Compensation advice over PTSD caused by Afghan war
Is it too late to claim compensation from the military for PTSD caused by Afghan war? Q: My husband and I were on the brink of divorce, but after having counselling that revealed he is suffering from PTSD I have decided to stay and support him. He served in the armed forces in Afghanistan, finishing his last tour in 2010. Afterwards he was a different person, withdrawn, unstable, prone to violent outbursts over nothing. Over the years things have got worse and, on occasions, he has hit me. I begged him numerous times to get help but he wouldn't accept anything was wrong with him until I said I was leaving. Now he has a diagnosis I feel angry, and I believe we should get compensation for what he went through. He says he would have needed to apply within seven years. Is this right? A: Whilst the Armed Forces Compensation Scheme (AFCS) generally requires compensation to be claimed within seven years, delayed-onset PTSD is recognised and therefore does not necessarily negate the potential for making a claim after that time. In fact, there is evidence of a significant number of veterans who have experienced delayed symptoms and diagnoses, which often get worse after they have left the disciplined environment of the military. The AFCS provides compensation regardless of fault, meaning your husband could claim compensation for his PTSD, even if this was not caused by negligence on the part of the MOD. Delhi govt likely to roll out 'Saheli Smart Card' on August 15, Independence Day
New Delhi [India], July 8 (ANI): The Delhi Government is set to roll out the 'Saheli Smart Card' for women and transgenders in Delhi. The scheme is expected to be rolled out by August 15. Women and transgender persons residing in Delhi aged 12 and above will be able to travel free of cost on DTC and cluster buses. The digital 'Saheli Smart Card' will be issued under the NCMC (National Common Mobility Card) framework. It will replace the existing pink tickets and will require activation through the AFCS (Automatic Fare Collection System), told a senior official. He further added, 'EOI in papers for empanelment of banks for this purpose has been issued and hopefully it will be rolled out by 15th August.' Under this scheme, registration of women and transgender on the DTC portal and KYC at the bank will be mandatory. The beneficiary will have to submit certain documents that include Aadhaar, PAN, proof of residence, photograph, etc. The card will be delivered by post; in case of loss, a duplicate can be issued. Under the smart card, travel will be free, though banks might charge a nominal fee. The pink ticket system for free travel in DTC and Cluster buses in Delhi was introduced on October 29, 2019, by the AAP government on the occasion of Bhai Dooj festival. It was started as an initiative to encourage safe and accessible public transport for women and transgender persons. 'In 2022, free travel for women via Pink tickets contributed to nearly 32 per cent of the total number of passengers travelling in a month,' according to a source. 'In 2019-20, Delhi buses had a ridership of more than 160 crores. Due to COVID in the years 2020 and 2021, it dropped to 71 crores in 2020-21, slightly recovering to 93 crores in 2021-22. Since April 2022 till today, it has reached nearly 125 crores, almost 75 per cent of the pre covid numbers,' the statement added. However, on March 29, the Bharatiya Janata Party-led government had claimed that the scheme had been mismanaged, along with the whole Delhi Transport Corporation, which led to a loss of Rs 70,471 crore. TGSRTC embraces digital future for enhanced convenience to public
Hyderabad: Telangana Transport Minister Ponnam Prabhakar emphasised that the Telangana State Road Transport Corporation (TGSRTC) is advancing towards delivering enhanced and high-quality services to the public by embracing modern technology. The Minister highlighted that RTC personnel are now offering quicker services with the implementation of the Automatic Fare Collection System (AFCS) in Hyderabad. On Monday, Minister Ponnam Prabhakar conducted an inspection of the Musheerabad depot alongside TGSRTC MD, VC Sajjanar. He took the time to personally review the execution of the Intelligent Transport Management System (ITMS) and digital payment systems as part of the AFCS initiative. The conductors demonstrated to him the simplicity and efficiency of this system at the operational level. The Minister stressed that the TGSRTC is introducing innovative reforms that are unmatched anywhere else in India. He highlighted that the Mahalaxmi free travel initiative for women, proudly launched by the state government, is significantly benefiting the RTC financially. 'The RTC has issued 191 crore zero tickets to date, resulting in a remarkable saving of Rs 6,300 crore for women,' he stated. Ponnam Prabhakar expressed his satisfaction regarding the implementation of the AFCS in RTC buses across Hyderabad. 'For the past three months, the RTC has been successfully implementing AFCS in its buses. On average, 20 per cent of passengers are utilising this service daily. The RTC plans to extend this system to all buses soon,' said Ponnam Prabhakar. The Minister also announced plans to extend RTC services to new residential colonies within the Outer Ring Road (ORR) to improve last-mile connectivity. New bus routes will be introduced to make public transport more accessible and commuter-friendly.

Telangana State Road Transport embracing tech-driven reforms: Minister Prabhakar
Hyderabad, June 30 (UNI) Telangana Transport and BC Welfare Minister Ponnam Prabhakar today said the state-run Telangana State Road Transport Corporation (TGSRTC) is progressing rapidly by integrating cutting-edge technology to deliver faster and quality services to the public. During an inspection visit to the Musheerabad depot, accompanied by RTC Managing Director VC Sajjanar, the Minister reviewed the implementation of the Automatic Fare Collection System (AFCS), which includes ITMS and digital payment facilities. Conductors demonstrated the ease of using the system on the ground. Expressing satisfaction, the Minister said, 'AFCS has been operational for the last three months in Hyderabad, with 20 per cent of passengers using it daily. We aim to expand this system across all buses soon.' He highlighted that Telangana is leading in modern reforms in public transport, unlike any other state. He further noted that the state government's flagship Mahalakshmi Free Travel Scheme for women has not only empowered women but also provided financial stability to RTC. So far, 191 crore zero-fare tickets have been issued, saving women approximately Rs 6,300 crore. The Minister announced that all-electric buses would soon operate within the Outer Ring Road, and public transport services would be extended to newly developed colonies. Citizens were encouraged to contact RTC officials to facilitate service expansion. TGSRTC MD VC Sajjanar shared that digital innovations are being rolled out, including QR code-based ticketing, WhatsApp ticket booking, and digital bus pass facilities.
