Fresh caste census to kick off on Sept 22, final report by Oct-end

Bengaluru: Karnataka will launch a fresh, comprehensive door-to-door socio-educational survey — popularly known as the caste census — from Sept 22 to Oct 7, covering the state's population of an estimated seven crore.
The massive exercise will involve 1.6 lakh govt employees, including teachers and officials from several departments.
The move comes months after the state cabinet decided to shelve the previous caste survey report submitted in Feb 2024 due to widespread discontent over alleged under-reported population figures of politically dominant communities like Lingayats and Vokkaligas. That report, initially prepared by the Kantharaj Commission in 2015 and later modified by a panel headed by K Jayaprakash Hegde, was deemed outdated.
Chief minister Siddaramaiah Wednesday met with officials from Karnataka State Commission for Backward Classes (BC Commission) and backward classes welfare department to finalise broad parameters. He said the enumeration must be completed by Oct, setting the stage for a fresh report before Nov.

"We will carry out the survey expeditiously; we intend to submit the report by Nov," said Madhusudan R Naik, chairman, BC Commission.

"Preliminary work is underway, and we will begin preparatory exercises such as training surveyors once we prepare a roadmap and schedule."
The new survey will include additional indicators such as economic status, political representation, landholding, and employment beyond the 54-question format used previously. "Addressing discrimination of castes is the main focus of the survey," Siddaramaiah said after the meeting.
"It should be a model for the country. The next budget will be based on this survey."
He said the exercise would be tech-driven this time with a mobile app being used for enumeration instead of manual formats. "The previous survey had 54 questions for respondents. We will have more questions this time. A technical committee will be set up to finalise the questions. The survey should be scientific and transparent," Siddaramaiah said.
He also directed officials to set up a high-power committee to oversee operations in Bengaluru, where an earlier survey had lagged due to non-cooperation from people and staff shortages. Since teachers will be involved, the enumeration is scheduled during Dasara holidays to avoid disruption to schools.
"Survey work should be transparent, and efforts should be made to ensure that no one is excluded," the CM said, urging officials to take precautions to avoid complaints.
He also urged them to study the Telangana model of the 2024 SEEPC survey.

Karnataka buys land in Goa to build Kannada Bhavan after decades-long demand
Belagavi: In a significant step toward fulfilling a long-standing demand, the Karnataka govt has purchased two acres in Goa for the construction of a Kannada Bhavan. The initiative aims to serve the linguistic and cultural needs of the Kannada-speaking community residing in the neighbouring state. The project is being funded by the Karnataka Border Area Development Authority (KBADA). It was announced in the 2022–23 State Budget, following persistent appeals from Kannada organisations in Goa. To chart out the next phase of the project, KBADA chairman Somanna Bevinamarad held a meeting in Goa on Wednesday. KBADA member Prakash Mattihalli, Siddanna Meti (Kannada Sahitya Parishad – Goa Border Unit), and other committee members, including Hanumant Reddy, Rajesh Shetty, and Shivanand Bingi, were present at the meeting, according to the release. During the meeting, Bevinamarad confirmed that 11,571.2 sqft of land (survey No. 113/9) at Ambarame Matta in Cortalim Village, Vasco-Mormugao taluk, was acquired for the project. "Kannadigas in Goa have been requesting a Kannada Bhavan for over four decades. Nearly six lakh Kannadigas reside in Goa. The state govt initially sought land from the Goa govt, making several formal requests. However, with no positive response, Karnataka opted to purchase private land to proceed with the construction independently. The initiative was taken in response to continuous lobbying by the Akhila Goa Kannada Maha Sangha, among other Kannada organisations, for a dedicated cultural and community space in Goa.

State: Justice Ganguly's order on teachers' appt had ‘mismatch'
Kolkata: Former Calcutta HC judge Abhijit Ganguly's order annulling the appointment of 32,000 primary teachers in state-run primary schools due to corruption allegations, had a "mismatch" between the judge's observations and his subsequent directions, alleged state counsel Abhratosh Majumdar, while pleading against the order on Wednesday. Making his arguments before the bench of justices Tapabrata Chakraborty and Reetobroto Mitra in HC, Majumdar asked why Justice Ganguly hadn't stopped the successful TET 2014 candidates from appearing in the subsequent TET 2016 or TET 2020 if there was a whiff of corruption in the 2014 exam process. "Why didn't the judge distinguish between tainted and untainted candidates if he had reasons to believe that there might have been corruption in the TET 2014 examination?" Majumdar asked. The senior counsel asserted there was no finding in the single bench order establishing corruption until March 2017, a month after most appointments were made in Feb 2017. He also questioned Justice Ganguly's decision to "cherry-pick" candidates.
