Porvorim: Aldona MLA Carlos Alvares Ferreira on Monday said publishing the names of traffic violators online invades their privacy, and that if a violator isn't prosecuted before the end of six months of being issued a challan, it is the fault of the transport department. 'Issues related to payment of (transport department) portal does not work. When a person tries to pay an old fine that is now notified, it does not allow payment. If it (the fine) is fresh, it allows payment. This is the reason for the long queue seen in Panaji for payment of fines,' Ferreira said. 'There is another thing. A person was issued a challan of Rs 13,500 based on CCTV footage. There is no time and date, but five to six offences are listed against him, one contradicting the other. When I asked one of your officers, he said let him visit the office, and if he has not violated, we will challan the rest of the violations. This is not the way,' the MLA said. 'There is another matter which I think is of very serious concern regarding publishing data of traffic violators on the portal. This, according to me, is an invasion of privacy,' he said. 'The law is very simple. Porvorim: Pointing to the irregularities observed by the Comptroller and Auditor General (CAG) on several issues pertaining to the Goa Industrial Development Corporation (GIDC), Aldona MLA Carlos Alvares Ferreira on Monday demanded an FIR be filed against the corporation's director and officials. The CAG observed that the waiver of transfer fees would adversely affect the GIDC's financial result. 'We don't know who the beneficiaries were and who was making decisions at that time,' he said. 'Were they (board of directors) trying to finish the corporation? I think an FIR should be filed against the board of directors and the money should be recovered.' Ferreira said the CAG observed irregularities in the Rs 3-crore expenditure by the GIDC in organising Invest Goa 2024. The GIDC awarded the event to an ineligible bidder, resulting in the loss of GST input credit of Rs 45 lakh, the CAG said. It further noted that although the RFP had 76 line items describing requirements under venue, catering, branding, transportation, etc, the value was not estimated. The board was requested to approve a lump sum of Rs 3 crore for the event without any indicative costs for each line item. Panaji: The High Court of Bombay at Goa has called for replies from the Maharashtra Academy of Engineering and Educational Research's MIT Group of Institutions, Pune, and the state govt in a petition challenging the 'illegal' allotment of 2 lakh sqm of Tivim comunidade land to the institute at just Rs 12.5 per sqm. 'The rate of Rs 12.50 per sqm for which the grant was made was neither requested by the institute, nor notified in the agenda, manipulated in the record, and much lower than the market rate of Rs 10,000 per sqm on the date of grant approval,' the petitioners, represented by senior counsel Carlos Alvares Ferreira, submitted to the HC. Petitioners said the investment promotion board stated that the institute is a multi-billion educational enterprise and is planning to invest Rs 256 crore in the project. Panaji: The members of the Tillari Irrigation Development Board have called for an immediate Command Areas Development (CAD) board meeting to discuss state govt's decision to denotify 3.3 lakh sqm of the Tillari command area at Dhargalim. But residents of Dhargalim have strongly opposed the decision and have demanded its revocation. The Tillari irrigation project is an interstate initiative involving Maharashtra and Goa, built at a huge cost, and Goa govt has notified 14,521ha of land under the Goa Command Area Development Act, 1997. At a CAD board meeting held on Sep 27, 2024, the insistence was voiced to approve the scheme and have it notified, which the board did. So the scheme, prepared under Section 17, was finally notified under Section 18(2) of the Goa Command Area Development Act. 'The consequences of this notification are provided in Section 19 of the act, which clearly prohibits the diversion of such land,' CAD board member and MLA Carlos Alvares Ferreira said. 'I am at a loss to understand how the Goa cabinet could bypass the statutory powers vested in the CAD board and agree to denotify such a huge tract of notified Command Area Development Authority (CADA) land. This is without jurisdiction and totally illegal,' Ferreira said. He added, 'When we finished approving the scheme, what can be the rationale or the justification, that too, within a span of about six months from the date of its notification, to denotify it as CADA land? Aldona MLA and Command Area Development Authority (CADA) member Carlos Alvares Ferreira has strongly condemned the state government's decision to denotify 3.3 lakh square metres of irrigation land in Dhargalim, Pernem, for a proposed casino project. Calling the move "fraudulent and illegal," Ferreira warned that the decision would not withstand judicial scrutiny. The land in question, originally earmarked for the Tillari irrigation project, was recently denotified by the state cabinet to facilitate the establishment of a gaming zone by Delta Corp Ltd. Ferreira, a senior advocate, said the denotification directly violates provisions of the Command Area Development Act, which was enacted to protect agricultural lands and support farmers through irrigation. "I was shocked to read in the news that CADA land is being handed over to a casino firm. This land was classified for irrigation use just six months ago under an approved scheme by the CADA board," Ferreira said, noting that the cabinet's unilateral action bypassed the statutory procedure outlined in the Act. "I personally ensured the approval of this scheme at the last CADA board meeting," he said. Criticising the role of the Investment Promotion Board (IPB) and the state cabinet, Ferreira asserted that no executive decision can override statutory authority. "The cabinet has no power to bypass a board constituted under a law passed by the legislature," he stated. Ferreira also accused the government of favouring casino interests, pointing to a reported Rs 5 crore waiver granted to Delta Corp. "I demand that the BJP government explain who benefited from this waiver. This appears to be a corrupt act aimed at gifting public land to private players," he said, adding that such actions contradict the BJP's earlier stance against casinos in Goa. "This is proof that the government is selling Goa piece by piece. CADA land is meant to sustain agriculture, not promote gambling," Ferreira said, vowing to challenge the decision legally.
