
Parliament Monsoon Session Day 1: Lok Sabha adjourned twice amid Oppn protests
This came despite an appeal from Speaker Om Birla to bust the perception that disruptions happen in the House on the first day of any Parliament session, and assurances from the government that it was ready to discuss and reply to all issues.
As the House met on the first day of the Monsoon session, members paid tribute to eight former MPs who passed away recently. The House also paid tributes to those who were killed in the terror attack at Pahalgam on April 22, and those killed in a plane crash in Ahmedabad on June 12.
Speaker Om Birla also congratulated Indian Space Research Organisation (Isro) and Group Captain Shubhanshu Shukla on his successful space mission, and said the House would also have a detailed discussion on the space mission during the session.
When Birla called for the Question Hour, Opposition members stood up, and shouted slogans demanding discussion on various issues. 'This is Question Hour, and it's my request that we should try to maintain high parliamentary standards, and we should bust this myth that disruptions happen in the House on the first day of the House. Our efforts should be to express the hopes and expectations of the people of the country,' the Speaker said.
The Speaker assured the Opposition that sufficient time would be allocated to all members for discussion.
As the Opposition members continued sloganeering, the Speaker said, 'You want discussion on Operation Sindoor… Discussion will happen after Question Hour.'
Birla said that the government would address every issue, and that sloganeering inside the House was inappropriate. 'Go outside the House for sloganeering,' he said.
The Lok Sabha Speaker also said the government is ready to reply to all issues. But when the Opposition members continued to shout slogans despite assurances, the Speaker adjourned the House till noon.
The Opposition members continued their protest when House proceedings resumed.
Amidst the sloganeering, BJP leader Baijayant Panda presented the report (in both Hindi and English) of the Select Committee on the Income Tax Bill, 2025. Panda also tabled a copy of the record of evidence given before the Select Committee on the Income-Tax Bill, 2025.
Amid the disruptions, Parliamentary Affairs Minister Kiren Rijiju intervened and asked if there would be a ruckus in the House, then how the discussion would happen. Rijiju said the ruckus, and sloganeering were not appropriate. 'The government is ready for discussion,' Rijiju said.
Defence Minister Rajnath Singh, too, assured members that the government was ready for discussion on every matter.
While addressing the Lok Sabha as the Chair, Jagdambika Pal adjourned the House till 2 pm.

Rahul Gandhi to visit Gujarat on Saturday, to chart out Congress' course for upcoming polls
Lok Sabha Leader of Opposition and Congress leader Rahul Gandhi will arrive for a one-day visit to Gujarat on Saturday to address the inaugural session of the party's three-day training programme for the newly-appointed presidents of the district units, said party leaders familiar with the development on Thursday. The event is slated to be held at a private resort in Anand. Gujarat Pradesh Congress Committee President Amit Chavda said that Gandhi's state visit will include a strategic meeting to outline the party's course of action for the next two-and-a-half years, focusing on the 2026 civic body polls and the 2027 Assembly will also address a gathering of members of milk unions in Anand later on Saturday. Addressing mediapersons in Vadodara on Thursday, Chavda said, 'Rahul Gandhi will arrive in Gujarat on July 26, land in Vadodara and head to Anand, where he will join the inaugural session of the three-day Sangathan Srijan Abhiyan training camp for the newly-elected district presidents from across the state'. 'He (Rahul) has accepted our invitation to guide the newly elected leaders on the path ahead (especially) in (these) times when we are fighting corruption and irregularities in administration across the state…. he will take part in the camp for about four hours. Discussions will be held to plan Congress' move in the upcoming days to take up the issue of the misadministration, injustice and corruption in the cooperative sector… The party will fight against the same… There have been complaints of corruption in the Amul model that was set up due to the vision of Sardar Patel, Tribhuvandas Patel and Dr Kurien,' Chavda added. Chavda said that the members of the milk unions across the state are 'agitating' to be heard. 'Therefore, in the training camp, the agenda for the next two-and-half-years will be decided, beginning with the first goal: Taluka Panchayat, Municipal Corporations and Municipality elections. Before the polls, the Congress' organisational structure has to be strengthened at various levels…' he said further. House panel recommends expansion of rapid rail networks in regions beyond NCR
