The more things change, the more they remain the same — Pakistan fears India's rise, in 2025, just as it did in 1993.
As the tension between the two countries escalate, the 32-year-old assessment of the India-Pakistan dynamic by the United States' Central Intelligence Agency (CIA), which is available on the National Security Archive website, still holds true.
From the triggers to the response and reactions, the US intelligence document is significant in view of the current scenario. On April 22, an attack on tourists in Pahalgam's Baisaran left 26 dead. The Resistance Front (TRF), a shadow group of the terrorist outfit Lashkar-e-Taiba (LeT), claimed responsibility, leading to strong retaliatory measures by India. Meanwhile, Pakistan, despite the incitement by its Army chief, denies its involvement.
Among the flashpoints for a war, it stated 'a spectacular terrorist outrage that one side believed the other directed or abetted".
The conclusion in the document, a National Intelligence Estimate (NIE), was even more apt. 'If war erupts, it will likely start with something like Kashmir, and Pakistan will be on the back foot from the beginning."
'INDIA OUTNUMBERS PAK IN MILITARY CAPABILITY'
The NIE was prepared by Bruce Riedel, a seasoned CIA analyst, when India had just experienced the Babri Masjid demolition (1992), and Pakistan was facing internal instability. Nuclear weapons were not yet tested.
The document noted that neither India nor Pakistan wanted war. However, Pakistan, feeling overshadowed by India's growing power, was likely to act out of fear. This included supporting proxy groups in Kashmir or forming alliances with terrorists to counter India's influence.
The CIA analysts saw a '20 per cent" chance of full-scale war, but were concerned about a potential chain reaction. The document listed a few triggers:
A protracted surge of violence in Indian Kashmir that threatened New Delhi's grip on the state.
Large-scale military exercises in border areas, especially if one or both sides deliberately evaded prior notification requirements.
A spectacular terrorist outrage that one side believed the other directed or abetted.
An Indian military cross-border action, for example, to close infiltration routes along the Line of Control or to punish Pakistan for supporting terrorism.
Protracted Hindu-Muslim carnage that spilled across the border.
The report warned of Pakistan's strategy of arming and training anti-India militants to 'liberate Kashmir."

'Pakistan sees nuclear weapons primarily as a deterrent and as insurance for its survival if a conflict developed with conventionally superior India…," it added, in a bleak reminder of Pakistan Minister Hanif Abbasi's recent threat of 130 nukes.
THE REACTION
The document said 'most other Islamic states will give lip service to Pakistan's position on Kashmir, but will not risk mortgaging their relationship with India".
'Rapid Indian military improvements would strain Pakistan's ability to remain competitive. Islamabad would feel even more threatened by India's growing military edge and would rely more heavily on nuclear deterrence. As a last resort, a desperate government in Islamabad also might consider an extreme measure such as openly deploying nuclear weapons," it said.
India was led at the time by Prime Minister PV Narasimha Rao and Finance Minister Dr. Manmohan Singh and was growing. In contrast, Pakistan oscillated between military rule, political crises, and economic turmoil.
The 1993 document predicted: 'Under certain extreme conditions, for instance, economic collapse and/ or a military dictator joining with militants-an Islamist government could be formed in Pakistan. A radical government almost certainly would establish an Islamic system of government based on its interpretation of shariah law and Islamic values. Such a regime would champion the cause of India's Muslims…It also would promote the liberation of Kashmir by openly arming and training anti-Indian militants."

The NIE was to brief the White House and State Department. Then US president Bill Clinton visited India in 2000, coinciding with the Chittisinghpura massacre, where Pakistan's Lashkar-e-Taiba (LeT) killed 35 Sikh villagers.
The CIA had a word of caution for the US. 'Confidence-building measures like hotlines and nuclear pacts were useful but might prove irrelevant in a real crisis. Verification was weak, and trust was thin. Once violence began, leaders would rely on instinct rather than protocol," it said.

