
Centre's curbs on end-of-life vehicles: Not even a band-aid
The CAQM had put the onus on petrol pump dealers to enforce the ban. Failure to do so would attract penalties under Section 192 of the Motor Vehicles Act, 1988. As a Petrol Dealers Association petition to the Delhi High Court pointed out, the move burdened 'petrol pump owners and their attendants… without them being necessarily equipped or authorised under any law to carry out such a responsibility'. On paper, the end-of-life vehicles are flagged by the Automatic Number Plate Recognition (ANPR) system installed at fuel stations and match the data against the government's Vahan portal. The trial run for these systems began at the end of last year, and last month the CAQM reportedly claimed that the ANPR scanners were ready to implement the ban on end-of-life vehicles. But, as Sirsa admitted, at several places in the city, ANPRs are riddled with technical glitches, including faulty sensors and incorrect placement of cameras. That the system is not integrated across the NCR shows that very little planning went into making the restrictions effective.
Stemming vehicular pollution requires sustained engagement with the complex reasons behind motorisation — lifestyle choices, livelihood imperatives and urban sprawl that increases travel time and distances. Successive governments in Delhi haven't addressed this imperative adequately. Even the relatively easier task of nudging people to invest in the fitness of their vehicles has never received the policy attention it required. In the months it has been in office, Delhi's BJP government has given little indication of learning from the failures of its predecessors. It must course correct.

Speaking after meeting the Chief Minister, BJP leader Parvesh Singh said Rekha Gupta had suffered visible injuries and was undergoing medical examination (MLC). According to him, the accused had been conducting reconnaissance for nearly 24 hours, even visiting the CM's residence in Shalimar Bagh to plan the assault. 'The man not only attacked the Chief Minister but also pulled her hair and did not let go for some time. Neighbours and police officials had to intervene to rescue her. The incident is extremely condemnable,' Singh remarked. As per initial accounts, the accused from Gujarat spent the night in the Civil Lines area before appearing at the Jan Sunwai event without any documents or grievance petitions. 'When he arrived this morning, he carried no documents or papers, nor did he appear to have any specific grievance. Instead, upon meeting her, he launched a direct attack", Singh informed. Instead, the accused launched a direct physical assault on Delhi Chief Minister Rekha Gupta. Witnesses allege that the attacker had no apparent motive and struck without provocation, leaving CM Rekha Gupta injured. 'She sustained injuries to her hand, shoulder and head. The man launched an attack on the Chief Minister and did not release her for some time afterwards, even pulling her hair,' Parvesh Singh said. Doctors are currently treating the injuries, and CM Rekha Gupta is said to be under medical observation. Parvesh Singh confirmed that Rekha Gupta's courage remains undeterred despite the ordeal. 'Her spirit is intact. She told us that her public hearings will continue, as she has always stood by the people of Delhi without barriers or excessive security. She remains committed to meeting citizens directly,' BJP MLA Singh said. When asked if the incident pointed to a political conspiracy, Parvesh Singh urged caution. BJP MLA Parvesh Singh emphasised that the Delhi police inquiry was ongoing and that it would be premature to speculate.

What Is The Punishment For Slapping A CM? Rekha Gupta's Attacker May Face Serious Charges
Earlier, slapping or pushing led to warnings under Section 107/51 CrPC. Now, stricter sections apply, with evidence collection and court proceedings following FIR registration Delhi Chief Minister Rekha Gupta was attacked during a public hearing at her camp office on Wednesday morning, police said. The assailant was identified as Rajesh Khimji. BJP sources said that during the public hearing, the accused handed some papers to Delhi Chief Minister Rekha Gupta before attacking her. Senior BJP leader Harish Khurana told a news channel that the assailant slapped the Chief Minister and pulled her hair. Slapping someone is considered a crime under the Bharatiya Nyaya Sanhita (BNS), classified as 'voluntarily causing hurt'. Under Section 115 of the BNS, slapping someone falls under 'intentionally causing hurt,' punishable with up to one year in jail, a fine of up to Rs 10,000, or both. However, Delhi Police have registered an FIR against the attacker of Chief Minister Rekha Gupta, charging him with attempted murder. Punishment Based On Circumstances The severity of the punishment can vary based on the circumstances. If the slap prevents a government employee from performing their duties, a case can be registered under Section 152 of the Bharatiya Nyaya Sanhita (Section 353 of IPC earlier), which may result in up to two years in jail, a fine, or both. If the attack occurs during another serious crime like robbery, the punishment can be more severe. Using criminal force or symbolic attacks intended to scare, without causing physical harm, can still be punishable under the Indian law. Changes In Legal Procedures Previously, incidents of slapping and pushing led to preventive action under Section 107/51 of CrPC, where the accused was presented before a duty magistrate and released after a warning. Now, depending on the situation, additional sections may apply. After registering a case under these sections, the investigating officer will collect evidence, and the matter will proceed in court. If found guilty, the accused can face up to one year in prison and may also be fined. How CM Rekha Gupta Was Attacked During a public hearing at her camp office on Raj Niwas Marg, Delhi Chief Minister Rekha Gupta was suddenly attacked by a man while engaging with citizens and listening to their complaints. The assailant, identified as 41-year-old Rajesh Khimji Sakariya from Rajkot, handed her some papers before shouting abuses and slapping her.
