seem to be divided over 'aspirational toilets'. After the state govt ordered a stay on BMC's Rs 12 crore aspirational toilets construction contract and sought a report in 30 days, BMC officials said that the contract for aspirational toilets was granted in 2023 and it was funded by the Mumbai City District Planning and Development Council (DPDC) fund.
In 2023, the project was sanctioned by then Mumbai city guardian minister Deepak Kesarkar of the Shiv Sena, and the present set of officials had nothing to do with it.
Interestingly, the project that was pushed by then Sena Minister Kesarkar was exposed by BJP MLA Ameet Satam through a calling attention motion. BJP MLA Atul Bhatkhalkar also slammed the project and asked how the BMC was spending over Rs 1.5 crore per toilet.
BJP Minister Ashish Shelar too criticised the project, questioning if approval for the toilets was obtained from the heritage committee, as the sites include Unesco-recognised heritage sites and precincts.
Shelar, who is the culture minister, said there are strict regulations governing construction in such areas and emphasised that the aesthetic integrity of Mumbai must be preserved, and pedestrian rights should not be compromised.

They are equipped with amenities such as hand sanitizers, toilet paper dispensers, and adequate lighting, promoting hygiene and user comfort.
Officials pointed out that the project was planned and approved during the Mahayuti govt when Eknath Shinde was CM and Kesarkar the guardian minister for Mumbai City, indicating that there was friction between the ruling Sena and BJP over the project. Shinde is now the guardian minister of Mumbai City.
Assembly Speaker Rahul Narwekar, who is also from the BJP, ruled that the state govt must direct Municipal Commissioner Bhushan Gagrani to conduct a probe against Additional Municipal Commissioner (City) Ashwini Joshi, who is pushing the aspirational toilet project, and take action against her if any irregularities are found in the probe.
BMC has claimed that three tenders were floated for 13 toilets worth around Rs 21 crore.
Each toilet costs around Rs 1.65 crore. However, three aspirational toilets were proposed on open spaces, so they were dropped. One toilet was in Dharavi, which was dropped since the area is now part of the Dharavi Redevelopment Project. For the toilet near Sion Fort, BMC couldn't get permission from the Archaeological Survey of India (ASI), and it was dropped.
The toilet at VB Worlikar Marg in Worli was cancelled after orders from the municipal commissioner. At the moment, work is going on only for seven toilets that cost around Rs 12 crore.
Just last week, Makarand Narwekar, former BJP corporator from Colaba, wrote to municipal commissioner Bhushan Gagrani demanding a vigilance probe into the aspirational toilets scam, but didn't get any response from BMC.

'BJP leaders only peddle lies, while they themselves are replicating our guarantee schemes across the country. Our government has already spent Rs52,000 crore to fulfill these guarantees,' he concluded.

Mysuru: DeputyChief Minister and Water Resources Minister DK Shivakumar on Sunday announced that the state government has constituted a technical committee to assess the safety of dams across Karnataka. Repair and development works will be taken up based on the committee's recommendations, he added. Speaking to reporters on Sunday near the Kabini reservoir after offering bagina, DCM Shivakumar observed that this was the first time in two years that the reservoir had filled up. 'After KRS, today we offered bagina at Kabini. This dam has supported us even in difficult times,' he said. He also confirmed that a proposal to expand the Kabini region had been put forth by local MLAs, and that the government had approved Rs35 crore worth of developmental works in the area. Additionally, a Rs88 crore micro-irrigation project DPR had been prepared and submitted. Referring to the Tungabhadra dam gate repairs, he stated that the incident prompted the formation of a technical committee to review the safety of all state dams. 'We will act on their findings as soon as the report is submitted,' he assured. When asked about the proposal for a Kabini Utsav and Kaveri Aarti, he said discussions would be held with district ministers and local leaders to promote tourism and employment through such events. On the stalled botanical garden project, he said that while private investment was welcome, the current priority remained optimal water use and dam safety. Regarding his sudden Delhi visit, Shivakumar clarified it was a private legal matter. 'I informed the Chief Minister, attended a brief meeting with lawyers, and returned the same night,' he explained. Reacting humorously to BJP's claim of disrespect towards him, he quipped, 'They always show me extra love because I'm stronger.'

