Transport department employees' union warns of Statewide stir from August 27 over pending dues, land row

Leaders of the Andhra Pradesh Public Transport Department (APPTD–APSRTC) Employees Union have renewed their demand for the resolution of long-pending staff grievances and issued an ultimatum to the State government: address the issues by August 27 (Vinayaka Chaviti) or face a united, Statewide protest along with other public transport unions. In a statement on Wednesday, Employees Union State president P. Damodara Rao and general secretary G.V. Narasayya said that the problems of RTC employees—merged into the government service five years ago—were worsening by the day. They alleged that leave encashment dues for retired employees and the families of those who died in service have been pending since 2022. Gratuity payments have not been cleared since December 2024, while the 11th PRC arrears for 24 months, pending Dearness Allowance, and four additional DA instalments remain unpaid. The leaders also criticised the inordinate delay in promotions, saying none had been granted in the past five years. They recalled that the union had organised Statewide protests on July 4 and 5, but the government had remained unresponsive. On another contentious issue, the union opposed the government's decision to hand over prime APSRTC land in the heart of Vijayawada—estimated to be worth ₹400 crore—to the UAE-based LuLu Group for the construction of a shopping mall. Union leaders said meetings have been held in 20 districts to build support for a sustained agitation, with sessions in the remaining six districts scheduled for August 17 to finalise their strategy. They warned that if the government failed to respond by Vinayaka Chaviti, the employees would launch a massive, Statewide protest.

Public transport employees' union demands recruitment of staff, new buses

Andhra Pradesh Public Transport Department (AP PTD) Employees' Union on Friday urged the State government to approve recruitment of 10,000 staff and purchase 3,000 new buses for smooth implementation of the promised free bus travel scheme for women from August 15 in the State. Speaking at a dharna organised at Pandit Nehru Bus Station in Vijayawada as part of a State-wide protest, the Union's State president P. Damodar Rao raised concern over the 'inordinate delay' in implementing promotions of the employees. He said 3,000 RTC employees were eagerly waiting for promotions for the last six years and urged Chief Minister N. Chandrababu Naidu to approve the same. He also urged the government to appoint 12th Pay Revision Commission and announce Interim Relief for the employees. The Union's zonal secretary Y. Srinivasa Rao said that the electric buses proposed to be procured by the government should be operated by the AP PTD staff. He also asked the government to release the pending 24 months arrears under the 11th PRC and arrears of DA. The Union's State secretary T.V. Bhavani demanded immediate payment of gratuity and leave encashment for the retired and deceased employees of the department and also revival of the medical facilities through referral hospitals, as was provided prior to the merger of the APSRTC with the government. The Union's State secretary and State Maintenance Committee convener N.C.H. Chakravarthi, organising secretary S.K. Mohiddin, NTR district secretary Sagar, Vijayawada depot secretary Radhakrishna and others participated.

Public transport wing employees union to stage protests on July 4, 5

Leaders of the Andhra Pradesh Public Transport Department (AP PTD) Employees Union on Monday announced their decision to stage a State-wide protests on July 4 and 5, in support of their demand for promotions to lower-level employees. In a statement, the union's State president P. Damodar Rao and general secretary G. V. Narasayya said: 'On July 4 and 5, employees across 129 depots and four workshops will participate in lunch-hour gate meetings and dharnas, wearing red badges, during duty hours.' The merger of the AP State Road Transport Corporation (APSRTC) with the government in 2020 had raised their hopes for a fair deal, but over the last six years the employees continue to wait for promotions. They said that many eligible employees had retired without promotions and several attempts by the union to draw the government's attention to the issue failed to yield any result. The union leaders also demanded payment of arrears of 24 months related to the 11th PRC, clearance of the pending DA arrears and raised 30 other long-standing issues demanding their immediate resolution.

RTC staff to stage protests across state on July 4 & 5

APPTD leaders submit a representation to transport commissioner and RTC MD with a list of demands which include promotions to 3,000 RTC employees, recruitment of 10,000 new staff, release of pending DA arrears and 11th PRC arrears, implementation of Retired Employees Medical Scheme among others The Andhra Pradesh Public Transport Department (APPTD) Employees' Union announced on Tuesday that it will stage statewide protests and conduct gate meetings at all 129 RTC depots on July 4 and 5. These demonstrations are a protest against the government's and RTC management's inaction in resolving their pending problems. RTC employees plan to wear red badges at the depots to express their discontent. The decision came during the APPTD state executive body meeting here, where the union discussed its long-standing grievances. The union's state meeting urged the government to immediately resolve critical issues affecting thousands of RTC employees across the state. Union leaders submitted a representation to APPTD commissioner and APSRTC vice-chairman and managing director Ch Dwaraka Tirumala Rao, detailing their demands and asking the RTC management to address them. APPTD Employees' Union president Palisetty Damodara Rao and general secretary G V Narasaiah raised several key demands. They stated that 3,000 RTC employees have been waiting for promotions for over six years and urged the RTC management to secure approval from the state government to grant these promotions. They also pressed the RTC to obtain government approval to recruit 10,000 new staff in the APSRTC and to purchase new buses. This recruitment and fleet expansion, they noted, are essential to support the implementation of the free travel facility for women from August 15, 2025, onwards. The union has also sought release of pending DA arrears and 11th PRC arrears, and immediate settlement of retirement benefits for employees, including the immediate disbursement of gratuity and leave encashment to retired personnel. Furthermore, they demanded that the RTC management implement the Retired Employees Medical Scheme (REMS) according to guidelines issued by the CEO of NTR Vaidya Vidhana Parishat Trust. They also insisted that the RTC procure electric buses directly and hand them over to APSRTC, thereby avoiding the leasing of depots to private operators. Finally, the union urged the RTC to train existing RTC staff to operate new electric buses, restore referral hospital-based medical services under the old system, offer alternative posts to medically unfit employees, and implement pending compassionate appointments.

Approve pending promotions: transport staff union to A.P. govt.

A.P. Public Transport Department (APPTD) Employees' Union state committee leaders on Wednesday (May 28) urged the government to approve the promotion of RTC employees, which, they said, has been pending for the past six years. The union's State president P. Damodar Rao and general secretary G.V. Narsayya, along with Andhra Pradesh JAC-Amaravati chairman Bopparaju Venkateswarlu, submitted a representation in this regard to Principal Secretary to the Chief Minister Muddada Ravichandra. They said nearly 3,000 RTC employees have been awaiting promotions for over six years. Citing nearly 11,000 vacancies in the department, they said the government should permit APSRTC to recruit staff and purchase new buses to improve the public transport infrastructure. Their other demands included payment of arrears for 24 months under the 11th Pay Revision Commission (PRC) and clearance of the pending gratuity and leave encashment of retired employees. They also wanted the government to operationalise the Retired Employees Medical Scheme (REMS) and requested NTR Trust CEO to formalise its procedures and guidelines. Seeking alternative employment to staff declared medically unfit, they wanted the officials to initiate the pending appointments on compassionate grounds without further delay. They also sought job security for the outsourced workers in the department. Insisting on immediate implementation of the 12th PRC, they demanded that the authorities announce an interim relief immediately.
