MMRDA to levy daily fines on contractors for labour shortage
'We have appointed dedicated team leaders for each metro package, which has made a measurable difference in site progress. This new policy is the next logical step,' said Sanjay Mukherjee, metropolitan commissioner, MMRDA.
'We have observed that currently, most infrastructure and metro rail projects have 40-60% of the sanctioned labour force working. So we have framed this penalty policy,' an MMRDA official told Hindustan Times.
Effective immediately, the new policy would be applicable for all MMRDA worksites, though priority would be given to Metro rail corridors, especially lines 9, 4, 4A and 2B which are slated to be commissioned by year-end.
A 25-50% shortfall in manpower will attract a penalty of ₹1 lakh per day while a shortfall above 50% will attract ₹2 lakh per day as penalty, an MMRDA official told Hindustan Times. 'No prior notice or exceptions would be made and delivery timelines would be non-negotiable,' the official said. Fines for shortage of manpower would be levied in addition to fines for missed deadlines, the official clarified.
All ongoing metro projects have been assigned to senior officials who will be responsible for monitoring them and ensuring their timely completion, said sources in the planning authority. Designated officials will conduct periodic site audits and manpower reviews to identify any labour shortfall, besides scrutinising reports submitted by general consultants overseeing the projects, they said.
Labour shortage was a major problem during the Covid-19 pandemic, which affected construction work for the metro 2A and metro 7 corridors, said MMRDA officials.
'Recently, there was a shortage of workers for Metro 2B, for which fines were levied. Metro corridors 9, 7A, 5 and 4 too have labour shortage problems, especially during the summer when workers return to their hometowns. Contractors will have to find ways to manage such situations,' said a senior MMRDA official.
But contractors were sceptical about the new policy.
'With infrastructure works including metro rail corridors being built across the country, there is no doubt that there is a shortage of workers in the market,' a contractor with several projects in the Mumbai metropolitan region told Hindustan Times. 'Besides, workers go home during the festival seasons, which further delays work. These factors need to be considered rather than simply levying fines.'
The MMRDA has, in the past, levied penalties worth ₹1.29 crore on contractors for delays in civil works, roofing and structural works for the metro 2B corridor. In 2024, penalties worth ₹2.75 crore were levied for leakages in metro projects, missed deadlines and accidents on site.

The most significant project for motorists is the cable-stayed bridge passing over the Western Express Highway (WEH), which is the third in a series of extensions to the SCLR, whose construction commenced in 2016. The new bridge will allow motorists coming from the eastern suburbs and the Bandra Kurla Complex (BKC) via the SCLR to bypass the congested Kalina junction and land directly on the WEH after the Vakola Flyover. 'The completion of the final phase of the Santacruz–Chembur Link Road, with South Asia's first sharp-curve cable-stayed bridge, is a proud achievement that will ease travel between the Eastern and Western Express Highways,' said chief minister Devendra Fadnavis, during Thursday's online inauguration ceremony at BKC. Deputy chief minister Eknath Shinde added that people will now be able to travel between Chembur and Dahisar without a traffic signal. However, despite the new bridge, which was built at a cost of around ₹1,000 crore and faced years of delays, constraints regarding the slow movement of vehicular traffic on the WEH remain, as was the case on Thursday evening. Fadnavis said during the inauguration ceremony that this would be solved once the second phase of the coastal road is opened in a few years. 