Bengaluru: The Karnataka unit of the Bharatiya Janata Party, on Saturday, announced the launch of a helpline to safeguard the interests of small traders in the state in the backdrop of row over GST Addressing a press conference at the State BJP Office, Jagannath Bhavan, in Bengaluru, the Leader of the Opposition in Legislative Council, Chalavadi Narayanaswamy, has said that the BJP will launch a helpline (8884245123) from July 21 to safeguard the interests of small traders in the state. He added that street vendors and small traders had been served notices by the state government, creating confusion and fear among poor traders in the state. He criticised the Congress-led state government for failing to provide solutions or clarify what constitutes taxable income. Narayanaswamy said that as per Central government's data available with the state, traders whose annual turnover exceeded Rs 40 lakh must register and pay GST. 'Service providers with turnover above Rs 20 lakh are also liable to pay GST. However, the notices sent by the state are not valid in many cases,' he alleged. 'Traders are not tax evaders or criminals. They do not understand the tax rules, and the state government has failed to educate them,' he said. He urged the state government to protect the interests of the poor traders rather than intimidate them. He said that according to Central government rules, GST is applicable only if the annual turnover exceeds Rs 1.5 crore at one per cent rate. 'For street vendors to fall under GST, they must have a permanent shop and address. There is an exemption for turnover up to Rs 40 lakh and issuing notices to traders with turnover above Rs 20 lakh has created confusion,' Narayanaswamy added. He also said that apps like Paytm, PhonePe, and Google Pay used for UPI transactions were being tracked, and funds received by traders directly into bank accounts were being used to send notices. 'But it's not being verified whether the turnover exceeding limits is due to actual business or loans and other types of transactions,' he clarified. According to G.S. Prashanth, State Convener of BJP'sEconomic Cell, items like flowers, fruits, vegetables, milk, meat, paneer, bangles, and many other products are exempted from GST. 'Even if someone does Rs 10 crore turnover in these exempted items, GST registration is not mandatory. Yet, notices have been sent to such traders by the state GST department,' he alleged. He added that according to GST laws, third-party data cannot be used to issue tax notices without verification. 'Information from Paytm, PhonePe, or Google Pay must be verified first. Officials must ascertain whether the trader's goods fall under GST before issuing notices. Unfortunately, none of this due process has been followed,' Prashanth claimed. He also said: 'The state GST department has done nothing to spread awareness among street vendors about the taxes. Nearly 90 per cent of traders fall under the jurisdiction of the state GST, and only 10 per cent under Central GST. Yet, without any outreach or information sharing, the state has spread fear among small traders.' Therefore, the 14,000 notices issued to traders by the state government are illegal and unconstitutional, he asserted. Those present at the press conference were Rajya Sabha MP Lehar Singh, Chikkaballapur district president S.V. Ramachandragowda (Seakal), BJP Medical Cell state convenor Dr. K. Narayan, BJP Economic Cell state convenor G.S. Prashanth, and former BJP state spokesperson G.V. Krishna. When asked about the state government's notices to small traders demanding tax payments, State BJP Preident B.Y. Vijayendra said, 'We discussed this yesterday with party leaders. The Siddaramaiah-led Congress government, which is struggling to mobilise funds for its guarantee schemes, is now intimidating street vendors by sending them tax notices.' 'While GST goes to the Centre, it is a fact that no other state in the country has seen such developments. But in Karnataka, the state government is unable to manage its finances for guarantees and development. So, under the Chief Minister's instructions, they are threatening traders andstreet vendors,' he added.