New Delhi: The standing committee on housing and urban affairs has said the government should introduce rapid rail transport systems (RRTS) around major cities to decongest them and curb rising pollution levels. Currently, the country's only RRTS project is underway in the National Capital Region, with plans to connect Delhi with Meerut, Alwar and Panipat through three different corridors. The panel noted that a big rise in population in Delhi and its adjoining areas resulted in problems of housing, transportation, pollution and necessitated planning of Delhi and the surrounding region leading to the development of RRTS network. The panel said that there is a need to develop similar systems for cities like Mumbai, Kolkata, Chennai, Hyderabad and Bengaluru to solve the problems of insufficient infrastructure and congestion. "Thus, modern transportation solution like the RRTS is the need of the hour so as to enable people to live in sub-urban areas adjoining these big cities while remaining connected to modern healthcare, educational, research, entertainment facilities and opportunities of trade and employment thus increasing their productivity and ensure their social and mental well being," said the panel led by Magunta Sreenivasulu Reddy, Lok Sabha member from Ongole in Andhra Pradesh. The committee suggested the ministry of housing and urban affairs (MoHUA) persuade the respective state governments to prepare detailed regional and functional plans to meet the transportation needs of these cities. "Subject to preparation of such detailed transport plan by the concerned State Government, MoHUA may consider RRTS projects based on the proposal received from the State Government, financial commitment, feasibility study and other relevant facts. A proper roadmap is required to be prepared in this direction," he said. The projected cost of the Delhi-Meerut corridor of RRTS is ₹ 30,274 crore. RRTS services commenced in 2023 when a 17-km stretch was inaugurated. Another 17-km stretch from Duhai to Modinagar North in Uttar Pradesh was inaugurated in 2024. Regarding the progress of the Delhi-Meerut Corridor, the ministry informed the panel in November 2024 that the physical and financial progress is around 80% and 75% respectively. NCRTC informed that the Delhi-Gurugram-SNB corridor has not been sanctioned and some fine tuning of the DPR is being done. Further, the approval on the DPR and financial commitment towards the Delhi-Panipat RRTS corridor is pending from Government of the National Capital Territory of Delhi (GNCTD). Observing that the DPR of all the three corridors were finalized, the project has taken off only in respect of Delhi-Meerut corridor, the panel said that on the remaining two priority corridors, very little progress could be made. The committee noted that although urban planning is a state subject, the role of central government cannot be confined only to providing financial assistance to state governments. "Policy decision on regional planning ought to be taken at the Centre level who have an important mandate of urban transport planning and therefore impetus from the ministry for such initiative is needed. With regard to expansion of RRTS network in various cities, the Committee were informed that interventions like RRTS are suitable in cities having strong metro network providing connectivity to various places in the heart of the city," said the report. Noting that the mandate of National Capital Region Transport Corporation (NCRTC) is to undertake overall development of commuter rail, related roads, bus services to improve connectivity in NCR region only, the committee said that there is a need to leverage the capacity and expertise of NRCTC in other parts of the country for catering to the regional transportation requirement in particular and other appropriate transport solution in general. "The committee, therefore recommend that through appropriate legislative instrument, the mandate of NCRTC be extended in regions other than NCR for creation of comprehensive integrated multi-modal suburban commuter transportation system," it said.

112 Air India Pilots Took Sick Leave Four Days After Boeing 787 Crash In Ahmedabad
A total of 112 Air India pilots, including 51 commanders and 61 first officers, went on sick leave four days after a Boeing 787-Dreamliner crashed in Ahmedabad, killing 260 people, Minister of State for Civil Aviation Murlidhar Mohol said on Thursday. Minister Mohol was responding to an unstarred question raised by MP Jai Prakash concerning reports of mass sick leave among Air India flight crew following the incident. Responding to concerns about the mental well-being of the flight crew, the Minister said that the Directorate General of Civil Aviation (DGCA) had already issued a circular in February 2023 with detailed guidelines on mental health support for flight crews and Air Traffic Control Officers (ATCOs). These include easy and quick mental health checks by DGCA-approved medical examiners during regular medical exams. Special training modules to help crew and ATCOs understand and deal with mental health challenges. A Peer Support Programme (PSP) that allows employees to seek help in a safe and supportive manner without fear of punishment. Earlier, on July 21, answering a question about the probe into the AI-171 crash, Union Civil Aviation Minister Kinjarapu Rammohan Naidu that the decoding of the Black Box had occurred in India for the first time. Addressing the Rajya Sabha, Union Minister Naidu said, "First set of the probe is done and a preliminary report is out. Earlier, whenever Black Box had slight damage, the black box used to be sent to the manufacturer for decoding. For the first time, the decoding of the Black Box has happened in India." Lauding the Aircraft Accident Investigation Bureau (AAIB), Naidu said that the agency is "unbiased." On June 12, a London-bound Air India Boeing 787-8 Dreamliner crashed into a hostel complex of BJ Medical College in the Meghani Nagar area of Gujarat's Ahmedabad shortly after takeoff from Sardar Vallabhbhai Patel International Airport. The tragedy claimed 241 lives out of 242 onboard, including former Gujarat Chief Minister Vijay Rupani.
