Centre appoints Haryana officer in BBMB, Mann says ‘arbitrary'

The Appointments Committee of the Union Cabinet has appointed BS Nara, a chief engineer-rank officer from Haryana, as a member (irrigation) of the Bhakra Beas Management Board (BBMB) amid the ongoing dispute over water-sharing between Punjab and Haryana.
Punjab has Engineer Jagjeet Singh as a member (power) of the BBMB.
Punjab Chief Minister Bhagwant Mann, however, criticised the Centre for making 'arbitrary' appointments to the BBMB, and said, 'The high-handedness of the central government in these issues will not be tolerated at any cost.'
Batting for the reconstitution of the BBMB, Mann said, 'The voting rights of any state should be ascertained according to its share in the board. Punjab has a 60 per cent share in BBMB, but its vote share is equal to Haryana and Rajasthan, which together have a 40 per cent share. This is ridiculous, because states with 40 per cent share can anytime decide the state which is having 60 per cent share,' the Punjab CM said.
Mann said, 'Punjab has no surplus water to share with any state, and any decision which harms the interests of the state is not acceptable. So, there is no question of sharing even a drop of water with any other state.'
The central government, in an order issued on Monday, stated that the Appointments Committee approved a proposal from the Union Ministry of Power to appoint Nara to the BBMB for six months, or until a regular appointment is made, or until further orders, whichever comes earlier.
Nara, a chief engineer-rank officer serving the BBMB, will now take on the additional responsibility of member (irrigation).
According to Haryana government officials, the BBMB irrigation member post had been lying vacant for a long.
The BBMB management includes a chairperson and two whole-time members — conventionally from the partner states of Punjab and Haryana — designated as the member (power) and the member (irrigation), respectively.
There is a representation from each member state, including Rajasthan and Himachal Pradesh, as nominated by the respective state governments.
In 2022, the Centre issued a notification amending the BBMB Rules (1974), modifying the criteria for the selection of whole-time members of the board.
The revised rules introduced technical qualification requirements for appointments, enabling the selection of members from across the country, rather than restricting appointments to Punjab and Haryana.
Political leaders from both states, cutting across party lines, strongly opposed the amendment.
Punjab Engineer Jagjeet Singh assumed the charge as member (power), BBMB, in July 2024.
The appointment of the BBMB member (irrigation) follows a heated political debate between Punjab and Haryana.
Noting Haryana's 'marginalised representation' on the BBMB, former chief minister Bhupinder Singh Hooda had earlier criticised the BJP-led government at the Centre and the state, alleging that they 'failed to protect Haryana's interests' in the BBMB water dispute.
'Today, Punjab officials occupy all key positions on the BBMB, and there is no one advocating for Haryana, which, as a result, is suffering,' Hooda said.
The Punjab CM said, 'During the previous regimes, the leaders used to share water with Haryana and other states for their vested interests. Now, this practice is totally unacceptable as Punjab needs water for its irrigation needs. Due to robust infrastructure upgraded by the state government, Punjab now needs more water for canal irrigation as compared to the past.'

