Karnataka Legislative Council Chairman Basavaraj Horatti slams use of teachers for caste census
HUBBALLI: Karnataka Legislative Council Chairman Basavaraj Horatti has strongly opposed deploying teachers to conduct the upcoming caste census in the state. He has suggested to the State Government to use 10% of the staff from all departments to avoid disturbing the functioning of the Education Department. In a strongly worded letter to the State Government, Horatti expressed deep anguish over the declining quality of school education, blaming systemic flaws and the overburdening of teachers with non-academic duties as the key reasons. He opposed the government's move to deploy school teachers, especially those from primary and high schools, for the upcoming caste census, warning that such practices will harm students' academic foundation. Referring to a study conducted in Yadgir district under the Education Department's foundational literacy and numeracy initiative, Horatti said it was shocking to discover that many SSLC students still lacked basic skills such as reading, writing, and arithmetic. He stressed that the failure to build foundational literacy in primary school is a serious indictment of the current system and demanded accountability. 'When SSLC students do not know Kannada or English alphabet and cannot even perform basic addition or subtraction, we must ask, who is responsible?' Horatti said, adding that teachers are unable to focus on teaching due to being repeatedly pulled into non-teaching roles such as surveys, census work, and election duties. 'Teachers are made to handle caste surveys, flood assessments, child enumeration, polling officer duties and more. With all this, when can they actually teach?' he asked. Calling it a violation of the spirit of Article 21 A of the Constitution, which guarantees free and compulsory education to all children aged 6 to 14, Horatti urged the government to relieve teachers of non-academic duties immediately.

Legislative council chairman Basavaraj Horatti felicitated
Hubballi: Legislative council chairman, Basavaraj Horatti, stated that 99% of the reccommendations of Vaidyanath report on teacher issues was implemented, and that steps were being taken to implement the reccomendations of the report in its entirety. He was speaking after being felicitated by the Dharwad district unit of the State Physical Education Teachers' Association on Sunday. Horatti said, "I have written a letter to the govt strongly condemning the unscientific order issued by the govt to identify education and painting teachers as additional teachers, and transfer them to schools with more than 240 children. It was stopped for now, and everyone will suffer if someone makes a mistake. This was also brought to the attention of the govt." Horatti continued, "I was an elected representative from the Teachers' constituency for the last 45 years and worked for them. I solved many problems, but some more problems need to be solved. The main demand of the teachers is that the amendment to the Staff and Recruitment (C&R) Rules, 2017, and promotion should be given on the basis of seniority. Academic education alone is not sufficient for true success, says Horatti
Chairman of the Legislative Council Basavaraj Horatti has said that academic education alone is not sufficient for true success in life. Inaugurating the ISKCON Heritage Fest 2025 on the ISKCON Temple premises at Rayapur in Hubballi on Monday, Mr. Horatti said that an individual's Samskara, values and behavioral traits are of great importance in life. Emphasising the need for holistic development of students, he said that they should be encouraged to participate in extracurricular activities. He called upon students to strive to transform any inherited negative traits into positive character through sincere efforts. 'Life is like a lamp and discipline is the oil that keeps it burning. Without discipline, the lamp of life cannot shine. It is, therefore, essential that children cultivate discipline during their school years,' he said. Managing director of Swarnaa Group V.S.V. Prasad said that like carbon which transforms into diamond, children too will shine brilliantly when their talents are identified, nurtured and refined. He said that the Heritage Fest provides a wonderful platform for children to showcase their hidden talent. And, parents and teachers should encourage them by providing opportunities to them to hone their skills, he said. Councillor Rajanna M. Koravi appreciated the selfless social service activities undertaken by ISKCON and commended the organization's dedication towards value-based education and cultural upliftment. Hubballi-Dharwad ISKCON president Rajiv Lochan Dasa and others were present. On the inaugural day of the cultural festival, hundreds of children from various classes participated in colouring, painting, essay writing and vocal music competitions.

Centre has given more funds for Sanskrit, Urdu, Hindi, says Bharat Ekta Andolan
Bharat Ekta Andolan (BEA) has complained that the Union government is deliberately neglecting Kannada. Andolan president Mahadev Horatti has alleged that the Union government has cut research and other grants for Kannada in the last decade, while allocating disproportionately high levels of funds for Sanskrit, Urdu and Hindi. The Union government has allocated ₹2,532.59 crore over the past 10 years for the development and promotion of Sanskrit and research, though the number of people learning and speaking Sanskrit is very few. Urdu, spoken by 4.9 crore people, has received ₹837.94 crore and Hindi has been granted ₹426.99 crore. Neither Urdu nor Hindi is classified as a classical language. In comparison, Kannada has received only ₹12.8 crore, he said. Mr. Horatti said that the Union government is following a policy of discrimination. Other classical languages like Tamil, Telugu, Malayalam and Odia have also been treated unfairly. He urged the Congress and other parties to fight this injustice.
