Kaleshwaram Report Slams KCR, 2 Ex-Telangana Ministers' "Brazen" Actions

Ex-Telangana Chief Minister K Chandrashekar Rao and two members of his former cabinet - Irrigation Minister T Harish Rao and Finance Minister Eatala Rajender - have been accused of "brazen procedural and financial irregularities" over the Kaleshwaram lift irrigation project.
The 650-page report singled out Bharat Rashtra Samithi boss KCR, as the former Chief Minister is called, for taking the "sole and individual decision" to construct the barrages at certain locations by ignoring government protocol, including approval of his cabinet of ministers.
The report, which also named senior IAS officials of the time, said the Medigadda, Annaram, and Sundilla barrages suffered from a "profound failure of governance, planning, and oversight".
Authored by a Commission of Inquiry, the report also noted that experts' recommendations the Medigadda barrage should not be constructed - due to 'prohibitive costs' - was "intentionally not considered" and kept in "cold storage" by KCR and the then-Irrigation Minister, Harish Rao.
The report, therefore, held KCR directly accountable for a cascade of irregularities and said his "involvement and directions minutely... is the cause and result of irregularities and the cause of distress to these three barrages".
The Irrigation Minister at the time, Harish Rao, was held jointly responsible for the suppression of the report about the Medigadda barrage. And, according to the inquiry commission, the Finance Minister at the time, Eatala Rajender, allegedly demonstrated a "lack of commitment and integrity in safeguarding the financial and economic health of the newly-formed state".
While Harish Rao remains with KCR's Bharat Rashtra Samithi, Eatala Rajender joined the Bharatiya Janata Party in June 2021, two years before the Assembly election in which the Congress would dump the BRS, which had ruled Telangana since it was formed, out of power.
The inquiry commission's findings, meanwhile, also held named senior IAS officers, including SK Joshi, the then Principal Secretary to the government's Irrigation and Command Area Development, allegedly helped suppress the Medigadda barrage report.
Another officer named was Smita Sabharwal, the Additional Secretary/Secretary to the Chief Minister at the time. The report said she did not act in a "diligent" manner.
The report has set the stage for potential legal and political repercussions, with the commission explicitly calling for the recovery of funds and an investigation into what it described as "collusion between project authorities and contractors".
It concluded that a project once hailed as the 'lifeline of the state' has become a colossal waste of public money due to a deep-seated failure of leadership and accountability at the highest levels.

A day after former Union minister Minister Anurag Thakur alleged irregularities in voter registration in a number of LS seats held by Opposition leaders and accused them of 'vote theft', Congress Thursday said it 'proves' the 2024 LS polls were 'based on a fake voter list'. Questioning the EC for not serving a notice to Thakur, as it did in Lok Sabha LoP Rahul Gandhi's case, AICC Media and Publicity Department Chairman Pawan Khera said, 'We demand that the evidence presented by Anurag Thakur be handed over to us. He has proven there is collusion between BJP and the EC,' he said. Khera said that Thakur's analysis 'proves that the previous LS election (in 2024) was based on a fake voter list, so shouldn't it be considered fraudulent and cancelled?… We thank Anurag Thakur and the BJP for proving the point made by Rahul Gandhi ji that the elections are fought on the basis of fake voters'. Hitting back, Union Minister Gajendra Singh Shekhawat claimed that Congress's history is replete with instances when it resorted to 'fraud, deception and deceit' in its 'greed' for power. Reiterating BJP national IT cell chief Amit Malviya's allegation against ex-Congress chief Sonia Gandhi that 'her name first appeared on the rolls in 1980, three years before she became an Indian citizen', Shekhawat accused the Gandhi family 'which has stolen mandates, looted booths, rejected votes to change outcomes, and deprived voters of their right to vote' of making 'baseless claims to portray itself as the saviour of democracy'. He said Sonia Gandhi 'being a voter in 1980 amounted to challenging India's sovereignty and showing contempt for the constitutional process'.

Pune: A 56-year-old retired person from NIBM Road registered a complaint with the Kondhwa police on Wednesday, stating that cyber crooks posing as Mumbai police officials duped him and his wife of Rs26.38 lakh in a digital arrest fraud case. This occurred under the pretext of taking action against him in a money laundering case between July 28 and August 6. A police official from Kondhwa police stated that crooks posing as TRA, IAS, and police officers called the victim, claiming that his phone number was used in a criminal case related to money laundering registered with the Navi Mumbai police. The officials said the crooks informed the victim and his wife that they had been digitally arrested at their residence. They instructed them to share details of their bank accounts and transfer money to determine if it was linked to money laundering, assuring them that the money would be refunded after verification. Kasaragod: A clash erupted between the activists of SFI and ABVP at the Kasaragod Govt College, Vidhyanagar, as the RSS's student outfit defied state govt's call and organized Partition Horrors Day observance on the campus on Thursday morning . A BVP members organized the event following governor Rajendra Arlekar's circular for observance of the day in state universities on Aug 14, which Raj Bhavan said was based on Union home ministry's instructions. Posters related to the event were pasted on the college campus following which the SFI workers took out a march in protest and raised slogans. The agitators removed some of the posters, leading to a scuffle. Higher education minister R Bindu, meanwhile, said the academic community 'unconditionally' rejected the governor's call. In the Kasaragod college, the police dispersed SFI activists. They burned Arlekar in effigy while their ABVP counterparts again put up the posters on the college notice board. Members of MSF, IUML's student wing, also demanded the posters pasted by ABVP workers be removed. Though the police blocked the MSF march, an altercation between the two outfits followed. The college principal demanded ABVP remove the posters. Subsequently, they were removed and the situation became normal. ABVP observed Partition Horrors Day also at Central University of Kerala, Kasaragod, and IHRD College, Kumbala. ABVP slams disruptions ABVP condemned attempts by Left activists and KSU workers to disrupt Partition Horrors Day remembrance. In a statement, ABVP claimed that despite the state govt's refusal, ABVP was able to organize programmes highlighting the Partition horrors. The fragmentation of Akhand Bharat led to the persecution of millions, the statement said. "The real stories of Partition are being obscured by Congress and communist parties," ABVP state secretary E U Eswaraprasad said. A talk was convened by the Cusat vice-chancellor where ex-CUK vice-chancellor G Gopakumar addressed the attendees. However, the official said Cusat had not sent any official invitations to the university community. As chancellor of universities, the governor had issued the directive to the vice-chancellors to organise seminars to commemorate the day and to forward the action plans regarding this. The LDF govt said such programmes need not be held in universities. Bindu told reporters in Thrissur that there was no tug of war between the state govt and governor. "Everybody must work by giving utmost importance to the interests of the students and of the state. The vice-chancellors also have pivotal roles to play in these efforts," the minister said. Bindu said the state govt would implement various development projects to the tune of Rs 6,000 crore in the higher education sector.
