7,000 crore HCITI projects crawl, city stays gridlocked
Hyderabad: Traffic congestion in Hyderabad continues to intensify, even as infrastructure projects worth over 7,000 crore under the Hyderabad City Innovative and Transformative Infrastructure (HCITI) initiative progresses at a snail's pace, with the majority of works remaining only on paper. Despite the state govt's announcement of around 40 projects, including flyovers, underpasses, and various road-widening initiatives, nearly seven months ago, there has been minimal progress. Apart from laying foundation stones at a couple of locations such as Ameenpur under the HCITI scheme, actual construction has yet to begin, even after the tendering process was completed. These flyovers and underpasses were sanctioned at an estimated cost exceeding 1,200 crore in Jubilee Hills. As part of the road development plan, a 6.5-kilometre stretch connecting Banjara Hills Road No. 12 junction near Virinchi Hospital to Jubilee Hills Checkpost via KBR is set to be widened. Currently, the road width ranges between 50 and 100 feet, and the GHMC intends to increase it to 100–120 feet in necessary sections to ensure smoother traffic flow. GHMC officials cite property acquisition as the primary hurdle. "Despite serving notices to property owners and designating these properties for acquisition, the actual acquisition process has yet to commence in Jubilee Hills," said a senior official from GHMC's town planning wing. Following a comprehensive traffic study undertaken by HMDA, aimed at critically evaluating current traffic loads and congestion levels in Hyderabad, the GHMC has devised an infrastructure development plan. This includes junction improvements with grade separators/flyovers, pedestrian-friendly infrastructure, tunnel corridors, and stormwater drainage projects under the HCITI initiative. Recently, the GHMC secured financial assistance of over 2,600 crore for infrastructure developments under HCITI. This allocation covers a range of projects, including the construction of flyovers and underpasses. The budget allocation spans two quarters, running through to September. Authorities had even transferred 1,327 crore to the GHMC's personal deposit (PD) account recently.

Telangana HC halts action on Khajaguda property until owners hearing
Representative Image HYDERABAD: The Telangana high court has restrained the Greater Hyderabad Municipal Corporation (GHMC) from taking any coercive action against Abubakar Bin Mohammed and Omer Bin Mohammed - owners of a property affected by the proposed multi-level flyover at Khajaguda Junction - until they are granted a hearing. Justice NV Shravan Kumar granted interim relief while disposing of a petition challenging the acquisition of additional land under the Hyderabad City Innovative and Transformative Infrastructure (H-CITI) project. The petitioners said their family had already surrendered 1011 square yards for road widening in 2008, after which GHMC granted them permission to construct a multi-storey building in the remaining land. The GHMC, in a June 2025 order, asked them to hand over possession of the land and promised structure compensation, according to the petitioners. The court directed GHMC to resolve the representation within four weeks after giving the petitioners a fair hearing, and barred any coercive steps during this period.

Minister Sridhar Babu lays stone for Rs 45 crore road-widening work in Hyderabad
HYDERABAD: IT & Industries Minister D Sridhar Babu on Thursday laid the foundation stone for the road-widening project from NH-65 to Ameenpur, taken up at a cost of Rs 45 crore. Calling it a key initiative under the Hyderabad City Innovative and Transformative Infrastructure (H-CITI) project, the minister said the Rs 7,032 crore initiative aims to ease traffic, reduce travel time and improve connectivity through new flyovers, underpasses and wider roads. 'This project reflects Chief Minister A Revanth Reddy's vision to make Hyderabad a national model for urban development,' he said. 'With the city's population growing rapidly, such interventions are crucial to easing urban pressure and ensuring a high quality of life for citizens,' he added. The minister also stressed the importance of sustainable infrastructure. He announced the rollout of 1,000 electric buses under TGSRTC, with another 800 under consideration. EV charging stations and AI-enabled traffic signals will be introduced to promote green mobility and enhance pedestrian safety, he added.

GHMC to build twin three-lane flyovers at Kukatpally ‘Y' junction
HYDERABAD: The Greater Hyderabad Municipal Corporation (GHMC) will soon take up the survey, investigation and construction of two three-lane flyovers at Kukatpally 'Y' junction — one on the left-hand side (towards Ameerpet) and the other on the right-hand side (towards Miyapur) along NH-65. The Rs 180 crore project will be executed under the Engineering, Procurement and Construction (EPC) model and is part of the Hyderabad City Innovative and Transformative Infrastructure (H-CITI) initiative, aimed at easing traffic congestion and improving urban connectivity. The state government granted administrative sanction in December 2024 and permitted the GHMC to invite tenders. Bids have been called for the Kukatpally 'Y' and IDL lake junctions flyovers. The scope includes standard and obligatory viaduct spans with sacrificial shuttering, reinforced soil (RE) and RCC toe walls, crash barriers, friction and approach slabs, anti-carbonation coating on exposed concrete, safety view barriers, overhead gantries, landscaping below the viaduct, electrification, signages, road studs, drainage connections and utility shifting.

Realty prices thwart government's attempts at property acquisition
The unbridled run of the real estate, promoted by the State government for the past decade with an eye on revenue gains, has come home to roost. Property owners are more determined to move heaven and earth for their asking price, rather than yield to the price offered by the government when it comes to property acquisition. Officials of the Greater Hyderabad Municipal Corporation (GHMC) tasked with property acquisition to facilitate various infrastructural projects are having the hardest time convincing the property owners to give up the land for the price offered as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The Act offers twice the market value of the land as fixed and revised by the government from time to time, in lieu of property acquisition. While the Act was hailed in 2013 as game-changer in favour of the farmers set to forgo their lands for development, it is now considered a raw deal by farmers as well as urban property owners in view of the steeply increased realty values, the officials say. 'Remember Lagacharla? Not one owner is willing to accept the prevailing rates, justifiably so, given the real estate values,' says an official under the condition of anonymity, recalling the farmers' protests at the village in the Vikarabad district, which had successfully thwarted the Pharma City project proposed by the government. In the city too, for upmarket localities such as Banjara Hills and Jubilee Hills, the market value of land as per the Registration Department hovers at around ₹64,000 per square yard, but on the ground, the realty prices have skyrocketed to ₹2 -3 lakh per square yard here. With several infrastructural projects lined up in these divisions as part of the Hyderabad City Innovative and Transformative Infrastructure (H-CITI) project, GHMC officials are clueless about the way ahead for property acquisition. Awards to the tune of ₹760 crore pertaining to the components of the Strategic Road Development Plan (SRDP) and other road widening projects are already pending, for want of funds. At least ₹100 crore of this, is the price the owners got after resorting to legal means. 'Even property owners who accept the award, are doing so under protest, so that they could have a leeway to approach the court for higher price. Advocates are minting money, demanding 50% of the increased compensation,' the official said. They are seeking higher price under the Act, with the argument that the last market value revision was done three years ago, compelling the courts to grant 30-50% more than the compensation granted. A total of 264 properties are in various stages of processing, solely to facilitate the flyovers and underpasses planned around the Kasu Brahmananda Reddy National Park. Together with the rest of the components proposed under H-CITI, the number of properties requisitioned crosses 1100.
