CBI files 6 fresh FIRs in Himachal scholarship scam
Almost a year after filing a detailed chargesheet in the Rs 181-crore Himachal Pradesh Scholarship Scam, the Central Bureau of Investigation (CBI) Sunday registered six fresh FIRs against private individuals and unidentified government officials under various provisions of the Prevention of Corruption Act, 1988. The FIRs were lodged at the CBI's zonal headquarters in Shimla. Simultaneously, six CBI teams conducted raids at six locations — two in Himachal Pradesh, three in Punjab, and one in Chandigarh. Several incriminating documents, including property-related records, were seized during the raids. On March 28, 2024, the CBI had filed a detailed chargesheet in a special CBI court against 20 private educational institutions and 105 individuals, including institute owners, officials of the Directorate of Higher Education, bank personnel, and other private individuals. A senior CBI officer told The Indian Express, 'The fresh FIRs have been registered based on new evidence that emerged during the ongoing investigation. All FIRs were filed in Shimla, and substantial material was seized during the raids.' In its previous chargesheet submitted last year, the CBI had stated that 19 people had been arrested during the investigation, including employees of the Directorate of Higher Education, chairmen and vice-chairmen of educational institutions, directors, and bank officials. The scam first came to light in 2019 after the Government of Himachal Pradesh requested a CBI probe into allegations that private educational institutions in the state had fraudulently claimed scholarships worth approximately Rs 181 crore between 2013 and 2017. The scheme was intended to provide scholarships and fee reimbursements to SC/ST/OBC students under a Government of India initiative, implemented by the state government. The Himachal Pradesh High Court in Shimla also began monitoring the investigation, and the CBI was directed to file periodic status reports. According to sources, 20 private educational institutions were found to have shown fake admissions of SC/ST/OBC students to claim scholarship funds from both Central and state governments.
