Besides Dalmia Bharat, several other players that have shown their interest to acquire the debt ridden JAL, which operates from cement to real estate, hospitality to fertiliser plant.
Players as billionaire Gautam Adani-led Adani Enterprises, Vedanta Group, Jindal Power, and
PNC Infratech
have also approached CCI to seek its nod for submission of their respective resolution plan to the lender's body Committee of Creditors (CoC).
A Supreme Court's directive mandates obtaining CCI approval before the committee of creditors can vote on any resolution plan that qualifies as a combination under the Competition Act.

"The proposed combination envisages 100 per cent acquisition of
Jaiprakash Associates
Ltd (JAL) by Dalmia Cement (Bharat) Ltd (acquirer) pursuant to a
corporate insolvency resolution process
(CIRP) under the Insolvency and Bankruptcy Code, 2016 (IBC)," the regulator said in a release.
Dalmia Cement (Bharat) Ltd is a wholly owned subsidiary of Dalmia Bharat Ltd (DBL), which is the flagship company of the Dalmia Bharat Group.
DBL is primarily engaged in the manufacture and sale of cement. On the other hand, Jaiprakash Associates operates in multiple sectors including cement, real estate, hospitality, and engineering, procurement and construction.
JAL is engaged in diverse business activities viz, real estate, cement, hospitality, engineering, procurement, and construction.
"Commission approves proposed acquisition of Jaiprakash Associates Ltd by Dalmia Cement (Bharat) Ltd," CCI said in a post on X.
A similar combination notice has also been filed with the CCI by the
Adani Group
as part of the same insolvency process.
JAL was admitted into the CIRP through the
National Company Law Tribunal
, Allahabad Bench, order dated June 3, 2024. It was taken to insolvency proceedings after the conglomerate defaulted on the payment of loans.
Creditors are claiming a staggering Rs 57,185 crore.
The National Asset Reconstruction Company Ltd (NARCL) leads the list of claimants after acquiring the stressed JAL loans from a consortium of lenders headed by the
State Bank of India
.
JAL has major real estate projects like Jaypee Greens in Greater Noida, a part of Jaypee Greens Wishtown in Noida (both on the outskirts of the national capital), and the Jaypee International Sports City, strategically located near the upcoming Jewar International Airport.
It also has three commercial/industrial office spaces in Delhi-NCR, while its hotel division has five properties in Delhi-NCR, Mussoorie, and Agra.
JAL has four cement plants in Madhya Pradesh and Uttar Pradesh, and a few leased limestone mines in Madhya Pradesh. The cement plants, however, are non-operational.
It also has investments in subsidiaries, including
Jaiprakash Power Ventures
Ltd, Yamuna Expressway Tolling Ltd, Jaypee Infrastructure Development Ltd, and several other and several other companies.
Jaypee Group
's Jaypee Infratech has already been acquired by Mumbai-based Suraksha Group through an insolvency process.
Suraksha Group has to complete various stalled projects comprising around 20,000 apartments in Noida and Greater Noida.

The approved components are: Rs 500 crore for infrastructure development in Adivasi-inhabited areas of Assam under the 2022 MoS signed with Adivasi groups. Rs 500 crore for infrastructure development in North Cacher Hills Autonomous Council areas inhabited by Dimasa National Liberation Army (DNLA) and Dimasa People's Supreme Council (DPSC) groups, as per the 2023 MoS. The initiative, aligned with the National Education Policy 2020, will run from 2025-26 to 2029-30 with a total outlay of Rs 4,200 crore, including a Rs 2,100 crore loan from the World Bank. It is a Central Sector Scheme that will be implemented through a Central Nodal Agency, with eminent institutions such as IITs and IIMs, as well as regulatory bodies like AICTE and NBA, playing key roles. An estimated 7.5 lakh students are expected to benefit, alongside State and UT technical education departments. The scheme will fund digitalisation strategies, develop guidelines for multidisciplinary programs, strengthen research and innovation, improve employability through labour market-aligned curricula, and boost accreditation and quality assurance mechanisms. Employment-oriented interventions include internships, industry-relevant curriculum updates, faculty development programmes, research hubs, innovation centres, skill labs and language workshops. 'The aim is to ensure higher placement rates for graduates and reduce unemployment among engineering students,' the government said. Compensation to PSU OMCs for LPG losses In a move to offset heavy losses from the sale of domestic LPG at regulated prices, the Cabinet approved Rs 30,000 crore in compensation to state-run oil marketing companies — Indian Oil Corporation Ltd (IOCL), Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL). The amount will be disbursed in twelve tranches by the Ministry of Petroleum and Natural Gas. Officials said that high international LPG prices in 2024-25, which remain elevated, had not been passed on to consumers, leading to significant under-recoveries for the companies. The compensation will enable the OMCs to meet essential expenses such as crude and LPG procurement, debt servicing and capital investments, thereby ensuring uninterrupted supplies across the country. The government stressed that this measure underscores its commitment to insulating consumers from global price volatility while protecting the financial health of PSU oil firms and ensuring the widespread availability of clean cooking fuel.

