Spirit of unity among Telugus paramount: CM

Hyderabad: Chief Minister N. Chandrababu Naidu, while affirming that the Telugu community held a unique position in the country, urged leaders from the Telugu states to jointly work with a spirit of unity and togetherness to take Telugu to number one position in the country's growth. He was addressing a gathering at the release of the Telugu version of Haryana Governor Bandaru Dattatreya's autobiography 'Prajala Kathe Naa Atmakatha' (The story of the people of Telangana is my autobiography) here on Sunday. Naidu recalled that Telangana was previously part of the Nizam State, while Andhra Pradesh was under the Madras Presidency. Initially, both regions were united as Andhra Pradesh. Eventually, they became two separate states: Telangana and Andhra Pradesh. However, he emphasized the importance of unity, stating that "Telugu jathi okkate" (Telugus are one) should always be our guiding principle. He noted that while political parties may have differing opinions and some leaders may have delivered effectively during their tenure, the spirit of unity among Telugus remained paramount. The country's future looks promising under Prime Minister Narendra Modi. Just as the Jewish diaspora earned a name for itself in the world, "there is a need to take forward the Telugu people into a brighter future." For this, "we need to emulate the spirit of Bandaru Dattatreya," he observed. Striking a note of nostalgia at the event's venue, he recalled how efforts had been made to invite former PM Atal Bihari Vajpayee to inaugurate the HI-TEC City, adding Cyberabad district to the twin cities of Hyderabad and Secunderabad. However, while IT companies were housed in Cyberabad, "Silparamama and Silpakala Vedika were established to showcase the Telugu culture and traditions," he added. Naidu stated that Bandaru Dattatreya had endeared himself to everyone and exemplified the qualities of a true gentleman. The Chief Minister remarked that it took courage for a politician to declare that his story was the story of the people. This statement reflects a deep connection and bond with the community forged over decades of his life's journey. The Chief Minister stated that while Dattatreya might be associated with Hindutva, his true essence embodied the spirit of Bharatiya culture. He exemplified the unity in diversity that characterized our country. This quality had elevated him from an ordinary activist to a national-level leader. Reflecting on Dattatreya's contributions during the Emergency period and his dedicated service as an RSS pracharak during the Diviseema Cyclone, the Chief Minister acknowledged the numerous challenges he had faced throughout his journey. He brought the spirit of unity and diversity, launching the Alai Balai programme to bring leaders of all parties together and made him a friend of all without an enemy in the two Telugu states. His political life will be remembered as an ideal life, he noted. Naidu, recalling the foreward of PM Modi wrote to the book, said he held several positions in the party, MLA, MP, Union Minister, and governor of Himachal Pradesh and Haryana. However, he remained an ordinary worker, he said. Naidu recalled that he had lost count of the letters Dattatreya had written to him when he was the chief minister of united Andhra Pradesh. He earned the rare opportunity to work with great personalities in the Sangh and Vajpayee, Murli Manohar Joshi, LK Advani, M Venkaiah Naidu, Rajnath Singh, and Narendra Modi. However, he remained leading an ordinary life. Further, he noted how Dattatreya worked for the development of Hyderabad. Besides Union Minister Kishan Reddy, Rajya Sabha MP Dr. K Laxman, Tripura Governor, and former BJP state chief Indrasena Reddy contributed to the development of Hyderabad He said that the autobiography of Dattatreya, detailing life experiences of working in the southern and northern India would be an inspiration, setting an example to the people and future generations.

