Malaysia showcases public sector reforms at UN Forum 2025
Deputy Prime Minister Datuk Seri Fadillah Yusof said under the Tenth Malaysia Plan (2011–2015), Malaysia achieved major strides in digitalising public service delivery.
He noted that over 10,000 government services, accounting for 77 per cent, were made available online, greatly enhancing access and convenience for citizens.
'We reduced licensing burdens at both federal and local levels by nearly 60 per cent and saved over RM9 billion through value management efforts and the abolition of more than 38,000 redundant positions, underscoring our commitment to prudent governance and efficient service delivery,' he said in his speech at the United Nations Public Service Forum 2025 here today.
Fadillah said that one of the key pillars of the civil service's transformation was the adoption of H.E.M.A.T -an acronym made up of five core values, which Hijrah Tatakelola (Governance Transformation), Empati Rakyat (Empathy for the People), Minda Pekin (Progressive Mindset), Apresiasi Inovasi (Appreciation of Innovation), and Tadbir Urus Telus (Transparent Governance) – in its daily operations..
'Introduced by the Director-General of Public Service, H.E.M.A.T encapsulates the spirit of responsible leadership and a renewed commitment to quality service delivery,' he added.
Complementing this, the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, has launched a comprehensive Public Service Reform Agenda focused on value-based governance, human capital development, organisational strengthening, service delivery, and public-private sector collaboration.
'These reforms are supported by the Associated and Integrated Strategy, which ensures technology and data are embedded in governance transformation,' he said.
Fadillah said Malaysia's commitment to a sustainable future is further demonstrated through the establishment of the Ministry of Energy Transition and Water Transformation (PETRA), which is currently under his purview.
'This reflects the Government's strategic decision to align critical public utilities with climate action, technological innovation, and inclusive development.
'PETRA is tasked with transforming our energy and water governance models. It is leading efforts to future-proof the electricity grid, promote renewable energy adoption, particularly solar and hydropower, to enhance energy efficiency, and modernise water resource management.
'It also seeks to ensure that infrastructure planning integrates sustainability and equitable access at its core,' he said.
At the same time, Fadillah stressed that the welfare and professionalism of Malaysian civil servants remain a priority.
'Our newly introduced Public Service Remuneration System, effective December 2024, reflected this focus.
'It embeds performance-based rewards, phased salary adjustments, and clear career pathways aligned with the MADANI vision to foster a just, inclusive, and high-performing society,' he added.
The United Nations Public Service Forum 2025 runs until June 25.

ALOR GAJAH: After more than 30 years, the issue involving railway reserve land in Pengkalan here has been resolved, with the Melaka government handing over 47 approval letters for state land application, said Chief Minister Datuk Seri Ab Rauf Yusoh. He said the handover ceremony reflected the state government's concern in understanding the community's needs and ensuring that every policy and development project delivers a positive impact on the people's lives. "A total of 45 applications involved the Pengkalan railway reserve land that had been delayed for three decades, and two plots for temples. "Also approved was Tenaga Nasional Bhd's (TNB) application to place a substation on Plot 1, Mukim Kelemak, Alor Gajah district, which will provide electricity to residential, commercial, hospital, and government office areas, benefiting more than 3,050 users," he said today. He said this at the handover of the approval letters in conjunction with the Wakil Rakyat Untuk Rakyat (WRUR) programme for the Rembia state constituency, which was also attended by the coordinator for the constituency, Datuk Fairul Nizam Roslan. He said this year, 96 state land applications have been approved in the district, followed by the issuance of Notice 5A by the land administrator. Notice 5A is an official document informing applicants of the fees due, including document preparation and registration costs, that they must pay to obtain the land titles. "It is on this land that new homes will be built, gardens will be filled with flowers, children will run and play, and families will gather every weekend. "Its value is not merely measured in square feet, but in the space to build a life and pass down a legacy of peace to future generations," he said. He said the state government imposes land premiums below market rates, ranging between RM9,000 and RM25,000, depending on the land size, compared to hundreds of thousands of ringgit. "A special five per cent discount is offered to Notice 5A recipients who settle payment within three months, subject to the condition that no extension requests or appeals for premium reduction are made," he added. – Bernama

PM Anwar praises civil servants for dedication and sacrifices

High-level committee set up to oversee cross-ministry rural development
KUALA LUMPUR: A high-level committee (HLC) on rural development has been set up to coordinate efforts across ministries to address rural-urban development challenges, says Datuk Seri Dr Ahmad Zahid Hamidi. The Deputy Prime Minister, who chaired the inaugural HLC meeting in Parliament, said the committee will be the apex strategic platform to align rural development policies and programmes. 'The current development of rural areas is facing increasingly complex challenges from overlapping functions between ministries and agencies to resource constraints and siloed implementation,' Zahid said in a statement on Thursday (Aug 14) The HLC, which will convene at least twice a year, is supported by six working committees focusing on key areas: education, entrepreneurship, rural economy, digitalisation, rural tourism, and infrastructure. Zahid, who is also the Rural and Regional Development Minister, said the initiative is in line with the 13th Malaysia Plan (13MP), which emphasises integrated governance to reduce duplication, optimise resources, and speed up outcomes. He also cited a United Nations Development Programme (UNDP) report that stated that no Asean country is on track to fully achieve Sustainable Development Goals (SDGs) related to rural development by 2030 without better coordination in infrastructure, workforce, human capital, and poverty reduction efforts. "Key areas discussed during the HLC meeting included improving access to rural schools, enhancing rural tourism promotion, strengthening support for senior citizens and special needs groups, and upgrading rural healthcare infrastructure," he said. Several cross-ministry initiatives are already in motion, including the UP_TVET, a centralised application system for vocational and technical training and Inap Desa 2026, aimed at positioning homestays as key attractions during Visit Malaysia Year 2026. Zahid said the government intended to curb rural-urban migration by creating more opportunities in rural areas, nurturing rural tech entrepreneurs, and enhancing the competitiveness of the rural tourism sector. 'Rural development is not just about building physical infrastructure. It's about building the future and unlocking the potential of our people,' he said. 'With a whole-of-government approach, I am confident this HLC will help create a thriving, sustainable rural ecosystem that contributes significantly to national progress,' he added.