"We visited the crash site and spoke with some of the individuals who were there. We were able to take some photographs and get a feeling of the size of the scene. If Boeing is found to be responsible for this crash, we anticipate the cases will be filed in the Federal court in the US," said Andrews. He asserted the best place to hold companies accountable is in the USA using product liability laws available there. "The US legal system is set up in a way that an individual, a consumer or family, can stand on a level playing field with a multinational firm such as Boeing, look them in the eye and request accountability," he claimed. "We don't know whose error was that. The allegation is that a switch was removed. A very small piece of information has been released from the cockpit voice recorder. What we don't know is the larger context, what other conversations were held between the pilots. Once we have data, we will know that," he added. Andrews claimed a report suggesting pilot error in the crash was a "narrative typically originated from the manufacturer and its an attempt to deflect focus from their product". When asked if Indian pilots are purposefully blamed in this case, he said, "Not just Indian pilots, more often than not, pilots who are dead are the ones who are blamed. In other incidents wherein planes landed safely, those pilots were not blamed, because those pilots can speak for themselves." He emphasised that until the data of the crash is made available, it is difficult to find out what exactly happened and whether something has been hidden intentionally. "Families want data to be released to their attorneys and experts. We know Air India and the Indian government have this information. It is time to reveal that data so that experts can help families understand," he said. From Vadodara, Andrews will travel to Surat and then to Diu to meet the families who have agreed to pursue the case. Before leaving for the United Kingdowm , he will visit Ahmedabad and meet the kin of the victims, said his team. PTI

Centre launches subsidised tomato sale at Rs 47-60/kg in Delhi as prices spike due to rains
The Centre on Friday announced the subsidised retail sale price of tomatoes in the range of Rs 47-60 per kg in the national capital through the National Cooperative Consumers' Federation of India ( NCCF ), to provide relief to buyers. The current average retail price of tomatoes in Delhi at Rs 73 per kg is primarily due to heavy rainfall in northern and north-western regions since the last week of July. "This weather-related disruption caused prices to spike to as high as Rs 85 per kg by the end of July," the ministry said in a statement. However, with the recovery and stabilisation of daily arrivals at Azadpur mandi over the past week, both mandi and retail prices have begun to decline. The retail prices at various centres across the country are influenced by temporary localised factors rather than any fundamental demand-supply imbalance or production shortfall, the ministry noted. In contrast, major cities such as Chennai and Mumbai, which have not experienced abnormal weather conditions in recent weeks, have not witnessed a similar price surge. The current average retail prices in Chennai and Mumbai are Rs 50 per kg and Rs 58 per kg, respectively - substantially lower than Delhi's prevailing price. At present, the all-India average retail price of tomato is Rs 52 per kg, which is lower than Rs 54 per kg last year and Rs 136 per kg in 2023. Unlike previous years, prices of major vegetables like potato, onion and tomato are under control this monsoon season , the ministry said. For potato and onion, higher production in 2024-25 over the previous year ensures sufficient supply and substantially lower retail prices compared to last year. This year, the government has procured 3 lakh tonnes of onion for price stabilisation buffer. "Calibrated and targeted release of onions from the buffer is expected to start from September," the ministry said. Food commodity prices have largely remained stable and well-contained throughout the current calendar year. As of August 8, prices of most commodities monitored by the ministry are exhibiting either a stable or declining trend on a year-on-year basis. The reported 14 per cent decrease in the cost of a homemade thali in July 2025 further reflects the continued moderation of food inflation during the month.
