ED curbs tenure of special director Satyabrata Kumar
New Delhi: The Appointments Committee of the Cabinet has approved the curtailment of the deputation tenure of Satyabrata Kumar, Special Director of Enforcement at the Directorate of Enforcement (ED), and his immediate repatriation to his parent cadre, the Central Board of Indirect Taxes and Customs. This decision marks the end of Kumar's extended tenure at the ED, where he has served for over eleven years. Kumar, a 2004-batch officer of the Indian Revenue Service (Customs and Indirect Taxes), initially joined the ED in 2013 as a Joint Director in Mumbai. Over the years, he played a pivotal role in investigating several high-profile financial crimes, including the Rs 12,500-crore Punjab National Bank fraud involving fugitive diamantaires Nirav Modi and Mehul Choksi, the Rs 9,200-crore bank loan fraud linked to liquor baron Vijay Mallya, and terror-financing cases associated with deceased narcotics trafficker Iqbal Mirchi. His expertise in handling complex economic offenses earned him a reputation as a formidable investigator. Despite an earlier attempt by the Finance Ministry to repatriate Kumar in 2019, his transfer was swiftly revoked by then-ED Director SK Mishra, under whom Kumar was considered a trusted officer. In 2022, he was granted an extension to continue serving in the ED until October 2026. However, the latest directive has prematurely ended his tenure, approximately seventeen months ahead of schedule. Officials speculate that Kumar's return to his parent cadre may be linked to an important assignment requiring his investigative acumen.

Govt extends tenure of Punjab & Sind Bank MD till Feb 2027
The government on Monday extended the tenure of incumbent Punjab & Sind Bank MD and CEO Swarup Kumar Saha till February 2027. Saha was initially appointed as MD and CEO of the bank for three years. He assumed the charge as MD & CEO of Punjab & Sind Bank on June 3, 2022. According to a notification issued by the Department of Financial Services , the government has extended the tenure of Saha as MD and CEO of Punjab & Sind Bank beyond his currently notified term which was ending on June 2, 2025 till the date of his superannuation that is February 28, 2027 or until further order. The notification comes following the approval of the Appointments Committee of the Cabinet (ACC) headed by Prime Minister Narendra Modi. For the fourth quarter ended March 2024, Punjab & Sind Bank had reported over two-fold jump in net profit at Rs 313 crore, as against Rs 139 crore in the year-ago period. Live Events During the quarter, the bank's total income increased to Rs 3,836 crore, from Rs 2,894 crore a year ago. Interest income grew to Rs 3,159 crore in the reported quarter, from Rs 2,481 crore in the fourth quarter of FY24. Net Interest Income (NII) in the reported quarter also improved to Rs 1,122 crore, from Rs 689 crore in the same period a year ago. PTI

