Renfrewshire Council can now call upon app to tackle antisocial behaviour in area

The technology allows users to collect and submit noise recordings, diary sheets and videos. Renfrewshire Council can now call upon an app as a tool for its tenants to report antisocial behaviour (ASB) after a pilot took place earlier this year. ‌ The technology – which allows users to collect and submit noise recordings, diary sheets and videos – is not intended as a standalone measure but to bolster other resources. ‌ Evidence could be used to strengthen investigations but the council has stressed it is not a replacement for the agencies that are available to tackle the problem. ‌ A report to next Tuesday's communities and housing policy board provided an update on the initiative and explained how it is likely to be used. It said: "The ASB App is a digital method of reporting and recording antisocial behaviour in real time and offers an additional means of reporting, particularly outwith office hours. "This is not a standalone tool but is intended to complement existing resources and appropriate evidence can be used to strengthen investigations nor is it a replacement for agencies that are available to witness and tackle antisocial behaviour in the communities e.g. Police Scotland, community safety wardens, noise enforcement officers. "Housing services, following the initial pilot, can now offer use of the antisocial behaviour app (the ASB app) to our tenants across Renfrewshire. Cases are assessed on an individual basis with strict criteria applied for use of the app. "Housing officers will consider whether there are ongoing issues that have been slow to resolve, whether the layout of the building would restrict the number of potential witnesses and if neighbours are unwilling to offer corroboration, for a variety of reasons." Each of the area housing teams has a trained "super-user" who will support council officers using the app. Guidance has been issued on criteria, managing expectations and handling audio and visual images. The report added: "As the local housing area teams are now using the ASB app at an operational level, the council's website has been updated to reflect this, thus ensuring we are being transparent and using the system overtly. "A demonstration of the ASB app for elected members will be September 8."

A six-week pilot of the technology took place earlier this year. An app trialled by Renfrewshire Council for the reporting of antisocial behaviour has received "mixed feedback" from officers and residents. A six-week pilot of the technology, which allows users to collect and submit noise recordings, diary sheets and videos, took place earlier this year. ‌ The test period was welcomed by elected members, including Councillor Jamie McGuire, a Labour representative for Renfrew North and Braehead, who previously said it marked an "important step" in tackling the problem. ‌ A report to the communities and housing policy board on Tuesday provided an update on the trial and what the local authority learned during the process. The paper, authored by Gordon McNeil, director of environment, housing and infrastructure, said: "A pilot project to test the use of the 'ASB App' has recently concluded. "The app provides additional functionality, it is an all-round tool which enables users to collect and submit noise recordings, diary sheets and videos at the time of an incident. "The app is available across all app stores and where a user cannot access the app for any reason a web-based version is available. "It is not intended to replace the traditional methods, which are still available, including telephone, email, in writing and in person as requested, as an addition to existing ways of reporting antisocial behaviour. "There was mixed feedback from officers and customers on ease of use of the app. ‌ "Comments ranged from customers liking the accessibility of the app and feeling that we were taking their complaints seriously to others feeling disappointed that their expectations are raised when submitting information via the app, expecting a guaranteed result due to information being submitted. "Whilst the information may assist in investigations, like all other forms of information, it may not always result in action being taken or resolution of issues that exist. "Based on this feedback, work is progressing to further develop communications and guidance for customers and staff on processes and expectations." ‌ It has already been confirmed there were no additional costs linked with the six-week pilot phase. Looking forward, the report added: "Training will be rolled out over the next few months, with a view to extending access to customers engaging with the housing service in relation to antisocial behaviour across all areas. "When use of the app is extended across the areas, a demonstration will be arranged and invites issued to elected members."
