Comelec holds mock elections ahead of BARMM parliamentary polls
The Commission on Elections on Saturday conducted mock elections in several areas in Lanao del Sur and Tawi-Tawi in preparation for the BARMM parliamentary polls on October 13. Comelec officials led by Chairperson George Erwin Garcia, other election stakeholders, and the media monitored the conduct of mock polls in Butig, Lanao del Sur, and in Bongao and Simunul in Tawi-Tawi. Voting started at 7 a.m. and ended at 10 a.m. ''Counting and canvassing for the mock elections has officially closed, with the Certificates of Canvass in all levels 100% received at around 11:07 a.m.,'' the Comelec said. Only 73 seats will be up for grabs in the October elections as the seven seats previously allocated to Sulu are considered temporarily vacant. ''These vacancies may be subsequently filled through presidential appointment or as may later be determined by a ruling of the Supreme Court or future legislation from the Bangsamoro Transition Authority (BTA) or the Philippine Congress,'' the Comelec said in a statement on July 15. The Supreme Court upheld the Bangsamoro Organic Law's (BOL) validity in September last year, but it also ruled that Sulu is not a part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Sulu province rejected the ratification of the BOL during the plebiscite in 2019. 'As Sulu rejected the Bangsamoro Organic Law in the plebiscite, it was wrong to include the province in BARMM,' SC spokesperson Camille Ting said then. — VBL, GMA Integrated News

Philippine court stops VP Sara Duterte's impeachment, raising ‘more questions than answers'
The Philippine Supreme Court has derailed the impeachment trial of Vice-President Sara Duterte-Carpio over a procedural flaw, a landmark ruling that legal observers warn avoids the substance of the allegations and risks leaving the public with more questions than answers. Advertisement In a unanimous 15–0 ruling delivered on Friday, the court found that the impeachment complaint endorsed by the House earlier this year violated the 'one-year rule' under the 1987 constitution, which prohibits multiple impeachment proceedings against the same official within a 12-month period. While both chambers of Congress said they would not appeal against the decision, the House of Representatives immediately vowed to refile the impeachment complaint early next year. The full ruling has yet to be released, but court spokeswoman Camille Ting said the justices concluded that due process 'applies during all stages of the impeachment process' and reminded the House that 'there is a right way to do the right things at the right time'. 'Our fundamental law is clear. The end of it does not justify the means,' Ting quoted the court as saying. Supreme Court voids impeachment case vs VP Sara, cites one-year bar
The Supreme Court has declared the impeachment complaint filed against Vice President Sara Duterte as unconstitutional, citing the one-year prohibition on filing successive impeachment cases. In its ruling, the High Court emphasized that the Senate did not acquire jurisdiction over the case due to the procedural safeguard enshrined in the Constitution. 'Therefore, the Senate did not acquire jurisdiction over the impeachment complaint,' SC spokesperson Camille Ting announced in a press briefing. Ting clarified, however, that the decision does not amount to clearing the vice president of all allegations. She explained that the ruling is limited to procedural grounds and does not delve into the merits of the accusations raised in the dismissed complaint. According to the Court's decision, a fresh impeachment case against Duterte may be filed once the one-year period lapses, specifically starting February 6, 2026.

SC, NCR courts suspend work due to bad weather
Acting Chief Justice Marvic Leonen has suspended work in the Supreme Court (SC) and all courts in the National Capital Region due to inclement weather, SC spokesperson Atty. Camille Ting announced Monday. Ting said that court work was suspended starting at 1 p.m. to ensure the safety of judges, court personnel, and court users. Malacañang earlier announced the suspension of classes and work in government offices in the National Capital Region, Cavite, Rizal, Batangas, Laguna, Bulacan, Pampanga, Zambales, and Bataan at 1 p.m. According to PAGASA, Metro Manila and several provinces are expected to experience 100 to 200 mm of rainfall due to the enhanced Southwest Monsoon or Habagat until Tuesday. SC issues writ of kalikasan over Samal Island-Davao City bridge project
The Supreme Court (SC) has issued a writ of kalikasan in connection with the Samal Island-Davao City Connector (SIDC) project, the high tribunal's spokesperson Atty. Camille Ting said Tuesday. With the writ in place, Ting said the respondents in the petition are directed to file a verified return within a non-extendible period of 10 days from service of the writ. A writ of kalikasan is a legal remedy under Philippine jurisprudence that protects a person's constitutional right to a balanced and healthy ecology. Ting, however, clarified that the SC is not directing the government to stop the project's construction. She said the SC referred the petitioner's prayer for a temporary protection order (TEPO) to the Court of Appeals in Cagayan de Oro. "If TEPO is granted, then construction will be stopped temporarily," Ting told reporters. This stemmed from a petition asking the SC to order the respondents to permanently cease and desist from the construction of the SIDC. They argued that the construction will result in irreversible damage to corals in Paradise Reef and the Hizon Marine Protected Area. The petitioners are Ecoteneo Director Carmela Marie Santos, Interfacing Development Interventions for Sustainability Executive Director Mark Peñalver, Dyesabel Philippines chairperson Marvelous Camilo, and the Sustainable Davao Movement. Meanwhile, the respondents are the Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources, Samal Island Protected Landscape and Seascape Protected Area Management Board, and the China Road and Bridge Corporation. Upon completion, the SIDC will be a toll-free, four-lane extradosed bridge spanning 4.76 kilometers, linking Davao City at the R. Castillo–Daang Maharlika Junction to the Samal Circumferential Road. On Saturday, the DPWH said the progress rate of the SIDC was at 38%. The project is being funded through Official Development Assistance (ODA) from China. The DPWH Unified Project Management Office – Bridges Management Cluster (UPMO-BMC) is the project's implementing agency, with China Road and Bridge Corporation as the contractor. — VDV, GMA Integrated News
