Rahul, EC engage in war of words over Karnataka LS poll cheating

Gandhi said the Congress has 'concrete, 100 per cent proof" that the EC allowed cheating in a constituency in the southern state during the Lok Sabha polls 2024 and warned the election watchdog that it will not get away with this 'because we are going to come for you".
Responding to Gandhi's statement, the EC said it is 'highly unfortunate" that rather than filing an election petition in accordance with section 80 of the Representation of the People Act, or if filed, awaiting the verdict of the high court, he has not only made 'baseless allegations" but also 'chosen to threaten" a constitutional body.
The EC spokesperson said as far as the Karnataka electoral rolls of the 2024 Lok Sabha polls are concerned, not a single appeal was filed with any of the district magistrates or the chief electoral officer of the state — a valid legal remedy available to the Congress under section 24 of the RP Act.

Asked about the ongoing Special Intensive Revision (SIR) of the electoral rolls in Bihar and RJD leader Tejashwi Yadav's reported remarks that the option of boycotting the state Assembly polls, due later in the year, remains open, Gandhi told reporters in the Parliament House complex that the Congress has 'concrete, 100 per cent proof" that the EC allowed cheating in a seat in Karnataka.
'Not 90 per cent, when we decide to show it to you, it is a 100 per cent proof," the leader of opposition in the Lok Sabha said.
'We just looked at one constituency and we found this. I am absolutely convinced that constituency after constituency, this is the drama that is taking place…. I want to send a message to the Election Commission — if you think you are going to get away with this, if your officers think they are going to get away with this, you are mistaken. You are not going to get away with this because we are going to come for you," he said. PTI NAB RC

Namo Drone Didi scheme: 1,021 drones allocated to Punjab, 583 to Haryana, says Centre in Lok Sabha
Of the 14,500 drones approved under the 'Namo Drone Didi' scheme, 1,021 have been allocated to Punjab, the Centre informed the Lok Sabha Tuesday. The neighbouring Haryana has been allocated 583, nearly half of Punjab's allocation, while Himachal Pradesh has been given 75. Replying to a query by Lok Sabha MP Parshottambhai Rupala, Union Minister of State (agriculture and farmers welfare) Ramnath Thakur said that 1,094 drones have already been distributed across the country to women Self Help Groups (SHGs) in 2023-24 with financial assistance from Lead Fertilizer Companies (LFCs), of which 500 have been distributed under Namo Drone Didi scheme. The scheme was launched in November 2023 after Prime Minister Narendra Modi, during his Independence Day speech that year, announced to train at least 15,000 Drone Didis across the country, ushering a tech revolution in agriculture by spraying fields with drone, thus cutting manual labor cost along with saving time and water. Modi had announced that the goal was to create at least two crore 'Lakhpati didis' (rural women earning in lakhs) in the country by empowering women running self-help groups (SHGs) under which drone training for women was launched. The Union ministry's reply further revealed that in Punjab, 57 drones have already been distributed to woman SHGs by LFCs with equal number of women from these SHGs given drone pilot training. In Haryana, 102 drones have already been distributed and equal number of women from these SHGs given the training. However, in the hill state, just 4 drones have been distributed until now. Minister Thakur further said: 'The Government has approved 'Namo Drone Didi' as Central Sector Scheme for providing 15,000 drones to the Women Self Help Groups (SHGs) with an outlay of Rs 1261 crore for the period from 2023-24 to 2025-26. The major objectives of the scheme is to promote advanced technology in agriculture for improved efficiency, enhanced crop yield and reduced cost of operation and to empower SHGs as drone service providers for increasing their income and providing livelihood support to them.' 'Under this scheme, Central Financial Assistance (CFA) @ 80% of the cost of drone package up to a maximum of Rs. 8.00 lakhs is provided to the selected women SHGs. 15 days drone pilot training for one of the members of SHGs and 5 days drone assistant training to other member/family member of SHGs is provided as a part of drone package,' he added. 'LFCs have distributed 1,094 drones to drone didis of SHGs in 2023-24 using their internal resources. Out of these 1,094 drones, 500 drones have been distributed under the Namo Drone Didi Scheme. Members of these SHGs have been trained as drone pilots at various Remote Pilot Training Organizations (RPTOs) authorized by Directorate General of Civil Aviation (DGCA). The allocation of remaining 14500 drones has been informed to the State Governments as indicated,' the reply adds. The ministry also admitted that women trained as Drone Didis were facing some practical issues related to batteries, transportation etc on the ground. 'Agricultural Development and Rural Transformation Centre (ADRTC), Bangalore have carried out a study on economics and business viability of drone operations on the 500 drones distributed by LFCs under Namo Drone Didi scheme. The findings indicate that kisan drones cover an area of one acre in 7-8 minutes and the flight time on a single battery charge of the kisan drones of various manufacturers ranged from 5-20 minutes. The drone package under Namo Drone Didi scheme includes one standard battery set and additional four battery sets,' says the reply. On the transportation issue, the ministry said: 'The study report also indicates that, where the utility vehicles were not provided with the drones supplied by LFCs, 42.68 per cent of the Drone Didis faced transportation related issues, with the South (78.82%) being the most affected. Moreover, 68.66 per cent drone didis also reported that hiring a transport vehicle was costly. To address the drone transport issue, a provision has been made under Sub-Mission on Agricultural Mechanization (SMAM) to provide financial assistance @ 80% to the Women SHGs identified under Namo Drone Didi scheme for purchase of Multi-utility machines, which are also used as drone transport. Overall, the adoption of drones has diversified SHG activities, improved agricultural practices, and increased income opportunities for women in rural communities.'

