KUCHING (May 16): The Commercial Vehicle Licensing Board (CVLB) Sarawak has issued a stern warning to e-hailing operators allegedly allowing drivers without valid e-hailing vehicle permits (EVPs) to operate, stressing that such actions pose serious safety risks and violate existing transport regulations.
Its chairman Michael Kong said the board had identified platforms such as Capto and MyRide for operating without the necessary Intermediate Business Licence (Lesen Perniagaan Pengantara) in Sarawak.
'These operators are in clear breach of the law, and we will not hesitate to take appropriate enforcement actions against them.
'CVLB Sarawak will also work closely with other relevant authorities to curb these illegal operations and ensure full compliance with regulatory frameworks,' he said in a statement today.
He emphasised that the EVP serves not only to ensure the legitimacy and accountability of drivers on the road, but also to safeguard both passengers and drivers in the event of untoward incidents.
'Without an EVP, a driver's vehicle insurance is typically rendered void when used for commercial e-hailing purposes.
'This exposes not just the vehicle owner to significant personal liability, but also places passengers and other road users at considerable risk,' he said, urging all e-hailing drivers and operators to comply fully with the relevant laws and regulations.
'CVLB Sarawak remains committed to upholding the safety, integrity, and professionalism of the commercial transport sector.

KUALA LUMPUR: Maxim Malaysia has filed an appeal and submitted all relevant documents to the Land Public Transport Agency (Apad) following the issuance of cease-and-desist letters for operating without a valid E-Hailing Vehicle Permit (EVP) authorisation. Its Head of Legal and Government Relations, Mushfique Ahmed Chowdury, said the company had just concluded a meeting with Apad and had provided all necessary documents and explanations, including the required amendments in line with regulatory provisions under the Land Public Transport Act 2010. "We have complied with Apad's instructions and submitted all necessary appeals and supporting documents as part of our efforts to ensure that our operations align with the legal and compliance requirements set by the Transport Ministry and Apad for all e-hailing companies," he said at a media briefing today. The meeting marked the third between Maxim and Apad ahead of a final decision by the ministry. Present were Maxim Malaysia director Mohd Hazwan Musley and Apad deputy director-general Masita Mat Isa. Mushfique added that the company has followed all instructions issued by Apad and remains fully committed to regularising its operations. He also said that Maxim would continue to serve the Malaysian market and reaffirmed the company's intention to operate in full compliance with the law. He also assured drivers, passengers, and stakeholders that Maxim remains dedicated to supporting the community it serves. "The company's priority is to safeguard the livelihoods of its legally registered drivers and ensure they can continue operating without disruption. "Our drivers are the core of our company. We are working continuously with the government to ensure full compliance with all regulations imposed on e-hailing operators," he said. Last month, Maxim announced that it was in discussions with the authorities regarding the directive to cease operations from July 24. This followed Apad's issuance of cease-and-desist letters to two e-hailing platforms, inDrive and Maxim, for allegedly operating without proper authorisation in Malaysia. Transport Minister Anthony Loke had said that while appeals may be submitted by the companies, the final decision will rest solely with him in his capacity as the minister. When asked about measures taken by Maxim following a raid by Apad in 2023 over alleged permit violations, Mushfique clarified that the agency had only issued a notice for operational improvements. "It was not related to the cancellation of our licence. It was simply a notice requesting us to respond with details of the improvements we would implement in our operations," he said. Regarding driver compliance, he said Maxim ensures that only those with complete and valid documents are granted access to the system and allowed to accept passenger requests. He also said the issuance of the cease-and-desist letters has affected the company's revenue, although her did not disclose the extent of the losses.

According to its chairman Michael Kong, the app, which allows users to track the live location of buses, is now available in beta mode on the Android Play Store. 'This app is designed to enhance the commuting experience by allowing users to track real-time locations of buses under the Kuching service, plan their journeys more effectively and access updated route and schedule information at their fingertips,' he said in a statement today. Kong emphasised that this is just the beginning, as the app is still in beta mode. 'We understand that there may still be bugs or areas for improvement, and we welcome and value all feedback from users. Your input will help us fine-tune the application and ensure it meets the needs of our community.' At present, he said the app is available exclusively on Android devices. However, he noted that they are actively working to improve it and will roll out a version on the Apple App Store once they are confident it is ready for full release. Kong encouraged all Kuching commuters to try out the 'Kuching Journey Planner' app and provide suggestions and feedback. 'The setting up of our mobile app within three months from the launch of our first route shows our commitment to make public transportation more convenient, reliable and accessible for everyone. 'This is another step forward in the modernisation of the public transport in Sarawak and we will continue in our efforts to uplift the public transportation industry,' added Kong.

KUCHING (May 30): The Kuching service has now been extended to Batu Kawa to improve connectivity across various zones, said Michael Kong. The Sarawak Commercial Vehicle Licensing Board (LPKP) chairman said they are proud to fulfil requests from users in Batu Kawa following the successful launch of the programme's initial route. 'Starting now, six dedicated buses under the Kuching programme will serve the Batu Kawa route, enhancing connectivity across a wide range of residential, educational, commercial and healthcare zones,' he said in a statement today. Kong said the new route links cover residential areas namely Everbright Park, Taman Kwong Thiong, Taman Boulder Built, Tematu Hill, Taman Chungnion Villa, Jalan Field Force, Taman Desa Wira and RPR Batu Kawa; and schools – SJK Chung Hua No.4, SM Sunny Hill, SJK Chung Hua Batu Kawa and SJK Chung Hua Stapok. He added that they also cover commercial areas namely Emart Batu Kawa, MJC Batu Kawa, Pines Square, Third Mile Market, Third Mile Commercial Centre and Batu Kawa Commercial Centre as well as hospitals – Timberland Medical Centre and Sarawak General Hospital. According to him, the first bus from SJK Chung Hua Batu Kawa will start at 5.30am and the first bus from Saujana will run at 6.30am on weekdays. He said the last bus on both routes will be 7.30pm. 'We have identified peak hours on weekdays between 6.30am– 8.30am and 4.30pm-7.30pm, and are increasing frequency during these times to every 30 minutes to meet anticipated demand,' he added. Kong said they acknowledged that traffic congestion is a major issue for residents in Moyan, Malihah, Sejijak and the greater Batu Kawa area. By offering this reliable and efficient public transport service, he hopes to provide a viable alternative to private car usage, thus easing traffic and reducing the environmental impact of urban commuting. 'This launch marks an exciting milestone in our ongoing commitment to transform and uplift the public transportation industry in Kuching and Sarawak. 'We encourage all residents of Batu Kawa to try out this new service and embrace public transport as a practical, comfortable and sustainable way to travel,' he said.
