NEW DELHI: The Union government will introduce the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025 in the Lok Sabha on Wednesday, seeking to insert a provision for the removal of the chief minister or a minister who is arrested and detained on serious criminal charges. The bill will only be introduced and is scheduled to be referred to a joint committee of Parliament for detailed scrutiny. The amendment to the Jammu and Kashmir Reorganisation Act, 2019 was deemed necessary as there is currently no legal framework for the removal of the chief minister or a minister in such cases, a source said. Quoting the draft bill, the sources said: 'In view of the above, there is a need to amend section 54 of the Jammu and Kashmir Reorganisation Act, 2019, for providing legal framework for removal of the Chief Minister or a Minister in such cases.' According to them, the bill's objective is to ensure accountability of ministers in office. It said that a Minister facing allegations of serious criminal offences, who is arrested and detained in custody, 'may thwart or hinder the canons of constitutional morality and principles of good governance and eventually diminish the constitutional trust reposed by people in him.' As per its provisions, the sources said, a minister who is arrested and detained for 30 consecutive days on allegations of committing an offence punishable with imprisonment of five years or more 'shall be removed from his office' by the Lieutenant Governor on the advice of the Chief Minister, to be tendered by the 31st day after being taken into custody. 'Provided that if the advice of the Chief Minister, for the removal of such a Minister is not tendered to the Lieutenant Governor by the thirty-first day, he shall cease to be a Minister, with effect from the day falling thereafter.' The bill also states that nothing in this subsection shall prevent such Chief Minister or Minister from being subsequently appointed to office by the Lieutenant Governor on release from custody, 'as per sub-section (1).'

Amit Shah to move 3 Bills for removal of PM, CMs, Ministers held on serious criminal charges
Union Home Minister Amit Shah is likely to introduce three Bills in the Lok Sabha on Wednesday (August 20, 2025) to provide legal framework for removal of the Prime Minister, Union Ministers, Chief Ministers and Ministers in States and union territories who are 'arrested and detained in custody on account of serious criminal charges.' The Bills say that the Prime Minister, Chief Ministers, Ministers of States and union territories who are arrested and detained in custody for 30 consecutive days on allegation of committing an offence punishable with imprisonment for five years or more, shall be removed from office by the 31st day by the President, Chief Minister (in case of State Ministers), Governor (for Chief Ministers) and Lieutenant Governor (for Chief Minister in union territories). The Bills say that they could be subsequently reappointed on release from custody. Mr. Shah wrote to the Lok Sabha office on Tuesday informing that the following three Bills be passed in the ongoing session — The Constitution (130th Amendment) Bill, 2025, The Jammu and Kashmir Reorganisation (Amendment) Bill, 2025 and The Government of Union Territories (Amendment) Bill, 2025. The statement of objects and reasons of the Bill sent by Mr. Shah, circulated among Lok Sabha members on Tuesday, said, 'the elected representatives represent hopes and aspirations of the people of India. It is expected that they rise above political interests and act only in the public interest and for the welfare of people. It is expected that the character and conduct of Ministers holding the office should be beyond any ray of suspicion.' It said that a Minister, who is facing allegation of serious criminal offences, arrested and detained in custody, may thwart or hinder the canons of constitutional morality and principles of good governance and eventually diminish the constitutional trust reposed by people in him. Government approves Rs 62,000-crore deal to buy 97 Light Combat Aircraft Mark 1A
In a major boost to the Make in India initiative, the government has cleared a Rs 62,000 crore project to acquire 97 more LCA Mark 1A fighter jets for the Indian Air Force (IAF). The final approval was granted at a high-level meeting on Tuesday, paving the way for Hindustan Aeronautics Limited (HAL) to begin production, defence sources told India new order will help the IAF phase out its ageing MiG-21 fleet, which is set to be retired in the coming weeks, sources said. They added that the indigenous fighter aircraft programme, fully backed by the Defence Ministry and Air Headquarters, is set to be a big boost for promoting indigenisation as well as give major business to the small and medium enterprises engaged in defence business across the country. Prime Minister Narendra Modi has been strongly pushing for HAL's revival. Under his government, the state-run aerospace company has received multiple orders to build indigenous fighter aircraft, helicopters, and engines. PM Modi had also made history by taking a sortie in the trainer variant of the indigenous fighter jet—the first time an Indian Prime Minister has flown in a combat plan to procure 97 more LCA Mark 1As was first revealed by then Air Force chief Air Chief Marshal VR Chaudhari during a visit to Spain, when he told news agency ANI about the IAF's mega plans to ramp up orders for indigenous fighter to the earlier batch of 40 LCAs, the Mark 1A variant is equipped with upgraded avionics and radars.