Hyderabad, June 5 (UNI) Telangana Chief Minister A Revanth Reddy will release the autobiography of Haryana Governor Bandaru Dattatreya at a special ceremony to be held at Shilpakala Vedika here on Sunday. The CM will hand over the first copy of 'Prajala Kathe Naa Atmakatha' (the story of the people of Telangana is my autobiography), authored by Bandaru Dattatreya, to former President Ramnath Kovind and Telangana Governor Jishnu Dev Varma, according to Alai Balai Foundation Chairperson Bandaru Vijaya Laxmi on Thursday. A galaxy of national-level personalities including Union Minister and state BJP President G Kishan Reddy, former Vice President M Venkaiah Naidu, Andhra Pradesh Chief Minister N Chandrababu Naidu, former Chief Justice of India N V Ramana, Andhra Pradesh Governor Abdul Nazir, Orissa Governor Dr Kambhampati Haribabu, Tripura Governor N Indrasena Reddy and Union Minister Srinivasa Varma along with a host of intellectuals, community elders and eminent personalities will grace the occasion. Dattatreya, who is one of the tallest leaders of Telangana, coming from a very humble background, held many positions and handled them with diligence, she said. He earned a reputation for himself being the leader of the masses, who effectively and reverentially call him ' Dattanna'. Recounting his 70 years of experiences in multiple domains, he wrote his autobiography, Ms Vijaya Laxmi said. The book highlights Dattatreya's 70-odd years of life and is replete with illustrations, anecdotes and experiences which are highly inspiring and motivating, she said. The book, published by famous Emesco Publishers, is going to unfold unknown facets of history and enliven the known in the narration of which Dattatreya is just the 'Sutradhar'. Hyderabad: Haryana Governor Bandaru Dattatreya on Monday paid tributes to the martyrs of Telangana at the Amaraveerula Sthupam (Martyrs Memorial) located at Gun Park in the city on the occasion of Telangana Formation Day. In a gesture of respect and remembrance, Dattatreya also garlanded the statue of Sardar Vallabhbhai Patel, situated opposite the Telangana Legislative Assembly. He said that he paid tributes and respects to the Telangana martyrs and Sardar Patel in reverence for the sacrifices made by the people in the struggle for the formation of Telangana and acknowledged the pivotal role played by national leaders in unifying the nation. Dattatreya extended his best wishes to the people of the state, and said that Telangana's progress is a tribute to the vision and perseverance of its people and leadership.

Decode Politics: Indira Gandhi's favourite yoga guru, and an ashram caught in a row now for 30 years

Last week, Haryana Governor Bandaru Dattatreya sent a Bill passed by the BJP government for the President's assent, essentially meaning that the saga over an ashram started by the once powerful yoga guru Dhirendra Brahmachari in the state will continue for some time. The Aparna Institution (Taking over of Management and Control) Bill pertains to the Aparna Ashram Society in Gurgaon, started by Brahmachari. The Congress claimed it had been vindicated by Dattatreya's move as it had been objecting to the Nayab Singh Saini government's power to legislate regarding the property. However, government officials say that as the Bill relates to charities, charitable institutions and charitable endowments, a subject that comes under the Concurrent List, it needs to be sent for the President's assent. A yoga guru from the 1970s Dhirendra Brahmchari first came into prominence during the 1970s, and quickly rose to popularity and power due to his proximity to the Gandhi family. His jet-setting ways, including a personal aircraft, earned him the moniker of 'the flying swami'. The yoga guru was close to former Prime Minister Indira Gandhi as well as her son Sanjay, with people seeking an audience with the two power centres flocking to Brahmachari's doors. In the early '70s, with Indira in power, Brahmachari registered the name 'Aparna Ashram' with the Registrar of Societies, New Delhi, with 'the purpose of promoting yoga and its research, training and dissemination'. The land for the ashram was purchased using donations, financial grants and assistance from the Central government. Currently, the Aparna Ashram is spread across 24 acres and 16 kanals in the Silokhra village of Gurugram. A property mired in litigation On January 30, 1989, the Haryana government led by Om Prakash Chautala (he belonged to the Haryana Lok Dal, which later became the INLD) issued a notification to acquire the land in Silokhra and adjoining Sukhrali village for public purposes. This also included land and buildings falling under the Aparna Ashram. But Brahmachari approached the Punjab and Haryana High Court, seeking that the notifications be scrapped, in 1990. On June 9, 1994, he died in a plane crash in J&K. Soon after, a dispute arose between two groups over the control of the ashram. Thirty years later, the property remains caught up in multiple litigations. The Bill on the Aparna Ashram Having got a favourable verdict from the Punjab and Haryana High Court on May 29, 2024, to take over the Aparna Ashram, the Haryana government passed an order the next day, announcing the transfer of 24.16 acres to its name. However, this was struck down by a division bench in July 2024. It was after this that the government introduced the Aparna Institution (Taking over of Management and Control) Bill in the ongoing Budget Session, and the Assembly passed it on March 28. Provisions of the Bill The Bill proposes the takeover of the management, control and possession of the society's assets by the government for a minimum 10 and maximum 15 years. An Administrator is to be appointed to carry on the management of the institution on behalf of the state government. CM Saini has defended the Bill saying that while Brahmachari 'wanted to set up a yoga ashram and start medical services', it was now 'being eyed by some people'. 'The government is only trying to protect this land from falling in the wrong hands. This charitable trust has taken financial aid from the Central government multiple times. The government can take over any trust where it has been previously involved,' Saini says. Haryana Industries Minister Rao Narbir Singh claims the land on which the ashram is located 'is estimated to be worth over Rs 100 crore per acre' and might fall into the wrong hands if the government does not intervene. As per government officials, parts of the coveted land have been sold at throwaway prices to private players by the purported authorised representatives of the ashram society. The Opposition's argument The Congress staged a walkout from the Assembly during the passage of the BIll, arguing that the Haryana government could not get involved in the matter as the charitable trust was registered in Delhi. Congress MLA (Rohtak) B B Batra said: 'I said on the floor of the House that the state government was not competent to bring this legislation. I said that this Bill was illegal.' Saini countered this saying 'the land is in Haryana'.

