The EB-5 Visa Program is an investment-based visa initiative by the U.S. government that enables foreign investors to obtain U.S. permanent residency by investing in projects that create at least 10 full-time jobs. Launched in 1990, this program requires a minimum investment of USD 800,000 in an EB-5-approved real estate project, fund, or business.
UAE investors and affluent expatriates are increasingly exploring secondary residency and citizenship-by-investment options worldwide, driven by the region's economic expansion and growing wealth. The recent influx of ultra-high-net-worth individuals (UHNWIs) from Ukraine, Russia, and neighbouring countries has further spiked demand for investor visas and second passports. Notably, EB-5 companies report a 40% increase in U.S. EB-5 applications from UAE-based investors over the past two to three years.

This surge is powered by strong interest from both institutional and professional investors, who together account for over 90% of regional transaction value, the report showed. Regulatory Blueprint for the Future The report pointed out that the Central Bank of the UAE (CBUAE) has set a regional benchmark with the release of its Payment Token Services Regulation, establishing a comprehensive framework governing the issuance, distribution and custody of stablecoins. The regulation mandates that payment tokens be fully backed 1:1 by reserves in UAE dirhams or other CBUAE-approved fiat currencies. It also requires licensing for all virtual asset service providers (VASPs) and enforces strict capital, risk management, cybersecurity and consumer protection regulatory clarity offers the UAE 'an early-mover advantage in positioning itself as a market leader', said the CBUAE's Payment Token Services Regulation, together with licensing frameworks from Dubai's VARA, Abu Dhabi Global Market (ADGM), and the Dubai International Financial Centre (DIFC), position the UAE as the 'leading jurisdiction for the development and adoption of payment tokens, dirham-denominated ones.' Banks Join the Fold Several leading banks in the region have already begun exploring payment token projects as a way to enhance their competitiveness in international markets and appeal to younger, technologically mature consumers, according to the report. 'A dirham-denominated payment token favours the UAE economy by strengthening the position of the UAE dirham in international markets, potentially reducing currency exchange costs, and supporting the nation's digital economy initiatives.'Embracing these payment tokens could empower financial institutions to reduce cross-border transaction costs and improve liquidity and treasury management, the report added. It also noted a particularly strong case for stablecoin use in remittances, given GCC countries' large expatriate population, and in trade finance, as the region strengthens its position as a global trade hub. 'There is general recognition among financial institutions and corporates in the MENA region, and solid evidence that stablecoins will play a significant role in the future of finance, leading to increased investment and experimentation in this technology both regionally and globally,' it stated.

The Ministry of Human Resources and Emiratisation (MoHRE) has taken legal action against 30 domestic worker recruitment offices across the UAE following 89 confirmed violations in the first quarter of 2025. The breaches include failure to refund all or part of the recruitment fees to employers within the required two-week period. This period begins from either the date that the domestic worker was returned to the recruitment office or the date the worker was reported to have stopped working. Other violations include failure to display the MoHRE-approved service package pricing clearly and visibly for clients. These measures are part of ongoing efforts to tighten oversight through an integrated monitoring system, combining field inspections and digital tracking. The Ministry has warned that repeated violations could lead to licence cancellations and stressed that it will take firm action against any non-compliant offices. MoHRE takes legal action against 30 domestic worker recruitment offices for 89 breaches

The Ministry of Human Resources and Emiratisation (MoHRE) has taken legal action against 30 Domestic Worker Recruitment Offices across the UAE after confirming their involvement in 89 violations flagged during the first three months of 2025. The measures form part of the Ministry's ongoing efforts to implement its integrated field and digital monitoring system, which aims to identify and address any violations by Domestic Worker Recruitment Offices and ensure their compliance with relevant legislation. MoHRE supports the system with prompt responses to all complaints regarding these offices submitted to it by employers and families. In a press statement, the Ministry explained that the recorded violations primarily involve failure to refund all or part of the recruitment fees to employers within the legally specified timeframe of two weeks from the date the Domestic Worker was returned to the Recruitment Office, or from the date the worker was reported to have stopped working. Other violations include failure to display the MoHRE-approved service package pricing clearly and visibly for clients. MoHRE stressed that it would show no leniency in taking legal action against any Domestic Worker Recruitment Office with verified violations, cautioning that repeated offences by any such office will lead to strict penalties, including potential licence cancellation. The Ministry commended compliant Domestic Worker Recruitment Offices across the country – of which there are currently 126 – for their adherence to the laws and regulations governing the provision of services and packages to customers, which serves to enhance their competitiveness and business growth. MoHRE urged clients to ensure they only engage with licensed Domestic Worker Recruitment Offices in the UAE, in order to safeguard their rights and benefit from the services provided by authorised offices. The Ministry reaffirmed its commitment to registering employer feedback and complaints concerning Domestic Worker Recruitment Offices and emphasised that its inspection and oversight system remains fully equipped to deal with violations firmly, and transparently.