In a social media post, the Lok Sabha Leader of Opposition (LoP) retorted that responses to 'serious questions' through 'unsigned, evasive notes' were unbecoming for a constitutional body such as ECI. 'Evasion won't protect your credibility. Telling the truth will,' Rahul posted on X. New Delhi: Not for the first time, Rahul Gandhi clashed with the Election Commission of India (ECI) Saturday over his allegation of 'industrial scale-rigging' during the Maharashtra assembly elections. The ECI indirectly clapped back at the Lok Sabha Leader of Opposition, reiterating that his charges were 'absurd', on the same day. However, this time, Rahul countered on X, saying: 'If you have nothing to hide, answer the questions in my article and prove it by: Publishing consolidated, digital, machine-readable voter rolls for the most recent elections to the Lok Sabha and Vidhan Sabhas of all states, including Maharashtra.' He also demanded the release of CCTV footage from inside the polling booths recorded from 5 pm on the counting day before the Maharashtra assembly election results. But, ECI is not required to do what he says under the law. In December 2024, the Centre amended the Conduct of Election Rules, effectively removing electronic footage—earlier open to public inspection—from the polling process by stamping it out from the definition of 'election papers'. On earlier occasions, Rahul Gandhi has represented the amendment as indicative of the ECI becoming 'compromised'. In opinion pieces published in different languages in different newspapers, the LoP Saturday repeated the allegations he has been making against the ECI for some time now. Rahul laid out a 'step-by-step' playbook of election rigging in his pieces. 'Step 1: Rig the panel for appointing the Election Commission. Step 2: Add fake voters to the roll. Step 3: Inflate voter turnout. Step 4: Target the bogus voting exactly where BJP needs to win. Step 5: Hide the evidence,' he wrote. Sharing his write-up on X, Rahul also appealed to people to go through the 'evidence', judge for themselves, and demand answers. 'Because the match-fixing of Maharashtra will come to Bihar next, and then anywhere, the BJP is losing.' Assembly elections are due in Bihar later this year. The LoP, through his writing, also sought to substantiate his allegation of rigging in the Maharashtra assembly polls by raising questions on the increase in registered electors in the state from 9.29 crore during the LS polls to 9.70 crore during the assembly polls. 'A crawl of 31 lakh in five years, then a leap of 41 lakh in just five months,' Rahul wrote. 'So incredible was this leap that the registered voter total of 9.70 crore was even greater than the 9.54 crore adults in Maharashtra according to the government's own estimates.' He also raised suspicions about the rise in total voter turnout between 5 pm and the final figures released by ECI, calling the huge difference a major red flag. 'The polling turnout at 5 pm was 58.22 percent. Even after voting closed, however, [the] turnout kept increasing more and more. The final turnout was reported only the next morning to be 66.05 percent … The unprecedented 7.83 percentage point increase is equivalent to 76 lakh voters—much higher than previous Vidhan Sabha elections in Maharashtra,' Rahul stated. Hours after the piece came out, the ECI, without naming anyone, relayed through its sources that 'defaming the poll panel after receiving an unfavourable verdict from the voters is absolutely absurd'. The ECI sources said the rise in total voter turnout is not abnormal in the slightest way and that Rahul's allegations about the electoral rolls had no substance. 'After the finalisation of the electoral rolls for the Maharashtra election, as against the 9,77,90,752 (over 9.77 crore) electors, only 89 appeals were filed before the first appellate authority—the district magistrate concerned—and only one was filed before the second appellate authority—the state chief electoral officer,' according to the sources. Therefore, the ECI sources added, it was amply clear that the Congress or any other political party had no grievance before the Maharashtra assembly elections, which it supervised in 2024. Asserting that the ECI has replied to all the allegations levelled by the Congress earlier on 24 December 2024, the ECI sources added that over one lakh booth-level officers of Maharashtra are waiting for the 'wild allegations' to turn into 'at least one single real appeal before district magistrates' in line with the election laws that exist to avoid discrepancies in the list of electors. SRINAGAR: Srinagar's historic Jamia Masjid was locked and Mirwaiz Umar Farooq placed under house arrest Saturday on Eid-ul-Adha, denying devotees the opportunity to offer prayers and provoking a backlash from many, including CM Omar Abdullah. Anjuman Auqaf Jamia Masjid Srinagar, which looks after the mosque management, said the gates were closed early Saturday morning and police deployed outside. Mirwaiz and Hurriyat Conference chairman Umar Farooq's family has traditionally led prayers at the mosque for generations. 'It is deeply regrettable that once again, people were not allowed to offer Eid prayers at the historic Jamia Masjid,' Omar said. He expressed helplessness, saying law and order in J&K Union territory fell under the purview of lieutenant governor (LG) Manoj Sinha's administration. 'I have no idea on what grounds such decisions are made,' the CM said.