The foreign ministers of the Central Asian nations reaffirmed their support also for a permanent membership of India in an expanded UN Security Council. A joint statement unveiled at the end of the deliberations said the ministers 'unequivocally condemned the terrorist attack in Pahalgam' and resolved to fight against terrorism in all its forms. They reiterated that using terrorist proxies for cross-border terrorism, terror financing, dissemination of a radical ideology and abuse of cyberspace to spread disinformation goes against the basic principles of humanity and international relations, it said. 'They stressed that perpetrators, organisers, financiers and sponsors of terrorist acts must be held accountable and brought to justice,' the statement said. 'In this context, they called for early adoption of the UN Comprehensive Convention on International Terrorism. They stressed the need to strengthen UN-led global counter-terrorism cooperation and fully implement the relevant UNSC resolutions, global counter-terrorism strategy and FATF standards,' it said. The ministers also called for a 'peaceful and stable' Afghanistan, free from terrorism, war and drugs. 'They stressed the need to stand by the people of Afghanistan.' 'The ministers agreed to continue close coordination and consultations on matters related to Afghanistan,' the statement noted. The conclave also extensively deliberated on boosting connectivity in the region. 'The sides agreed to continue engagement for further developing the transit and transport potential of their countries, through simplification and streamlining of goods transit procedures,' the joint statement added. The ministers also emphasised optimum usage of the International North-South Transport Corridor (INSTC) to enhance connectivity between India and the Central Asian countries. The INSTC is a 7,200-km-long multi-mode transport project for moving freight among India, Iran, Afghanistan, Armenia, Azerbaijan, Russia, Central Asia and Europe. India has been supporting the project. 'They stressed that connectivity initiatives should be based on the principles of transparency, broad participation, local priorities, financial sustainability, respect for sovereignty and territorial integrity of all countries,' the statement said. 'India reiterated its support for the membership of Turkmenistan and Uzbekistan in INSTC. In this context, ministers appreciated the initiative taken by Kazakhstan to develop the eastern branch of INSTC,' it said. In his opening remarks at the conclave, Jaishankar appreciated the Central Asian states for standing by India following the Pahalgam terror attack. India would be a 'trusted development partner' for Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, he said. 'I appreciate that your countries stood by India and condemned the heinous terrorist attack that took place in April in Pahalgam,' he said. Jaishankar said India 'deeply cherishes' its millennia-old civilisational and cultural ties with Central Asia. The external affairs minister said the cooperation between India and Central Asia received a 'quantum boost' following Prime Minister Narendra Modi's back-to-back visits to all five countries in the region in July 2015. 'Today, we are well-connected by multiple direct flights. Our enhanced connectivity facilitates greater two-way tourist flows and businesses,' he said. Saini also earmarked ₹50 crore for urban infrastructure in Sector 21 and Transport Nagar, including parking, sewerage, water supply and stormwater drainage. Additional funds include ₹37.5 crore for repairing eight roads spanning 37.5 km and ₹40.1 crore to renovate 26 roads totalling 54.5 km. "MPPSC (Madhya Pradesh Public Service Commission) has now become a corruption recruitment department," Patwari said. "Fake candidates were made to sit in the constable recruitment exam through solver gangs. So far, 16 FIRs have been registered, but no concrete action seems to have been taken. Earlier, the same pattern has been seen in the Patwari recruitment, primary teacher recruitment, and many other recruitment examinations," he said. He argued that lakhs of youth in the state dream of govt jobs and toil night and day for it. "But this govt is busy digging the grave of their dreams. I want to ask the govt - why are the children and youth being strangled? Will the hard work of the youth now be sacrificed to conspiracies?" Patwari asked. "From Vyapam to constable recruitment, it is an endless series of corruption. Till when will the MP govt put the future of the youth at stake?" he asked. Recalling the Vyapam recruitment scam, the Congress chief said, "Not only did a scam take place, but justice was murdered. When the daughters of the country are unsafe, when the future of the youth is in the dark, when the recruitment system is in the hands of mafias, then it is the responsibility of the opposition to raise its voice and get justice for the people." Besides, Patwari asked who is taking the salaries of the 50,000 missing govt employees over the past two decades. He claimed that 50,000 govt employees did not withdraw their salaries amounting to Rs 250 crore this year. "Fifty thousand employees of the state govt have gone missing. More than Rs 250 crore in salary is not being withdrawn by these employees. The govt has appointed a commission for this and asked to find the missing employees," Patwari said. "The state has 4.5 lakh employees, and the govt is trying to track 50,000 of them. This is a huge financial and administrative chaos. Now there is no one to take the salary, so in the last 22 to 25 years, who was taking this money of Rs 500 crore per year? It is an amount as big as Rs 12,500 crore that has been taken, but by whom." He said the state govt was continuously taking loans. "We have again taken a loan of Rs 450 crore. The people of the state need to awaken; they (BJP govt) have made govt employees disappear and have been taking their salaries for years. The BJP govt has made unique scams in the state – a Chambal scam, a snake bite scam, there are 42 different scams that have hit the state under BJP rule.
