KAPs urged to boost anti-corruption promotion efforts in Malaysia

KUALA LUMPUR: Heads of lead agencies (KAP) tasked with implementing the National Anti-Corruption Strategy (NACS) 2024-2028 have been urged to intensify the promotion and publicity of their respective achievements in combating corruption. Malaysian Anti-Corruption Commission (MACC) National Governance Planning Division senior director Datuk Idris Zaharudin said the move was important to demonstrate the government's commitment to continuously improving governance, combating corruption, and fostering a positive perception among the public at both national and international levels. He said that during the NACS Performance Coordination Meetings held on Nov 11, 2024, and June 10 this year, MACC chief commissioner Tan Sri Azam Baki had underscored the need for greater promotion and publicity. According to him, NACS, like the National Anti-Corruption Plan (NACP), was recognised as one of the contributing factors in enhancing Malaysia's ranking in the Corruption Perception Index (CPI), in line with the aspirations of Prime Minister Datuk Seri Anwar Ibrahim and Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. 'The establishment of the CPI Special Task Force, chaired by Shamsul Azri, is a positive step towards monitoring and improving the country's score, while also reflecting continuous efforts by all parties, not just the MACC, to combat corruption effectively and restore public confidence in government institutions,' he said while chairing the Joint Engagement Session with 19 KAPs here on Tuesday (July 22). Meanwhile, Idris said the MACC chief commissioner had congratulated nine KAPs, including the commission itself, for successfully completing the implementation of 10 sub-strategies under their respective scopes of responsibility. 'Five sub-strategies were successfully completed in 2024, while the remaining five were completed by 30 June,' he said. On July 9, Idris chaired the CPI Special Task Force Pre-Council Meeting in preparation for the main meeting, which was chaired by the Chief Secretary to the Government on July 15. The meeting on 15 July was also attended by Azam and members of the CPI Special Task Force, comprising secretaries-general of ministries, heads of departments and government agencies, as well as representatives from Transparency International Malaysia (TI-M) and appointed experts. - Bernama

KUALA LUMPUR: Ten substrategies under the National Anti-Corruption Strategy (NACS) have been completed to strengthen governance and raise the country's corruption perception ranking. The Malaysian Anti-Corruption Commission (MACC) confirmed the progress during a pre-council meeting with heads of six focus groups that were established to drive reforms to improve Malaysia's ranking in the Corruption Perception Index (CPI). Chaired by National Governance Planning Division senior director Datuk Idris Zaharudin, the meeting in Putrajaya reviewed the latest actions taken by the groups under the CPI Special Task Force. Idris said 10 of the 60 substrategies under the NACS for 2024 to 2028 had been completed, with five done last year and another five done by June 3. Among the achievements is the Education Ministry introducing an anti-corruption awareness week in the school calendar and the Higher Education Ministry enhancing the delivery of the Integrity and Anti-Corruption Course at public universities. The Public Service Department implemented the Governance, Integrity and Anti-Corruption Strengthening Module, which is now applied by secretaries-general and department heads across ministries and agencies. The National Audit Department improved internal audit functions and overall public sector governance and the Home Ministry introduced legislation to strengthen control over border entry points. The Chief Government Security Office upgraded the recruitment screening process for civil servants and the Legal Affairs Division reintroduced the Parliamentary Services Bill 2025. Idris said MACC itself completed three substrategies — enhancing case status updates for complainants, holding annual engagement sessions with lawmakers in Parliament and state assemblies and conducting a feasibility study on introducing deferred prosecution agreements in the legal system. KUALA LUMPUR: The Malaysian Anti-Corruption Commission (MACC) has detained five individuals, including three enforcement officers, for their suspected involvement in illegal foreign worker registration under the Immigration Department's Labour Recalibration Programme (RTK). The arrests were made in Putrajaya and Kelantan between 11 am and 2.30 pm on Monday (June 23). A source revealed that the three officers, comprising two men and a woman, allegedly accepted bribes ranging from RM50,000 to RM60,000 to process foreign worker applications. The other two suspects include a company manager and a foreign national. All are believed to have committed the offences between 2020 and 2021. The operation, codenamed Op Putih, was conducted by the MACC Intelligence Division in Kelantan to dismantle syndicate activities involving immigration officers and foreign agents. The crackdown aims to curb corruption among civil servants and disrupt networks facilitating illegal worker registrations. Magistrate Amin Rashidi Ramli granted a seven-day remand order for all suspects following an application by MACC at the Kota Bahru Magistrate's Court. Senior director of MACC's Intelligence Division, Datuk Idris Zaharudin, confirmed the arrests, stating the case is being probed under Section 17(a) of the MACC Act 2009.

KUALA LUMPUR: The Malaysian Anti-Corruption Commission (MACC) has arrested five individuals, including three enforcement officers, for allegedly abetting in the illegal registration of foreign workers under the Immigration Department's Labour Recalibration Programme. According to a source, the other two individuals comprise a company manager and a foreign national. All five, aged between 20s and 40s, were picked up between 11am and 2.30pm on Monday (June 23) in Putrajaya and Kelantan. "Initial investigations revealed that the three enforcement officers – two men and a woman –are suspected of accepting bribes ranging between RM50,000 and RM60,000 for processing foreign worker registration applications. "All suspects are believed to have committed the offence between 2020 and 2021," the source said. The arrests were the result of Ops Putih carried out by the MACC in Kelantan to uncover syndicate activities allegedly involving immigration officers and foreign agents in the illegal registration of workers under the programme. The source added that the operation focused on curbing corruption among civil servants and dismantling syndicate networks involved in such illicit practices. Magistrate Amin Rashidi Ramli issued a seven-day remand order until next Monday for all suspects following MACC's application at the Kota Baru Magistrate's Court on Tuesday morning.
