
Telangana governor may seek legal opinion
Speculation is rife that the governor may scrutinise whether an ordinance is legally permissible when a bill on the same subject has already been passed by the state legislature. Typically, an ordinance is followed by the introduction of a bill to regularise the decision. However, in this case, the assembly has already enacted a separate bill on BC reservations, and the ordinance instead amends a different law - the Telangana Panchayat Raj Act, 2018 - to facilitate its implementation.
Once approved, this would empower the govt to issue a special order enforcing 42% BC quota in panchayats and other local bodies. Officials remain hopeful of the governor's assent, citing the legal soundness of the amendment.

However, political opposition is growing. Former BRS minister Srinivas Goud claimed that such an ordinance is untenable, citing similar efforts during the BRS govt that were challenged in court. "Since a bill has already been passed, an ordinance on the same issue is not valid," he said. Constitutional experts said if the governor withholds approval, it could trigger a major political confrontation between the Congress and BJP, with wider implications for the state's ongoing reservation debate.

'If you encounter problems while working in another state, contact the state police helpline. We have received reports about Bengal natives being harassed and detained in other states. Many workers and their families are unaware of how or whom to report these issues to. Therefore, we urge citizens from Bengal, as well as their families, to inform the local police station or district control room immediately. Additionally, we are launching a dedicated helpline at 9147727666, available exclusively via WhatsApp. Users can send their information, including their name and address. Each case will be verified, and we will coordinate with the relevant state authorities to take appropriate action," the department said. The statement emphasised that while police verification is being streamlined across various states, this helpline will expedite communication and verification processes, facilitating quicker intervention for affected migrant workers. The Bengal government has been proactive in addressing migrant workers' welfare. A Migrant Workers' Welfare Board exists in the state, with an estimated 22 lakh migrant workers from Bengal across India. However, the current situation involves specific issues related to identity verification, making the police helpline crucial at this moment. In December 2023, the state government launched the Karmasathi (Parijayee Shramik) initiative, which includes a toll-free helpline (1800-103-0009) and a 24-hour call centre to support migrant workers. This initiative also established registration infrastructure at railway stations and block offices under the Migrant Workers' Welfare Scheme, 2023, to ensure the safety and well-being of workers across the country. Government sources indicate that the situation calls for immediate action due to the rising instances of harassment and identity checks faced by migrant workers in other states. The police helpline is seen as an essential tool for families to seek immediate help and assistance. Mamata Banerjee Raises Concerns Chief minister Mamata Banerjee has consistently voiced her concerns about the increasing number of Bengalis allegedly being detained or harassed in various states, particularly those ruled by the BJP. This issue first gained prominence when Bengali workers were allegedly detained in Odisha, accused of being Bangladeshi nationals despite having valid Indian identification. Similar alleged instances have been reported in Haryana, where approximately 237 workers were detained, and in Rajasthan, where between 300 and 400 workers were similarly accused. Banerjee said, 'Is it a crime to speak in Bengali?" She announced plans to launch a language movement on July 27, starting from Birbhum, to protest against what she describes as a cultural and linguistic assault on Bengali speakers. The BJP argues that the TMC's language movement is a political strategy to garner support among certain voter segments rather than a genuine concern for migrant workers' welfare. It has been shared to confuse and disturb Bengali people living in different parts of India for work, intending to cause panic. Tushar Chaudhary files defamation FIR for remarks on YouTube
Surat: Two persons have been accused of defamation and offences under the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act based on a complaint filed by Congress MLA and former central minister Tushar Chaudhary with Tapi district police. The FIR states that the accused, Jagdish Mehta, made defamatory comments during a debate with Ghangar on the latter's YouTube platform, expressing doubts about Chaudhary's tribal status. Ghangar allegedly agreed with Mehta's comments. Vyara police booked both Mehta and Ghangar under Bharatiya Nyaya Sanhita Section 356, for defamation, and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act Section 3(1) subsections r, s, t and v, which deal with abusing and insulting a member of the tribal community held in high esteem. In the complaint, Chaudhary alleged that Mehta, who also works for a news outlet, raised doubts about his tribal status. Commenting on Tushar Chaudhary, Mehta allegedly made derogatory comments about tribal people to Ghangar. The FIR alleges that when Mehta said this, Ghangar agreed with him on the platform. Oppn blames govt for not ensuring jobs for locals
Porvorim: Blaming govt for doing little to ensure employment opportunities for locals, legislators on Friday said that private companies continue to flout recruitment norms by hiring workers from other states. Legislators said that with over 1.2 lakh Goan youth registered with the employment exchange, sustainable job opportunities are required to ensure that local youth are gainfully employed. The MLAs pointed out that Goa's unemployment rate is pegged at 19%, one of the highest in the country. Govt said that the employment exchange registrations are inflated as many applicants do not remove their names in the hope of landing a govt job. Congress MLA Carlos Ferreira moved a private member's resolution asking govt to address the issue of unemployment in the state. Ferreira said that govt must ensure that Goans are 'prioritised' in recruitment opportunities. Ferreira also demanded stringent measures to guarantee transparency in the recruitment process, equitable access, and protection of the rights of those already employed. 'Companies like Cipla, which are heavily favoured by govt, are not even hiring locals,' Goa Forward Party MLA Vijai Sardesai said.
