Telangana's Director of Public Health, seven others face department inquiry over transfer irregularities
The Telangana Health Department has initiated departmental proceedings against the Director of Public Health and Family Welfare (DPH), Dr B. Ravinder Naik, and seven other senior officials in connection with procedural irregularities during last year's general transfer process. According to a circular accessed by The Hindu, the government has appointed Dr J. Ajaya Kumar, Commissioner of Telangana Vaidya Vidhana Parishad (TVVP), as the presenting officer in the inquiry. The circular: 'The government, in exercise of the powers conferred under the Telangana Civil Services (Classification, Control and Appeal) Rules, 1991, appoints Dr J. Ajaya Kumar as the presenting officer to present the case on behalf of the disciplinary authority in support of the article of charges against Dr B. Ravinder Naik and seven other government servants before the inquiring authority.' The probe pertains to the general transfers effected between June and July 2024, following the issue of a GO, which mandated that healthcare personnel who had served more than four years at a particular institution be compulsorily shifted. However, insiders allege the guidelines were manipulated, favouring certain officers. 'Many used the G.O. selectively to manipulate transfers. Senior officials, including the DPH, ensured that some individuals, despite crossing the four-year limit, remained posted in Hyderabad or other urban areas by invoking political connections or allegedly accepting bribes. Meanwhile, others were transferred even before completing three years of service, which is a clear violation of the rules,' a source in the Health Department said. The irregularities came to light after multiple doctors filed formal complaints, prompting the then Commissioner of Health and Family Welfare to order a preliminary investigation. The findings of that probe reportedly confirmed procedural violations and suggested financial transactions had occurred to influence postings. 'Based on the initial findings, departmental charges were framed against the eight officers. Since none of them responded with a written explanation despite being issued memos, a full-fledged inquiry has now been launched,' the source added. Officials familiar with the matter say further disciplinary action, including suspension, could follow depending on the outcome of the investigation.

Monsoon session of Delhi Assembly from August 4: School fee regulation bill on agenda—Here's what else to expect
Lieutenant Governor VK Saxena on July 28 issued an order for commencing the Monsoon session of Delhi Assembly from 4 August, which will be the first for Rekha Gupta-led Delhi government after forming the government in February this year. The school fee regulation bill is on the agenda when it begins. 'In exercise of the power conferred upon me by Section 6(1) of the Government of National Capital Territory of Delhi Act, 1991 (Central Act No.1 of 1992), I, hereby summon the Third Session of the Eighth Legislative Assembly of the National Capital Territory of Delhi to meet at Assembly Hall, Old Secretariat, on Monday, the August 4, 2025 at 2 p.m," he stated. The session will run for five days. It will shift to digital, with completely paper-less rollout under the National e-Vidhan Application (NeVA), according to officials. For that, a three-day practical training programme for MLAs kicked off on Monday, July 21, at the Vidhan Sabha Complex. A total of 18 computer systems have been installed for the sessions, with expert trainers from the Ministry of Parliamentary Affairs guiding legislators from July 21 to 23. The NeVA initiative is moving forward consistently and is anticipated to be finalised before the monsoon session starts. This will greatly improve the digital transformation of legislative operations, allowing smooth electronic access to parliamentary sessions and official records. 2. The Bharatiya Janata Party (BJP) govt in Delhi will likely to introduce important bills and policies. One of which is Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, officials said. The Cabinet-approved ordinance from April 29 introduces stringent penalties for schools that arbitrarily hike fees, including the potential loss of the right to propose future fee revisions. For a first offense, schools may be fined between ₹ 1 lakh and ₹ 5 lakh, while repeat violations carry increased fines ranging from ₹ 2 lakh to Rs10 lakh. If a school fails to refund the fees within the designated timeframe, the ordinance mandates that the fine will double after 20 days, triple after 40 days, and continue to rise with every additional 20-day delay. The draft also targets individuals involved in repeated violations, barring them from holding official positions within the school management. Furthermore, school management may lose their privilege to propose fee revisions going forward. 3. 'We will highlight achievements of the government in the House and raise issues related to people's welfare,' Abhay Verma, the chief whip of the ruling party, stated. Meanwhile, Aam Admi Party (AAP) MLA Atishi mentioned the parents of school children are "angry and helpless." She blamed the BJP government for "openly" aligning with private school managements while "ignoring" their "plight". John Daly, a two-time major champion, has committed to play in the Sanford International golf tournament, a PGA Tour Champions event scheduled for later this year in Sioux Falls. Daly won the 1991 PGA Championship and the 1995 Open Championship, and he has one Champions Tour title on his resume – a victory at the 2017 Insperity Invitational. In Sioux Falls, Daly will compete with a field that also includes Angel Cabrera, the winner of the 2007 U.S. Open and the 2009 Masters, and Ken Duke, who has posted three top-12 finishes at the Sanford International, a July 9 news release from Sanford Health says. Daly, 59, did not play in the 2025 PGA Championship, held at Quail Hollow Golf Club in North Carolina, citing a scheduling conflict with another tournament. High Court Rejects Plea To Declare Shahi Idgah Mosque As Disputed Structure
Prayagraj: The Allahabad High Court on Friday dismissed a plea seeking a direction that the word "disputed structure" be used in place of "Shahi Eidgah Mosque" of Mathura. The application was moved with a prayer to direct the stenographer concerned to use the word "disputed structure" in place of "Shahi Idgah Mosque" in the entire further proceedings of this original suit along with other connected matters. The application was supported by an affidavit of advocate Mahendra Pratap Singh. On the other hand, a written objection was filed on behalf of defendants. The order was passed by Justice Ram Manohar Narain Mishra hearing a bunch of original suits relating to Krishna Janmabhoomi and Shahi Idgah mosque dispute in Mathura. The Hindu side has filed 18 suits for possession of land after removal of the structure of Shahi Idgah masjid as well as for restoration of the temple and for permanent injunction. Earlier, at one stage on August 1, 2024, the high court had rejected applications of the Muslim side challenging maintainability of suits of Hindu worshippers and held that all suits of Hindu worshippers are maintainable. In the August 1 order, the court had also held that these suits are not barred by Limitation Act, Waqf Act and Places of Worship Act,1991, which prohibit conversion of any religious structure as existed on August, 15, 1947. At another stage, on October 23, 2024, the high court had rejected an application moved by the Shahi Idgah mosque committee to recall the high court's January 11, 2024 order consolidating all suits filed in connection with the Shri Krishna Janmabhoomi-Shahi Eidgah dispute at Mathura. The controversy is related to the Aurangazeb-era mosque which is alleged to have been built after demolishing a temple at the birthplace of Lord Krishna.
