Goa: CADA Member, MLA Alleges Illegality In Denotifying Farmland For Casino Project
The land in question, originally earmarked for the Tillari irrigation project, was recently denotified by the state cabinet to facilitate the establishment of a gaming zone by Delta Corp Ltd. Ferreira, a senior advocate, said the denotification directly violates provisions of the Command Area Development Act, which was enacted to protect agricultural lands and support farmers through irrigation.
"I was shocked to read in the news that CADA land is being handed over to a casino firm. This land was classified for irrigation use just six months ago under an approved scheme by the CADA board," Ferreira said, noting that the cabinet's unilateral action bypassed the statutory procedure outlined in the Act.
BJP Government which promised doubling farmer's income has snatched land from them and has given to Casinos at Dhargal. I condemn Governments move of giving 3.33 Lakh sq meter of notified CADA land to Delta Corp Ltd for setting up of 'Integrated Resort Development Project. — Yuri Alemao (@Yurialemao9) May 12, 2025
He explained that under the law, land can only be included or excluded from CADA through a formal scheme involving public objections and board approval. "I personally ensured the approval of this scheme at the last CADA board meeting," he said.
Criticising the role of the Investment Promotion Board (IPB) and the state cabinet, Ferreira asserted that no executive decision can override statutory authority. "The cabinet has no power to bypass a board constituted under a law passed by the legislature," he stated.
Ferreira also accused the government of favouring casino interests, pointing to a reported Rs 5 crore waiver granted to Delta Corp. "I demand that the BJP government explain who benefited from this waiver. This appears to be a corrupt act aimed at gifting public land to private players," he said, adding that such actions contradict the BJP's earlier stance against casinos in Goa.
"This is proof that the government is selling Goa piece by piece. CADA land is meant to sustain agriculture, not promote gambling," Ferreira said, vowing to challenge the decision legally.

Chief Minister Stalin wanted to challenge the Waqf (Amendments) Act in SC: MP Wilson
DMK Rajya Sabha Member P. Wilson on Saturday said amendments to the Waqf Act brought about in 1995 were sufficient, and the BJP's decision to form a committee and its actions were 'oppressive'. Speaking at the 'Save Waqf, Save Constitution' panel discussion organised by the All India Muslims Personal Law Board (AIMPLB), he said Chief Minister M.K. Stalin passed a resolution in the Assembly when the Waqf (Amendments) Act, 2025, was introduced in Parliament. 'Only the BJP opposed the resolution and staged a walkout from the Assembly. The BJP has betrayed the Muslim community and the AIADMK has formed an alliance with them. When the Bill was sent to a Joint Parliamentary Committee, the DMK appointed two of its MPs, A. Raja and M.M. Abdullah, who travelled across India for over nine months and participated in consultative meetings and opposed the amendments. The committee's objections were given in writing, and we caused a ruckus in Parliament. We debated it for 15 hours, and it was passed early in the morning. We voted against it,' he said. He added that the Chief Minister M.K. Stalin had said that the Waqf Act should be challenged in Supreme Court. 'After it was passed in the Rajya Sabha on April 4 and became an Act on April 5, we filed a case against it on April 7.' Former Madras High Court judge Justice D. Hariparanthaman said the latest Waqf Act amendments should be compared to the Hindu Religious and Charitable Endowments Act and compared to the rights available to the majority community. 'Section 104 of the Waqf Act which says that anyone can donate to Waqf... has been removed. Now, not even a Muslim can donate but he/she should have been a Muslim for five years. Does HR and CE Act have such a section? A Muslim, Christian, Jain is not prevented from donating to the Mylapore temple. This is the first act that prevents donation. All powers of the Waqf Act are being taken over by the Central government,' he said. R. Vijayasankar, former Editor, Frontline, highlighted the role of the media in spreading hate against Muslims and underlined the lack of representation of Muslims, Scheduled Castes and Other Backward Communities within mainstream media. Advocate A. Arulmozhi, retired IAS officer G. Balachandran, and Rahmathunissa, member, AIMPLB, also participated.

‘Pending files, negative police reports': Surat lawyers flag issues in property deals under Disturbed Areas Act, seek timely clearance
Highlighting the problems caused by alleged delay in clearing files and 'negative opinion report' by the police department in property deals under the Disturbed Areas Act, a group of lawyers in Surat has made representations to Police Commissioner Anupam Singh Gahlaut and District Collector Dr Sourabh Pardhi, requesting them to fix a time limit for the task. In their memorandum submitted on Friday, the lawyers told the top officials that over a thousand files related to the Disturbed Areas Act are pending with the police department, awaiting clearance. The lawyers informed the top officials about negative and delayed responses from the police department in their opinion report, which is mandatory to clear property sale deed files with the revenue department. Due to this, a number of property dealings in the walled city areas get cancelled, causing significant problems to both the sellers and the buyers, the lawyers said while making the representations. The 1991 Gujarat Prohibition of Transfer of Immovable Property and Provision for Protection of Tenants from Premises in Disturbed Areas Act empowers the administration to declare parts of the territorial jurisdiction as 'disturbed' in the context of communal clashes and prohibits the direct sale of property between people of different faiths unless it is cleared by the collector's office, who has to certify that the transaction involves free consent. As part of the process, the administration interacts with neighbours to make sure that there is no coercion or threat involved in the sale. The lawyers said that while taking the consent of two neighbours used to be enough earlier, police are now demanding the nod of 10 of them. If there is any objection, the deal gets cancelled, the memorandum stated. The lawyers requested the police commissioner to organise a daylong drive in every police station to clear the pending files. Advocate Farhan Shaikh told The Indian Express, 'We have got a positive response from the police commissioner. He has told us that he will talk to the district collector and see what can be done so that the public does not face problems. He also assured us that if all necessary procedures are followed, there should be no delay.' On how the Act works, he said, 'If a person wants to sell a property situated in locations where the Disturbed Areas Act is in force, they have to send a copy of the file to the district collector's revenue department. A copy of the file also goes to the Special Branch of Surat police department; from there, it makes its way to the Deputy Commissioner of Police's office, and then to the Assistant Commissioner of police, the Police Inspector and finally to the Police Sub-Inspector associated with the local police chowki.' Shaikh said, 'We don't have a major issue with the district revenue department as they have opened a special section, which clears such files. (But) The seller and buyer have to bring 10 neighbours to the police station and get their statements recorded to confirm they do not object to the sale deed. The procedure is done only after the Mamlatdar's visit, and he submits his report to the Ashant Dhara (Disturbed Areas) department. It takes around four to five months to get such files cleared due to the delay in the police work.' Advocate Rushikesh Godiwala said, 'The police stations have a bunch of files lying around with no clearance. The personnel are busy maintaining law and order and police security arrangements during festivals and VIP visits. We request that the pending files lying in the police station be cleared at the earliest. The people who sell property have an urgent need for money for health reasons, the education of their children, etc. Due to the delay and negative opinion from the police, the files get stuck. We hope that in the coming days, some positive response may come up and benefit lakhs of citizens.' Surat police commissioner Gahlaut could not be contacted for comment despite multiple attempts. Besides Farhan and Godiwala, the other lawyers who made the representations included Dewang Ghaswala, Keyur Modi, Samit Gadiwala, and Juned Shaikh. Police stations falling under the Disturbed Areas Act in Surat include Chowk, Rander, Lalgate, Salbatpura, Mahidharpura, Athwalines, Limbayat and Khatodara.
