Chinese Premier, GCC leaders depart after ASEAN-GCC, ASEAN-GCC-China Summits

SEPANG — Chinese Premier Li Qiang and Gulf Cooperation Council (GCC) member states' leaders and their delegations departed for home today following the conclusion of the 2nd ASEAN-GCC Summit and the inaugural ASEAN-GCC-China Summit in Kuala Lumpur yesterday. Li and his delegation boarded a special flight at 9.15 am from the Bunga Raya Complex of Kuala Lumpur International Airport (KLIA). They were sent off by Transport Minister Anthony Loke. At around 10 am, the Crown Prince of Kuwait, Sheikh Sabah Khaled Al-Hamad Al-Sabah, also left for home aboard a special aircraft. Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali was present to bid him farewell. Deputy Prime Minister for International Relations and Cooperation Affairs of Oman, Sayyid Asaad bin Tarik al Said, departed for home at 2.33 pm, sent off by Communications Minister Datuk Fahmi Fadzil. Meanwhile, Timor-Leste Prime Minister Kay Rala Xanana Gusmao left at 11.50 am aboard a special aircraft, and Natural Resources and Environmental Sustainability Minister Nik Nazmi Nik Ahmad was present to see him off. All the leaders were given a red carpet ceremonial send-off and a guard-of-honour mounted by 28 officers and personnel from the First Battalion of the Royal Ranger Regiment (Ceremonial). Yesterday, Prime Minister Datuk Seri Anwar Ibrahim, in his opening remarks at the ASEAN-GCC Summit, described the gathering as exceptional in the context of Southeast Asia Anwar highlighted the presence of ASEAN leaders alongside representatives from the GCC countries as a testament to the growing mutual trust and friendship between the two blocs. KUALA LUMPUR: ASEAN member states have expressed grave concern over the continued war in Gaza and the Middle East, according to the Chairman's Statement issued today following the conclusion of the 46th ASEAN Summit. Highlighting the dire humanitarian situation in Gaza, the leaders of the regional bloc strongly condemned all attacks against civilians and civilian infrastructure, which have resulted in immense number of casualties, particularly innocent women and children. 'We called on all parties to protect civilians and adhere to international law, including international humanitarian and human rights law as well as the Provisional Orders of the International Court of Justice (ICJ) in 2024. 'We commended the efforts of ASEAN member states in delivering humanitarian assistance and called on all ASEAN members and external partners to continue facilitating such aid,' said the statement. They also affirmed their support for the United Nations (UN) Relief and Works Agency for Palestinian Refugees (UNRWA) and emphasised the need for full resumption of unimpeded, rapid, safe, and sustained humanitarian access, including through expanded capacity at border crossings and by sea. ASEAN also urged all concerned parties to pursue meaningful dialogue towards a comprehensive, just and lasting resolution based on the two-state solution, in line with international law and relevant UN resolutions. Meanwhile, they also expressed grave concern over the surge in North Korea's intercontinental ballistic missile testing and ballistic missile launches and the increased tension in the Korean Peninsula, which are a worrisome development that threatens peace and stability in the region. They urged the country to de-escalate tensions and called on all concerned parties to resume peaceful dialogue, including creating a conducive environment towards the realisation of lasting peace and stability in a denuclearised Korean Peninsula. 'We stressed the importance of continued peaceful dialogue among all parties concerned in order to realise lasting peace and stability in a denuclearised Korean Peninsula,' it said. Regarding Ukraine, the statement said, as for all nations, ASEAN member states continued to reaffirm their respect for sovereignty, political independence, and territorial integrity. Reiterating their call for compliance with the UN Charter and international law, they called for a swift end to the conflict and further urged a lasting peace between Ukraine and Russia. The 46th ASEAN Summit, held under Malaysia's 2025 Chairmanship on May 26 and 27 with the theme 'Inclusivity and Sustainability', successfully concluded today. In conjunction with the summit, two pivotal high-level engagements – the 2nd ASEAN-GCC Summit and the inaugural ASEAN-GCC-China Summit – had been convened, serving as strategic platforms to advance regional and inter-regional cooperation.

In his remarks at the opening of the summit in Kuala Lumpur, Anwar said the two parties had made rapid strides forward on their three key pillars of cooperation - political-security, economic and socio-cultural - since its inaugural summit two years ago, but this must now be strengthened to face new developments in global affairs. "I believe the ASEAN-GCC partnership has never been more important than it is today, as we navigate an increasingly complex global landscape marked by economic uncertainty and geopolitical challenges. ASEAN and the GCC have the means and the responsibility to rise as anchors of stability and engines of future growth," he said. "A stronger ASEAN-GCC relationship will be key to enhancing inter-regional collaboration, building resilience and securing sustainable prosperity for our peoples," he said, adding that members of the two groupings must translate their shared vision into concrete and impactful cooperation. For his part, Crown Prince of Kuwait Sheikh Sabah Al-Khaled Al-Sabah said the two active groups on the global stage are convening, each possessing enormous geographic, demographic and strategic strengths, which qualify them to be influential players and undertake important roles amidst the accelerating global economic transformations. "The GCC was ASEAN's 7th largest trading partner in 2023, with a total trade volume of $130.7 billion. We anticipate this to grow by 30 percent, reaching $180 billion by 2032. The investment potential between both sides is vast," said the crown prince, whose nation holds the current rotating presidency of the GCC. "We therefore emphasize the importance of continuing to strengthen cooperation in economic, trade, investment and technical fields. We look forward to achieving positive outcomes in the ongoing negotiations for a free trade agreement between both sides, which will boost investment opportunities and support regional supply chains," he added. The summit brings together member states of ASEAN and GCC, which first met in this format in Saudi Arabia's capital, Riyadh, in 2023. During the first summit, leaders of ASEAN and GCC countries adopted a joint statement to lay the foundation to upgrade and develop their partnership and welcomed the ASEAN-GCC Framework of Cooperation (2024-2028), which outlines measures and cooperation activities to be jointly undertaken. These include specific targets in fields such as food security, renewable energy, innovation, adaptation to climate change, and combating terrorism and violent extremism. On the same day, Anwar said at a press conference that Southeast Asian countries have reached a consensus to have an understanding on how to approach U.S. trade tariffs. The leaders had agreed that decisions should not be taken at the expense of any other country, and in proceeding with bilateral trade negotiations with Washington, they agreed not to harm other ASEAN partners, Anwar added.
