Monsoon session of Delhi Assembly from August 4: School fee regulation bill on agenda—Here's what else to expect
'In exercise of the power conferred upon me by Section 6(1) of the Government of National Capital Territory of Delhi Act, 1991 (Central Act No.1 of 1992), I, hereby summon the Third Session of the Eighth Legislative Assembly of the National Capital Territory of Delhi to meet at Assembly Hall, Old Secretariat, on Monday, the August 4, 2025 at 2 p.m," he stated.
The session will run for five days. It will shift to digital, with completely paper-less rollout under the National e-Vidhan Application (NeVA), according to officials. For that, a three-day practical training programme for MLAs kicked off on Monday, July 21, at the Vidhan Sabha Complex. A total of 18 computer systems have been installed for the sessions, with expert trainers from the Ministry of Parliamentary Affairs guiding legislators from July 21 to 23.
The NeVA initiative is moving forward consistently and is anticipated to be finalised before the monsoon session starts. This will greatly improve the digital transformation of legislative operations, allowing smooth electronic access to parliamentary sessions and official records.
2. The Bharatiya Janata Party (BJP) govt in Delhi will likely to introduce important bills and policies. One of which is Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, officials said.
The Cabinet-approved ordinance from April 29 introduces stringent penalties for schools that arbitrarily hike fees, including the potential loss of the right to propose future fee revisions.
For a first offense, schools may be fined between ₹ 1 lakh and ₹ 5 lakh, while repeat violations carry increased fines ranging from ₹ 2 lakh to Rs10 lakh.
If a school fails to refund the fees within the designated timeframe, the ordinance mandates that the fine will double after 20 days, triple after 40 days, and continue to rise with every additional 20-day delay.
The draft also targets individuals involved in repeated violations, barring them from holding official positions within the school management.
Furthermore, school management may lose their privilege to propose fee revisions going forward.
3. 'We will highlight achievements of the government in the House and raise issues related to people's welfare,' Abhay Verma, the chief whip of the ruling party, stated.
Meanwhile, Aam Admi Party (AAP) MLA Atishi mentioned the parents of school children are "angry and helpless." She blamed the BJP government for "openly" aligning with private school managements while "ignoring" their "plight".
She added, 'The BJP wants to avoid questions during the Assembly session' and alleged the MLAs haven't been given time to raise questions.

Parties step up campaign ahead of Bihar Assembly elections
Ahead of Assembly elections in Bihar, which are likely to be held in October–November later this year, political parties have begun finalising schedules and programmes of senior leaders to woo voters. Union Home Minister and senior Bharatiya Janata Party (BJP) leader Amit Shah is scheduled to visit Punaura Dham in Sitamarhi district on Friday to lay the foundation stone for a newly constructed temple dedicated to the goddess Sita. Bihar Chief Minister Nitish Kumar and other senior Cabinet colleagues are also expected to be present on the occasion along with Mr. Shah. Deputy Chief Minister Samrat Choudhary and senior State officials visited the site on August 6 to review preparations for the foundation-laying ceremony. The State government on Thursday urged the Union Railway Minister to construct a railway station at Punaura Dham in Sitamarhi district for the convenience of devotees visiting the site. Sitamarhi MP Devesh Chandra Thakur, from the ruling alliance partner Janata Dal (United), said a large number of people, including those from Janakpur in neighbouring Nepal, were expected to participate in the ceremony. The Union government had earlier announced plans to connect Ayodhya's Ram Temple with the Sita temple at Punaura Dham in Sitamarhi. The State government has sanctioned over ₹882 crore for the proposed 156-foot tall main temple structure - five feet shorter than Ayodhya's 161-foot Ram Temple - spread over 67 acres with wide walkways and green cover. The government aims to develop the site as a religious tourism hub. Similarly, Prime Minister Narendra Modi is likely to visit Gaya in the Magadh division, marking his sixth visit to the election-bound State since January this year. He is expected to inaugurate infrastructure projects worth several hundred crore rupees and address a public meeting. The venue for the meeting is yet to be finalised. 