'Since the Western Express Highway carries the load of 60% of vehicles from the western suburbs, we are constructing a sea link and northern coastal road right up to Bhayandar. This will be a parallel highway that will alleviate traffic woes,' he said. Another project inaugurated on Thursday was a 340-metre arm of the Kalanagar Flyover, built at a cost of ₹20 crore. Vehicles coming from Dharavi's T Junction can now head towards south Mumbai and the Bandra-Worli Sea Link by avoiding the Kalanagar junction. During the inauguration ceremony, Fadnavis shared that his previous government had taken a decision in 2015-16 to increase the number of entry-exit points to BKC. With the SCLR bridge and the Kalanagar Flyover's partial opening, five of the six entry-exit points are now ready. The only remaining entry-exit point is also part of SCLR, linking the Asian Heart Hospital Road in the central business district with the Vakola flyover, outside the Indian Air Force establishment in Santacruz. This link is expected to be ready only in December. Starting Saturday, the first phase of the Mumbai Coastal Road in south Mumbai, inaugurated last year, will also be open 24/7 for motorists rather than the current timings of 7 am to midnight. The state government also inaugurated 5.25 km of the 7.5-km-long promenade along the coastal road, part of which replaces the earlier Worli Sea Face promenade. The promenade stretches set to open are between Priyadarshini Park and Haji Ali, and then from Baroda Palace to Worli. Four pedestrian underpasses—located at Bindumadhav Thackeray Chowk in Worli, the Worli Dairy School at Khan Abdul Gaffar Khan Marg, the Haji Ali junction and through the Akriti parking lot at Bhulabhai Desai Marg—were also opened. 'Both these projects are essential in their own way, and Mumbaikars have been eagerly waiting for them,' said transport expert Vivek Pai. 'The SCLR extension will save commuters time by directly connecting the SCLR to WEH signal-free. On the other hand, the coastal road promenade will increase the green lungs of the city and finally provide pedestrian connection to the sea once again.' Fadnavis also cautioned motorists not to display their 'driving skills' and endanger their own lives and those of others on the coastal road. 'There are surveillance cameras installed on the entire stretch of the coastal road. You will get caught, and a ticket will get delivered to your doorstep. Please maintain traffic discipline,' he said. Meanwhile, MMRDA and the Mumbai Metro Rail Corporation (MMRC) also opened a 100-metre foot over bridge at Terminal 2 of the Chhatrapati Shivaji Maharaj International Airport. MMRC posted on X: 'There will be no more rushing through traffic before your flight. Now, from CSMIA–T2 Metro Station to Airport Terminal-2 in just a few steps. Ahead of polls, PWD cleared road works worth 4 times the budget
Mumbai: Ahead of the assembly polls in November 2024, the state public works department (PWD) gave administrative approval for roads worth ₹64,000 crore, against its annual budgetary provision of ₹ ₹15,000 crore for state and district roads, sources in the department told Hindustan Times. The sharp spike in approvals has not only resulted in the outstanding dues to contractors swelling to ₹13,527 crore, it has also stopped the department from making fresh budgetary allocations for any new road works for at least the next three years, the sources mentioned. Representational image 'The average value of road projects approved ahead of the assembly polls was ₹350 crore per district, which is otherwise around ₹50 crore per district per year,' said a senior PWD official, requesting not to be identified. Most of the approved projects were in constituencies of around 200 legislators associated with the major parties in the Mahayuti alliance – BJP, Shiv Sena and NCP. 'Road projects were approved to woo legislators and ensure they remained loyal to the ruling Mahayuti alliance or enable them to get elected with the help of 'financial benefits' courtesy the road contracts,' the official quoted earlier said. The PWD's annual budget for 2024-25 was ₹27,000 crore, out of which ₹15,000 crore was to be ulitised for road construction while the remaining amount was meant for construction and maintenance of buildings. Following the approval of road projects worth ₹64,000 ahead of the polls, work worth ₹13,527 crore was completed, the bills for which are still pending with the department, said officials. 'Out of the total dues, ₹10,177 crore is for construction of state and district roads while the remaining amount is for roads constructed by the Maharashtra State Road Development Corporation and grants for national roads,' said a second official from the PWD department. Most of the approved road construction projects are now stuck midway as contractors' bills are pending, said officials. The government cannot clear the pending bills due to massive spending on the Ladki Bahin scheme, at ₹3,700 crore per year, the officials mentioned. Excessive approvals during the election year have also restricted the government from approving new roads or making any provisions in the budget for 2025-26 or the supplementary demands tabled in June, due to which the condition of existing roads would worsen, they added. 