Steel Bank initiative will help lay foundation for a greener future: Governor
Telangana Governor Jishnu Dev Varma has said the steel bank initiative is a commendable step towards building a greener future. He was speaking after participating in the 'Steel Bank' kits distribution programme held under the aegis of Ponnam Sathaiah Goud Memorial Trust and also the Indira Mahila Shakti celebrations in Koheda town of Siddipet district on Thursday. The eco-friendly initiative has been launched by Minister for Transport and Backward Classes Welfare Ponnam Prabhakar in memory of his father to distribute steel banks to the members of all 276 women self-help groups (SHGs) in 164 villages of Husnabad Assembly constituency. The initiative is aimed at combating the menace of single-use plastic items and encouraging the use of steel utensils in community events such as weddings and social gatherings in a collaborative mode involving the women SHGs. The Governor handed over the steel bank kits containing steel glasses, plates and other utensils to the members of around 38 Gramaikya Sanghams on the occasion. Mr Ponnam Prabhakar presided over the meeting. Minister for Environment & Forests Konda Surekha and others were present. The Governor hailed the 'Bartan Bank' initiative saying it will pave the way for laying a strong foundation for a greener future. It will have profound social impact more powerful than the automobile and IT revolution, he noted, terming the SHGs' movement as a shining example of women's empowerment movement. (Eom)

Telangana governor may seek legal opinion
HYDERABAD: Following the Congress govt's submission of the ordinance proposing 42% reservations for Backward Classes (BCs) in local bodies, all eyes are now on governor Jishnu Dev Varma, who is expected to seek legal advice before deciding on its approval. Speculation is rife that the governor may scrutinise whether an ordinance is legally permissible when a bill on the same subject has already been passed by the state legislature. Typically, an ordinance is followed by the introduction of a bill to regularise the decision. However, in this case, the assembly has already enacted a separate bill on BC reservations, and the ordinance instead amends a different law - the Telangana Panchayat Raj Act, 2018 - to facilitate its implementation. Once approved, this would empower the govt to issue a special order enforcing 42% BC quota in panchayats and other local bodies. Officials remain hopeful of the governor's assent, citing the legal soundness of the amendment. Former BRS minister Srinivas Goud claimed that such an ordinance is untenable, citing similar efforts during the BRS govt that were challenged in court. "Since a bill has already been passed, an ordinance on the same issue is not valid," he said. Constitutional experts said if the governor withholds approval, it could trigger a major political confrontation between the Congress and BJP, with wider implications for the state's ongoing reservation debate.

BC Ordinance sent for Governor's nod
Hyderabad: The state government on Tuesday sent the Telangana Panchayat Raj (Amendment) Ordinance, 2025, for the approval of Governor Jishnu Dev Varma. The Ordinance seeks to increase the reservations for Backward Class (BC) communities in local body elections to 42 per cent. Recently, the state Cabinet gave approval for a 42-per cent quota for the BCs in the local body polls. With the Ordinance proposal reaching Raj Bhavan, all eyes are now on the Governor's response. The government is expecting that the Governor will give his nod in a week for the promulgation of the Ordinance. Following the recent High Court order directing the government to complete reservation-related procedures for local polls within 30 days and declare results by September 30, the government decided to take ordinance route to enhance the BC quota. The government has already sent the Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Rural and Urban Local Bodies) Bill, 2025, which was passed by both Assembly and Legislative Council, for the Presidential nod through the Governor. Since there was a delay in the approval of the Bill by the President of India, the state government decided to promulgate the Ordinance. The state Cabinet approved the increase of BC quota to 42 per cent based on the data prepared by the recently conducted Caste Census (State Socio-Economic and Educational Empowerment Population Census -SEEEPC) in the state.
