
SC, Durham University forge partnership to advance Islamic finance education
The MoU includes the newly launched Islamic Capital Market (ICM) Summer School initiative, which the Durham University Centre for Islamic Economics and Finance organises in collaboration with its Business School.
The initiative aims to equip professionals with strategic leadership skills and a deeper understanding of Maqasid al-Shariah in Islamic capital markets.
SC chairman Datuk Mohammad Faiz Azmi said the initiative is a milestone in nurturing future leaders of Islamic finance.
"This is driven by a shared commitment to advance capacity and thought leadership in the industry, from practitioners to seasoned scholars," he said in a statement.
"By embedding Maqasid al-Shariah principles, we aim to build an ethical, sustainable and innovative capital market."
He said the programme aligns with the values outlined in the Maqasid al-Shariah Islamic Capital Market Guidance introduced by the SC in 2023.
Durham University vice-chancellor and warden professor Karen O'Brien said the university has a long-standing contribution to Islamic finance research and education.
"Durham has a history of over 30 years in Islamic finance research and has trained over 1,500 individuals through our summer school since 2006.
"This new partnership will continue to train and inspire current and future leaders, upholding a tradition of thought, practice and leadership," she said.
Running from 2025 to 2027, the ICM Summer School will offer one cohort annually, starting in the third quarter of 2025. Each cohort will include 15 participants in a month-long hybrid programme.
The curriculum will cover key areas, including sukuk, Islamic equities, Shariah-compliant products, fintech, sustainability, regulatory frameworks, and product innovation.
A core emphasis will be placed on the application of Maqasid al-Shariah principles to foster a more inclusive and resilient Islamic capital market.
Targeted at mid- to senior-level professionals with at least five years of experience in the Islamic finance industry, the programme combines online modules and a five-day in-person masterclass at Durham University.
Graduates will receive joint certification from the SC and Durham University.

The CMM said in a statement that the user-friendly tool is designed to help Malaysian companies measure and report their Scope 1 and Scope 2 emissions based on the globally recognized Greenhouse Gas Protocol. To ensure consistency and credibility, the tool utilizes a methodology which follows widely accepted international standards that are also used by the Malaysian government in the Biennial National Communications to the United Nations Framework Convention on Climate Change (UNFCCC). "The calculator simplifies a complex process, making emissions reporting accessible even to first-time users. Beyond reporting, it also enables companies to pinpoint key emission sources across operations, allowing them to make informed decisions and move towards meaningful climate action," said Mohammad Faiz Azmi, executive chairman of the SC and chairman of CMM. He added that the calculator further complements efforts by the SC to promote consistent and credible sustainability disclosures and supports the adoption of the National Sustainability Reporting Framework by Malaysian companies.

IILM's US$800 Mln Short-term Sukuk Oversubscribed 2.3 Times
BUSINESS KUALA LUMPUR, July 22 (Bernama) -- The International Islamic Liquidity Management Corporation (IILM) has reissued a total of US$800 million (US$1=RM4.23) in short-term sukuk across three tenors, with the offering oversubscribed by 2.3 times. In a statement today, IILM said the auction attracted US$1.9 billion in bids from its network of primary dealers and global investors. It said the issuance comprised a US$305 million two-week tenor at 4.40 per cent, a US$355 million three-month tenor at 4.49 per cent, and a US$140 million six-month tenor at 4.38 per cent. 'Today's successful completion of the short-term sukuk transaction marks the IILM's 13th auction year-to-date with a cumulative issuance of US$13.15 billion across 39 sukuk series of varying tenors,' IILM said. Chief executive officer Mohamad Safri Shahul Hamid said the outcome reflected continued investor interest in shariah-compliant liquidity instruments, despite prevailing global uncertainties. 'Today's auction outcome underscores the continued strength of investor demand for high-quality Islamic liquidity instruments, despite ongoing uncertainty surrounding the United States (US) Federal Reserve's rate trajectory and broader shifts in global monetary policy,' he said. Mohamad Safri added that financial markets remain cautious as central banks weigh persistent inflationary pressures against signs of moderating economic growth. 'The IILM's consistent ability to attract strong participation across all tenors reflects the market's confidence in our sukuk programme as a dependable tool for short-term liquidity management,' he said. The IILM's short-term sukuk programme is rated A-1 by S&P Global Ratings and F1 by Fitch Ratings, with a total issuance limit of US$6 billion.