Groundwork for an S.I.R in Delhi underway
Delhi is preparing for what could be its first Special Intensive Revision (SIR) of electoral rolls in over 15 years, with officials confirming that groundwork is underway for a potential large-scale house-to-house verification drive. Despite no upcoming major elections in Delhi until at least 2027, the preparation for a new SIR signals a potential push by the Election Commission of India (ECI) to reboot voter rolls nationwide—an exercise officials say is necessary to ensure credibility, especially in urban centres where migration and rapid demographic shifts often distort electoral data. Although no official communication has yet been received from the ECI, officials in Delhi and other states have begun preparatory work, indicating that a coordinated revision may be in the offing. 'Right now, we are focused on filling vacancies in the CEO's office related to election work. We have not yet received any instructions from the Election Commission of India regarding the launch of the SIR in Delhi,' said chief electoral officer R Alice Vaz. A second senior official, however, said the revision is 'likely to begin very soon', adding that operational instructions such as the qualifying date and field survey timelines are still awaited. The last SIR in Delhi was conducted in late 2007 and early 2008, with January 1, 2008, as the qualifying date. That exercise included door-to-door verification by BLOs and culminated in the publication of a revised roll on March 16, 2008. While regular summary revisions occur annually, they are limited in scope and largely dependent on self-reporting by citizens. In contrast, an SIR is an extensive, data-driven exercise involving household-level surveys and document verification to update existing records, delete ineligible entries (such as the deceased or relocated), and include new eligible voters. A senior ECI official explained the significance: 'With time, rolls accumulate errors—duplicates, deceased names, migrated voters, or entries made through fraudulent documentation. A nationwide SIR will help clean up the rolls and enhance electoral integrity. BLOs will be central to this effort, going house to house for physical verification.' As per Delhi's most recent summary revision, which used January 1, 2025, as the qualifying date, the Capital had 15.5 million registered voters—up from 14.7 million in 2020. Of these, 8.3 million are men, 7.17 million women, and 1,261 identify as third gender. The national picture suggests Delhi is not alone in ramping up activity. In West Bengal, where assembly elections are due in 2026, the CEO has published partial SIR data from 2022 for 11 districts, accounting for over a third of the state's 294 assembly constituencies. Manipur, too, has initiated field-level preparations. On July 25, a meeting chaired by Joint CEO Ramananda Nongmeikapam briefed political parties on the 'proposed SIR' and discussed house-to-house surveys and rationalisation of polling stations. In Delhi, the uploading of 2008 SIR data was described by ECI officials as 'procedural,' yet seen as a precursor to a more expansive exercise. 'There are media reports of SIR starting in Delhi from August 1, but no letter or notification has been issued yet,' an ECI official clarified. Elsewhere, in Bihar, the SIR is already underway and has become the subject of a Supreme Court hearing. The court has said it will intervene if the draft roll—scheduled for publication on August 1—shows large-scale voter exclusions. Allegations in Bihar include duplication and the possible removal of over 6.5 million entries deemed ineligible. The court has fixed August 12 as the next date of hearing.
