Sana'a - Saba: The General Administration of the Central Correctional Facility in the Capital Secretariat organized on Saturday an event marking the conclusion of summer activities and courses for inmates in 1446 AH. The event was attended by the Deputy Secretary of the Capital for the Education Sector, Mohammed Al-Banous. Scholar Hamoud Sharafuddin, a member of the Scholars' Association, praised the efforts of those overseeing the summer courses at the facility, highlighting their significant role in the success of these programs designed for inmate graduates. He emphasized the importance of these courses in enhancing their Quranic knowledge. Sharafuddin pointed out the significance of summer programs in nurturing minds and bodies while protecting them from misguided ideologies. He commended the fruitful lessons and activities the inmates received, which will reflect positively on their knowledge and behavior as a valuable educational outcome. He affirmed that these courses and the great initiatives of the summer centers for Quran memorization increase awareness among inmates, praising the large turnout of participants from the Central Correctional Facility in the Capital Secretariat. For his part, Brigadier Yahya Salah, Director of the Central Correctional Facility, commended the inmates' engagement in the summer programs. He urged all inmates to continue their rehabilitation, stay connected to God's guidance, and participate in Quran recitation circles, given their positive impact on behavior and enlightenment. Speeches by participants in the summer courses also highlighted the inmates' level of benefit across various aspects during the program, which helps shape and define their future path. District Collector M.N. Harendhira Prasad launched the 'Yogandhra Campaign' on Wednesday morning at R.K. Beach, marking the beginning of a month-long series of events up to International Yoga Day. The curtain-raiser event witnessed enthusiastic participation from a large number of citizens. Mr. Prasad said: 'To make this year's International Yoga Day celebrations in Visakhapatnam a historic and record-breaking event, extensive preparations are underway. The main event, scheduled for June 21, will be graced by Prime Minister Narendra Modi, along with the Governor, Chief Minister, Deputy Chief Minister, Ministers, and other dignitaries. The celebrations will span from R.K. Beach to Bheemunipatnam, Bhogapuram, up to Srikakulam. Nearly two crore people from the state, including five lakh people from North Andhra, will be engaged.' To ensure widespread participation and preparedness, the district administration has lined up a series of training programmes beginning May 21 to 27, District-level Training of Trainers (ToTs), and mandal-level master trainers' training will be held. Additionally, there will be village and ward-level training sessions and awareness campaigns. From June 16 to 21, demonstrations will be organised at several identified locations. Mr Prasad said: 'Competitions will be held, and certificates will be given through the National Institute of Yoga. We have also organised special yoga sessions, including aqua yoga and yoga for the visually impaired. There are prizes for the winners.' The event will see collaboration across key departments including General Administration, Education, Secretariat, Tourism, IT, Sports. A dedicated website and mobile app will soon be launched for registrations. BHUBANESWAR: Hotel, kalyan mandap and even godown - these are some of the operations that came to fore when the state government began evicting encroachers from nearly 100 government quarters in Unit II area of the capital city on Tuesday. Allotments of these residential quarters were scrapped four years back for the implementation of the Capital Redevelopment Project, but encroachers, in full public view, had taken over the government properties. A team comprising officials of the General Administration (GA) department, Bhubaneswar Development Authority, Roads and Buildings, Bhubaneswar Municipal Corporation, Watco and TPCODL launched the crackdown on the day to evict illegal settlers from the quarters. The eviction was carried out in the presence of a section of police force from the Commissionerate of Police. An official from the GA department said following the crackdown, encroachers were removed from 13 quarters on the first day and their premises sealed. 'The eviction will continue till all the encroached quarters are freed,' he said.

At least 12 of the 48 departments in Maharashtra achieved 100 per cent of their target in the 100 days set by Chief Minister Devendra Fadnavis soon after he took charge of the Mahayuti government last December, found a performance assessment carried out by the Quality Control of India. The performance of eight departments was below 60 per cent. Atleast three departments—General Administration (24 per cent), Urban Development (34 per cent) and Food and Civil Supplies and Consumer Affairs (33 per cent)—which recorded poor performance are held by Chief Minister Devendra Fadnavis, deputy CMs Eknath Shinde and Ajit Pawar respectively. Fadnavis had set an ambitious target for each department to complete their works in the first 100 days after he took oath of office on December 5 last year. The objective was to expedite the administrative machinery, making it more transparent and accountable and according top priority to citizen services. Underlying these initiatives was an attempt to measure the outcome of every department and assess how much each of them delivered on promises and programmes within the stipulated timeline. It was to inculcate a work culture where administrative index based on parameters drawn would be periodically measured to see how fast and what was delivered within the time frame. Fadnavis took to social media platform X to disclose department-wise performance statistics. He stated that 12 departments successfully fulfilled all of their designated objectives. These include Water Resources, Home, Rural Development, Animal Husbandry, Ports, Higher and Technical Education, Labour, Textiles, Cultural Affairs, Mining, Dairy Development and the Employment Guarantee Scheme. There are 18 departments whose performance is above 80 per cent—Energy, Industry, Revenue, Transport, School education, Food and drugs administration, Aviation, Skill development, Woman and Child Development, Agriculture, Fisheries, Urban Development (2), Medical Education, Information and technology, Cooperation, Excise and public health. There are 10 departments whose performance index is in the range of 60 to 80 per cent—Marathi bhasha, public works department, Supply and Sanitation, Tourism, Housing, Social Justice, Water and soil conservation, Sports and youths welfare, Tribal welfare and Environment.

AP brings SC sub-classification, raises sports quota to 3% under new governance push

VIJAYAWADA: The Andhra Pradesh government has introduced significant policy changes to promote social justice and good governance, as outlined in GO No. 48 issued by the General Administration (Services D) Department on April 20, 2025. The new measures include the sub-classification of Scheduled Castes (SCs) and an increase in horizontal reservation for meritorious sportspersons. To ensure equitable opportunities and social justice, the government has categorised the 59 Scheduled Castes into three groups based on population, inter-group backwardness, and social cohesion. The percentage of reservation for jobs in government departments, public sector undertakings, corporations, and societies includes Group I: 1%, Group II: 6.5%, and Group III: 7.5%. Additionally, a 33.33% horizontal reservation has been allocated for women within each group. The government has also committed to filling backlog vacancies from previous years in line with this sub-classification as per GO No.07 (Social Welfare Department, April 18, 2025) and GO No. 46 (General Administration Department, April 19, 2025). In a bid to promote sports as a means of fostering social health and cultural unity, the government has unveiled a new Sports Policy for 2024-29. As part of this policy, the horizontal quota for meritorious sportspersons has been increased from 2% to 3% across government departments, local bodies, public sector undertakings, and uniformed services, including police, excise, and forest departments. Appointments under this reservation will be merit-based, with eligibility determined by a Screening Committee and a State-Level Committee. The number of recognised sports disciplines for this reservation has also been expanded from 29 to 65, as detailed in GO No. 04 (YAT&C Department, April 19, 2025) and GO No.47 (General Administration Department, April 19, 2025). To ensure seamless execution, the government has directed all departments to adopt the sub-classification of SCs as per the referenced GOs, recast roster points for all recruitments in accordance with GO No. 46, implement the 3% horizontal reservation for sportspersons as prescribed, and follow the guidelines outlined in the referenced GOs for all recruitment processes. The GAD has also amended the AP State and Subordinate Service Rules, 1996, to incorporate these changes, ensuring clarity and consistency in implementation.
