key accused, Anil Goyal, is still absconding. During the operation, police recovered fake masalas worth Rs 17.28 lakh, three packing machines worth Rs 3 lakh, a compressor machine valued at Rs 50,000, and 15 bags of loose masala worth Rs 3 lakh. Plastic rolls used for packaging and a large number of cartons were also seized. "The accused had a network in the local market where they supplied the fake masala at prices 10–20% lower than the original brands. The gang has been operating for the last six months and sold products worth several lakhs," Desai said. The Food and Drug Control Administration has been informed, and samples of the seized masala will be tested in laboratories to check for harmful substances. All accused have been booked under the Bharatiya Nyaya Sanhita (BNS), the Copyright Act, and the Trade Marks Act.
