NEW DELHI: The road transport ministry has proposed doubling of penalty for traffic rule violation by people driving with children, a move that will ensure safety and responsibility. Tired of too many ads? go ad free now It has also proposed a "merit and demerit (positive and negative) point system" for all drivers based on their compliance with or violation of traffic rules. The changes have been proposed as part of amendments to the Motor Vehicles Act, and these have been circulated among ministries for their feedback, TOI has learnt. Sources said the proposal of doubling penalty for traffic rule violation has been made considering rampant non-compliance of norms by parents and family members driving with children and by buses owned or hired by schools to transport students. The higher penalty is aimed at making both drivers and vehicle owners responsible. However, a section of road safety experts feel that any addition to the list of offences may end up only as a "better" legislative exercise and another avenue for corruption, if not implemented objectively. "Even now traffic cops catch and penalise drivers only for half a dozen offences such as speeding, drunk driving, jumping red signal, using phone and not wearing seatbelt or helmet, while the MV law covers over 100 offences. How will cameras installed identify if a juvenile is sitting in the rear seat of a car and will police personnel stop vehicles and check the age of people sitting inside? While framing laws and policies we don't think of India but Delhi, Mumbai, Chennai and big cities," an expert said. As far as the proposal of "merit and demerit" points system for drivers is concerned, govt will set a threshold for demerit points and any driver accumulating negative marks beyond that will face the risk of suspension and cancellation of his/her driving licence. The ministry has also proposed to link insurance premium to behaviour of drivers, which will be reflected through positive and negative points. Sources said the proposed amendments include mandatory driving test for DL holders applying for renewal before expiry of licence, if they have violated traffic rules.

The vessel has been out of action since a catalogue of issues was identified when it went in for its annual overhaul in January 2024. It was due to return to service on Thursday but after it undocked 24 hours late due to "poor conditions", it is now due to begin a phased return on Friday. This phased return will continue through Saturday and Sunday, with a return to a full timetable on Monday, June 15. CalMac said: "There will be a delay to the phased return of the vessel. MV Caledonian Isles will begin a phased return on Friday, June 13 and continue through Saturday, June 14, with a full return to timetable on Sunday, June 15." READ MORE: 'Multi-billion-pound' renovation for Faslane nuclear base on Clyde The MV Isle of Arran replaced the Caley Isles on the Ardrossan route, but moved on in January this year, leaving the town without a ferry service since that date. The MV Glen Sannox has been operating from Troon – alongside the MV Alfred – because it is too large to dock at Ardrossan. Transport Secretary Fiona Hyslop announced earlier this year that she had asked officials to look at the potential purchase of the harbour in North Ayrshire. The Ardrossan Harbour Task Force met for the first time in a year in April after which the Scottish Government said it remained committed to trying to purchase the site. But campaigners fighting to save Ardrossan Harbour told The National last month they fear negotiations to bring the site into public ownership are 'far from complete' after meeting with CMAL, Transport Scotland, CalMac and Peel Ports. The Ardrossan port requires a costly berth realignment in order to accommodate the new Glen Sannox – which entered service to Arran in January – and the Glen Rosa – which is now not due to be delivered until 2026. READ MORE: 3000 sign NC500 pledge amid Highland concerns over tourism impact The Ardrossan Harbour Project – to develop the port and make it suitable for the Glen Sannox and Glen Rosa – was given the go-ahead way back in 2018 by then transport minister Humza Yousaf, but the project was paused in 2023 and a fresh business case has never emerged. With ferries only going in and out of Troon for the past few months, residents in Arran have been struggling to get to medical appointments at Crosshouse Hospital in Kilmarnock, which is easily reachable by bus from Ardrossan but much more challenging to get to from Troon. Foot passengers have also had to board a shuttle at the Troon port if they want to get to the town's railway station and travel on towards Glasgow, with Troon station being around a 25-minute walk away. Ardrossan train station, on the other hand, is right by the port and the timings of service line-up with the ferry timetable. Transport Scotland said it will update Parliament and the community once there is progress to report on the potential purchase.

A search of the coastline around Brodick Bay was launched after reports of a missing person on Sunday, June 1. An emergency response was launched on Arran after reports of a missing person in Brodick Bay. Emergency services were alerted to the situation at around 8am on Sunday, June 1. ‌ Arran Coastguard Rescue Team and Arran RNLI were called out to the scene in an effort to find the missing person. ‌ The volunteer lifeboat crew searched an area of shoreline from Corriegills to Invercloy, Cladach and around to Merkland Point. On shore, the coastguard team searched an area of the coastline from Brodick Pier to Rosa Burn. However, investigations by Police Scotland found that everyone was accounted for and the coastguard and RNLI teams were stood down. A spokesperson for Arran RNLI said: "At 8:25am today (Sunday) our pagers sounded and instructed the volunteer crew to assemble at the lifeboat station in Lamlash. "These type of shouts normally mean it's either a lower urgency than normal or another agency (such as the police or coastguard) requires more time to find out specifics of an incident but need the security of our crew being ready to launch at a moment's notice. ‌ "Luckily, the crew arrived quickly as we were tasked to assist Arran Coastguard Rescue Team with a shoreline search for a potential missing person in Brodick Bay. "Rachel Hedderwick (Arran's Atlantic 85 lifeboat) launched at 8:40am and made passage to Brodick where the crew commenced a shoreline search from Corriegills to Invercloy (including around the CalMac pier and MV Glen Sannox at her berth). "A sweep back was made through the moorings, checking yachts for any signs of anyone, and speaking to some visiting yachtsmen. With nothing found, the lifeboat continued the search along the beach to Cladach and around to Merkland Point. ‌ "With no further indication of a missing person or anything untoward, the lifeboat was stood down by Belfast Coastguard at 9:40am and returned to Lamlash for recovery where it was refuelled and made ready for service by the shore crew. "If you see someone in trouble at sea or along the coast, please don't hesitate to dial 999 or 112 and ask for the coastguard." A spokesperson for Arran Coastguard Rescue Team said: "The Coastguard Team were tasked by Belfast Coastguard just after 8am this morning (Sunday) and, along with our maritime search and rescue colleagues from Arran RNLI, completed a search of the coast from Brodick Pier to the Rosa Burn. This was in response to a possible missing person. ‌ "Thankfully, after further investigation, Police Scotland were able to confirm all persons were accounted for and we could stand down. "This was the team's 75th tasking of the year. Remember in a coastal emergency call 999 and ask for the coastguard."