'As an exception, the state government allocated funds only for three state road projects this year,' said a finance department official. The projects pertained to roads worth ₹1,500 crore in Nashik for the upcoming Kumbh Mela, roads worth ₹600 crore in the Gadchiroli mining corridor, and roads worth ₹400 crore in Chandrapur. 'The finance department is in the process of releasing ₹10,000 crore against the outstanding bills,' the finance department official said. PWD minister Shivendra Raje Bhosale said, 'We have been making budgetary provisions in phases to clear the pending bills.' Apart from dues pertaining to the PWD's road contracts, the state government owes an additional ₹10,000 crore against bills for work undertaken by the rural development, water supply, and district planning departments. These and other departments had awarded contracts worth ₹35,000 crore ahead of the assembly polls, said officials. Milind Bhosale, president of the Maharashtra State Contractors Federation said road contracts awarded by the PWD and the rural development department in the election year were unprecedented. 'It is true that most of the projects have been abandoned midway, leaving the roads in bad condition,' Bhosale said, blaming the situation on outstanding bills and the lack of any payments since March this year. Nearly 400,000 government contractors across the state will stage a protest against the pending dues on August 19, he said.

Mumbai to get 238 new AC locals with creature comforts
MUMBAI: Cushioned seats, chillier coaches, mobile charging points and a quicker ride – commuting on Mumbai's local trains will feel a lot like travelling on the metro. Once tenders are invited, it will take three to six months to appoint a private contractor to manufacture the new AC locals. While inaugurating a series of infrastructure projects of the Mumbai Metropolitan Region Development Authority (MMRDA), on Thursday, chief minister Devendra Fadnavis drew a parallel between the new AC locals and metro coaches. 'Existing coaches will be replaced by AC coaches, with closed doors similar to the metro rail. I have requested the railway minister (Ashwini Vaishnaw) not to hike ticket fares while introducing these new AC local trains,' said Fadnavis, during the event held at Bandra Kurla Complex. Railway officials said the new AC local trains, to be procured under MUTP-3 and 3A at a cost of ₹19,293 crore, will be vestibuled. This is in sharp contrast to the existing 12-car AC locals, which are divided into six-vestibule coaches. Each new train will be one single vestibule of 12 coaches. 'The tender will be for 2,856 AC coaches, which will constitute 12-car suburban trains. We will be floating tenders for these AC local trains very soon,' said Vilas Wadekar, chairperson and managing director, Mumbai Rail Vikas Corporation (MRVC). This will also offer scope to expand into 15-car AC locals, which cannot be done easily now as the trains are divided into six-vestibule coaches. The air-conditioned vendor compartments will be positioned at both ends of the new trains. The new AC trains are likely to be fitted with cushioned seats instead of the existing steel ones. Commuters have complained that the air-conditioning makes the steel seats uncomfortably cold. The coaches will also be equipped with mobile charging points next to every seat, similar to the set-up in metro trains. Another big plus – they will also be fitted with infotainment sets. The electric powering of the new AC locals will be increased from 33% at present, to 50%. Rail officials said this will result in quicker acceleration and deceleration. The quicker speed will compensate for the 15-20 seconds lost waiting for the doors to open and close at railway stations. 'For the first time, an EMU (local train) will have a speed potential of 130 kmph, which we plan to introduce through these new AC local trains. At present, these trains have a potential to run at 100-110 kmph. This will help on the Fast corridor,' said a railway official. Two EMU car sheds will be built for the 238 new AC locals, one at Bhivpuri on the Central Railway and the other at Vangaon on the Western Railway. They will be solely operated by the private manufacturer. Once tenders are invited, it will take three to six months to appoint a private contractor to manufacture these AC locals. It would take 2 years to manufacture a prototype, followed by various formalities before the AC coaches are manufactured.