'But, PM's visit at Gaya ji is confirmed,' senior BJP leader and party MLA from Gaya, Prem Kumar, said. The Magadh division has 10 Assembly seats. In the 2020 elections, the NDA and the Opposition Mahagathbandhan (Grand Alliance) had won five seats each. Earlier this year, the Prime Minister visited Bhagalpur, Bikramganj in Rohtas, Motihari, Madhubani and Siwan, where he addressed public meetings and inaugurated projects worth several thousand crore rupees. Congress leader Rahul Gandhi, who is also Leader of the Opposition in Parliament, has visited Bihar several times this year and is likely to launch a matdata adhikar yatra (voter's right tour) in three phases covering as many as 30 districts of the State from August 17. 'It will be like a Bharat Jodo Yatra of our leader,' party leader and MLC Prem Chandra Mishra said. From August 13 to 15, Congress ticket aspirants are expected to submit their forms at the party headquarters in Sadaqat Ashram, Patna. 'Congress Bihar screening committee will be in Patna on August 13–14 at the party headquarters and they will be taking applications from MLA aspirants,' party spokesperson Asit Nath Tiwari said. Chief Minister Nitish Kumar, meanwhile, has been announcing a series of sops for teachers, State government employees, sanitation workers and others. Mr. Kumar has also been inaugurating several pending projects aimed at public welfare. Similarly, Rashtriya Janata Dal leader and Leader of the Opposition in the State Assembly, Tejashwi Yadav, has been travelling across various districts, criticising the ruling NDA. Party leaders said, 'After August 9, Mr. Yadav would start his election campaign more extensively across the State.'

Putin says he hopes to meet Trump as White House presses for peace deal on Ukraine
Moscow: Russian President Vladimir Putin said Thursday he hopes to meet next week with US President Donald Trump, possibly in the United Arab Emirates. The news came on the eve of a White House deadline for Moscow to show progress toward ending the 3-year-old war in Ukraine. Putin's foreign affairs adviser Yuri Ushakov had said earlier a summit could possibly take place next week at a venue that has been decided 'in principle.' Ushakov brushed aside the possibility of Ukraine President Volodymyr Zelenskyy joining the summit, something the White House had said Trump was ready to consider. Putin has spurned Zelenskyy's previous offers of a meeting to clinch a breakthrough. 'We propose, first of all, to focus on preparing a bilateral meeting with Trump, and we consider it most important that this meeting be successful and productive,' Ushakov said, adding that US special envoy Steve Witkoff's suggestion of a meeting including Ukraine's leader 'was not specifically discussed.' Putin made the announcement in the Kremlin after his meeting with Sheikh Mohammed bin Zayed Al Nahyan, the president of the UAE. There was no immediate comment Thursday from the White House and it was unclear how the announcement of the meeting would affect Trump's Friday deadline for Russia to stop the killing or face heavy economic sanctions. Asked who initiated the meeting, Putin said that didn't matter and 'both sides expressed an interest.' Speaking of the possible involvement of Zelenskyy in future talks, Putin said he has mentioned several times that he wasn't against it, adding: 'It's a possibility, but certain conditions need to be created' for it to happen. Kirill Dmitriev, the head of Russia's sovereign wealth fund who met with Witkoff on Wednesday, said a Trump-Putin meeting would allow Moscow to 'clearly convey its position,' and he hoped a summit would include discussions on mutually beneficial economic issues, including joint investments in areas such as rare earth elements. The meeting would be the first US-Russia summit since 2021, when former President Joe Biden met Putin in Geneva. It would be a significant milestone toward Trump's effort to end the war, although there's no guarantee it would stop the fighting since Moscow and Kyiv remain far apart on their conditions for peace. Months of US-led efforts have yielded no progress on stopping Russia's invasion of its neighbour. Zelenskyy seeks European involvement Zelenskyy said he planned calls with European leaders Thursday to discuss the latest developments amid a flurry of diplomatic activity. European countries must also be involved in finding a solution to the war on their own continent, he said on Telegram. 'Ukraine is not afraid of meetings and expects the same bold approach from the Russian side. It is time to end the war,' he added. A ceasefire and long-term security guarantees are priorities in potential negotiation with Russia, he said on social media. Securing a truce, deciding a format for a summit and providing assurances for Ukraine's future protection from invasion — a consideration that must involve the US and Europe — are crucial aspects to address, Zelenskyy said. He noted that Russian strikes on civilians haven't eased off despite Trump publicly urging Putin to relent. A Russian attack Wednesday in the central Dnipro region killed four people and injured eight others, he said. Poll shows support for continuing the fight waning in Ukraine A new Gallup poll published Thursday found that