Centre appoints Haryana officer in BBMB, Mann says ‘arbitrary'
The Appointments Committee of the Union Cabinet has appointed BS Nara, a chief engineer-rank officer from Haryana, as a member (irrigation) of the Bhakra Beas Management Board (BBMB) amid the ongoing dispute over water-sharing between Punjab and Haryana. Punjab has Engineer Jagjeet Singh as a member (power) of the BBMB. Punjab Chief Minister Bhagwant Mann, however, criticised the Centre for making 'arbitrary' appointments to the BBMB, and said, 'The high-handedness of the central government in these issues will not be tolerated at any cost.' Batting for the reconstitution of the BBMB, Mann said, 'The voting rights of any state should be ascertained according to its share in the board. Punjab has a 60 per cent share in BBMB, but its vote share is equal to Haryana and Rajasthan, which together have a 40 per cent share. This is ridiculous, because states with 40 per cent share can anytime decide the state which is having 60 per cent share,' the Punjab CM said. Mann said, 'Punjab has no surplus water to share with any state, and any decision which harms the interests of the state is not acceptable. So, there is no question of sharing even a drop of water with any other state.' The central government, in an order issued on Monday, stated that the Appointments Committee approved a proposal from the Union Ministry of Power to appoint Nara to the BBMB for six months, or until a regular appointment is made, or until further orders, whichever comes earlier. Nara, a chief engineer-rank officer serving the BBMB, will now take on the additional responsibility of member (irrigation). According to Haryana government officials, the BBMB irrigation member post had been lying vacant for a long. The BBMB management includes a chairperson and two whole-time members — conventionally from the partner states of Punjab and Haryana — designated as the member (power) and the member (irrigation), respectively. There is a representation from each member state, including Rajasthan and Himachal Pradesh, as nominated by the respective state governments. In 2022, the Centre issued a notification amending the BBMB Rules (1974), modifying the criteria for the selection of whole-time members of the board. The revised rules introduced technical qualification requirements for appointments, enabling the selection of members from across the country, rather than restricting appointments to Punjab and Haryana. Political leaders from both states, cutting across party lines, strongly opposed the amendment. Punjab Engineer Jagjeet Singh assumed the charge as member (power), BBMB, in July 2024. The appointment of the BBMB member (irrigation) follows a heated political debate between Punjab and Haryana. Noting Haryana's 'marginalised representation' on the BBMB, former chief minister Bhupinder Singh Hooda had earlier criticised the BJP-led government at the Centre and the state, alleging that they 'failed to protect Haryana's interests' in the BBMB water dispute. 'Today, Punjab officials occupy all key positions on the BBMB, and there is no one advocating for Haryana, which, as a result, is suffering,' Hooda said. The Punjab CM said, 'During the previous regimes, the leaders used to share water with Haryana and other states for their vested interests. Now, this practice is totally unacceptable as Punjab needs water for its irrigation needs. Due to robust infrastructure upgraded by the state government, Punjab now needs more water for canal irrigation as compared to the past.' — With PTI

Tapan Deka gets 1-year extension as Intelligence Bureau chief
New Delhi, May 20 (UNI) The Union Government has extended the tenure of Tapan Kumar Deka, IPS (HP:1988), as Director of the Intelligence Bureau (IB) by one year beyond June 30, 2025, or until further orders. A formal notification issued by the Secretariat of the Appointments Committee of the Cabinet on Tuesday confirmed the extension. The decision to continue his service beyond the superannuation age comes under the relaxation of Fundamental Rule 56(d) and Rule 16(1A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958. Deka, who hails from the Himachal Pradesh cadre, is known for his extensive counter-terrorism experience and has served in several high-profile internal security assignments over the years. He was appointed as Director, IB, in June 2022 and is now poised to complete four years at the helm. This is the second consecutive year the government has granted an extension to Deka, reaffirming its trust in his leadership during a sensitive time for national security. With this, Deka joins a rare league of senior intelligence officials to have received such an extension, a distinction earlier granted to the current CBI Director Praveen Sood, also from the Himachal cadre. Deka becomes the second top officer from Himachal Pradesh to hold a pivotal post in India's internal security framework at this level. The notification, issued by Manisha Saxena, Secretary, Appointments Committee of the Cabinet, has been circulated to all top constitutional offices and ministries, including the Cabinet Secretariat, Prime Minister's Office and the Ministry of Home Affairs. Govt extends tenure of IB chief Tapan Kumar Deka by one year
New Delhi, May 20 (UNI) The government on Tuesday extended the tenure of senior Indian Police Service (IPS) officer Tapan Kumar Deka as Director of Intelligence Bureau for one year. According to the Appointments Committee of the Cabinet, the tenure of Deka, a 1988 batch officer of the Himachal Pradesh Cadre, has been extended for a period of one year, beyond June 30 or until further orders, whichever is earlier. This is in relaxation of the provisions of FR 56 (d) and Rule 16 (1A) of All India Services (Death cum retirement Benefits) Rules, 1958, the statement issued by the Appointments Committee said.