{Dhirendra Brahmchari's Aparna Ashram land} Governor reserves bill for Prez consideration

Haryana governor Bandaru Dattatreya has reserved the Bill passed by the state assembly to take over the management and control of deceased Yoga Guru Dhirendra Brahmchari's Aparna Ashram Society in Gurugram for the consideration of the President. This means that the Bill passed by the state assembly on March 28 would need the assent of the President in terms of Article 201 of the Constitution to become a law. This also means that the state government will have to wait longer to wrest control of the moveable and immoveable assets of the Society. The state government had during the budget session of the assembly introduced the Bill to take over the management and control of the Society in view of the two-decade long litigations between members of the Society. The impending government take-over, which stands deferred now, would have also meant that a high-valued and contentious piece of about 24 acres in Gurugram's Silokhra village (Sector 30) come under government's control. The tract was at the center of a controversy after it was sold at throwaway prices to private companies in December 2020 by the purported authorised representatives of the Society. A May 30, 2024 move of the state government to transfer the ownership of about 24 acres of Gurugram land in government's name (vide mutation number 1949) following May 29, 2024 orders of a single bench of the Punjab and Haryana high court came to naught in July 2024 after a division bench set aside the single bench's order as well as the action taken by the state government in terms of impugned orders. Why the Bill needs President's assent The Aparna Institution (Taking over of management and control) Bill, 2025 deals with Article 31-A of the Constitution (saving of laws providing for acquisition of estates, etc) which provides immunity from the operation of Articles 14 (equality before law) and Article 19 (protection of certain rights regarding freedom of speech, etc) for a law enacted by a state legislature for taking over of the management of a property by the state for a limited period either in the public interest or to secure its proper management. However, the provisions of Article 31-A apply only when such an enactment by the state legislature is reserved for the consideration of the President and receives President's assent. Charitable institutions and endowments fall in Concurrent List Since the Bill passed by the state assembly is related to the subject of charities, charitable institutions, charitable endowments enumerated in entry 28 of the Concurrent List of the Constitution on which both the union and state government have the power to make laws, the governor has to reserve it for the consideration of the President. This is because Article 254 (2) of the Constitution mandates that where a law made by the state legislature with respect to matters enumerated in the Concurrent List contained any provision repugnant to the provisions of a law made by the Parliament then the law made by the state legislature would prevail if it has received President's assent. The Bill proposes takeover of the management, control and possession of the property of the Society for a period of ten years and a maximum of 15 years. An administrator will be appointed to carry on the management of the institution for and on behalf of the state government. Justification for enactment of law to take over assets As per the justification taken by the state government for enacting a legislation to take over the management and control of the Society, the disputing groups of the Society who were involved in multiple litigations were illegally and unauthorisedly trying to sell 24 acres in Gurugram for their personal gains. 'There is every likelihood that the moveable and immoveable properties of the institution may get destroyed which will frustrate the very purpose with which the institution was created. Therefore, for the management, administration, control and regulating the activities of the institution, it is expedient in the public interest to take over the management and control to achieve the aims and objectives of the institution and to fulfil the wish and will of Yoga guru,'' said the statement of objects and reasons of the Bill outlining the rationale for taking over the control of the society.