Ukrainians are increasingly eager for a settlement that ends the fight against Russia's invasion. The enthusiasm for a negotiated deal is a sharp reversal from 2022 — the year the war began — when Gallup found that about three-quarters of Ukrainians wanted to keep fighting until victory. Now only about one-quarter hold that view, with support for continuing the war declining steadily across all regions and demographic groups. The findings were based on samples of 1,000 or more respondents ages 15 and older living in Ukraine. Some territories under entrenched Russian control, representing about 10 per cent of the population, were excluded from surveys conducted after 2022 due to lack of access. Since the start of the full-scale war, Russia's relentless pounding of urban areas behind the front line has killed more than 12,000 Ukrainian civilians, according to the United Nations. On the 1,000-kilometre front line snaking from northeast to southeast Ukraine, where tens of thousands of troops on both sides have died, Russia's bigger army is slowly capturing more land. In the new Gallup survey, conducted in early July, about seven in 10 Ukrainians say their country should seek to negotiate a settlement as soon as possible. Zelenskyy last month renewed his offer to meet with Putin, but his overture was rebuffed. Most Ukrainians do not expect a lasting peace anytime soon, the poll found. Only about one-quarter say it's 'very' or 'somewhat' likely that active fighting will end within the next 12 months, while about seven in 10 think it's 'somewhat' or 'very' unlikely that active fighting will be over in the next year.

Congress Betraying BCs, Shielding Corruption: BJP's Ramchandra Rao
Jangaon: BJP Telangana State President N. Ramchandra Rao launched a sharp attack on the Congress government during a BJP workers' gathering in Jangaon, accusing Chief Minister Revanth Reddy and the Congress leadership of betraying Backward Classes (BCs), committing 420 frauds in the name of six guarantees), shielding corruption, and failing to deliver on promises made before the elections. Addressing party workers on Thursday, Rao demanded clarity from the Congress on whether it would implement the promised 42% reservation for BCs without dilution. 'Instead of giving a straight answer, they're deflecting with comparisons to Gujarat and Uttar Pradesh. We are not against Muslims receiving educational and employment reservations, but political reservations for Muslims will harm BCs,' he said. Rao cited the GHMC elections, where 50 divisions were reserved for BCs, but 35 seats were won by MIM candidates. 'This is a grave injustice to BCs. Congress is now pushing for 10% political reservation for Muslims, which we strongly oppose,' he declared. He criticized the Congress for failing to act on its Kamareddy BC Declaration even after 19 months in power. 'If they were sincere, they would have issued a notification for local body elections immediately after passing the BC reservation bill,' Rao said, adding that the BJP had supported the bill in the Assembly. Taking aim at Revanth Reddy's complaints about not getting an appointment with Prime Minister Modi, Rao said, 'It's Rahul Gandhi who doesn't give him time. Modi ji gave time in the interest of Telangana's development.' Rao also ridiculed the Congress's recent dharna in Delhi, calling it a 'flop show.' 'Rahul Gandhi, the director of the drama, didn't attend. Sonia and Priyanka Gandhi were also absent. They abandoned Telangana during the cropping season to stage a political stunt,' he said. On corruption, Rao accused the Congress of protecting BRS leaders involved in the phone tapping and Kaleshwaram cases. 'Why haven't any politicians been arrested? If Congress is sincere, it should revoke the GO banning CBI entry and allow a full probe. The stolen money should be recovered and deposited in the treasury,' he demanded. Rao alleged that the Congress government is cheating all sections—students, unemployed youth, women, and farmers. 'They've committed 420 frauds in the name of six guarantees. The people will teach them a lesson,' he said. He announced that the BJP will contest nearly all seats in the upcoming local body elections and expressed confidence in a sweeping victory. 'We are the only party that has consistently backed BCs and given them significant representation,' he said. Rao credited the central government for rural development initiatives, including free rice, housing, toilets, gas connections, Rs 5 lakh medical coverage, and loans for women and youth. 'Roads, street lights, graveyards, and Haritha Haram plantations are all being implemented with central funds,' he added. He concluded by asserting that the BJP will emerge as the true alternative to the corrupt Congress and BRS regimes in the 2028 Assembly elections. 'The people of Telangana are ready to bless the BJP. We will not allow injustice to BCs or religious-based reservations to go unchallenged,' Rao affirmed.
