To map properties, Centre's nod sought to fly drones in 353 red zone villages
Bengaluru: In a major push to accelerate property surveys under the Centre's Survey of Villages and Mapping with Improvised Technology in Village Areas (SVAMITVA) scheme, the state govt has sought clearance from the Union ministry of civil aviation (MoCA) to fly drones over 353 red zone villages. These villages lie near sensitive areas such as airports, military bases, and high-security zones, where drone use requires prior approval from the Centre. The move is part of the state's plan to complete drone-based surveys across all 30,715 villages by March 2026, aiming to provide legal ownership records and resolve rural land disputes. Union panchayat raj minister SP Singh Baghel recently told the Rajya Sabha that Karnataka and the Survey of India have formally requested permission from the MoCA to conduct drone flights over these restricted zones. Once approved, surveys in the remaining villages will begin immediately. MoCA is expected to grant permission but with operational riders, officials said. J Manjunath, SSLR commissioner, told TOI: "The govt is conducting surveys for properties located in gramthanas (village boundaries) and residential properties near gramthanas for the first time. After the drone survey, field surveyors will conduct spot surveys with the cooperation of villagers and prepare a village map containing all information from properties to drainage." Manjunath said people can make corrections before final property cards are issued. "After completing surveys and verifying property documents available with owners and gram panchayats, we will generate draft property cards and issue them to owners. If disputes remain, necessary corrections will be done based on supporting documents and later final property card will be issued to owners," he said. Data from the revenue department shows draft property cards have already been prepared for 10.2 lakh properties in 4,125 villages. State to survey lakes with drones, rovers
Bengaluru: To eliminate the need for repeated surveys of lakes and improve conservation efforts, the state survey and settlement department (SSLR) has switched to high-tech digital mapping, using drones and rovers. This large-scale effort, covering thousands of waterbodies, is expected to modernise how the state tracks its lakes and prevent encroachments. SSLR commissioner J Manjunath said. "We will also mark buffer zones of the lakes during the survey. This digital survey will be helpful to preserve, conserve, and protect the lakes," he added. To manage the data generated from these surveys, the department has developed dedicated software named Web GiS, which will serve as a centralised database for various govt agencies. Each surveyed lake's file will include its exact GPS coordinates, survey numbers, boundaries, extent, ownership (govt department or agency), encroachment details if any, and survey sketches. In the past two years alone, digital surveys were completed for 8,433 lakes using drones and rovers. These details have already been uploaded on Web GiS. Officials estimate only 6,210 lakes remain to be digitally mapped. Traditional survey methods using chains and compasses had earlier been used to survey 27,206 lakes. The department adopted the digital approach to complete the survey of the remaining 14,643 lakes, of which 8,433 have been digitally mapped. Initially, the Web GiS data will be restricted to govt agencies, but officials say the data will later be made public, enhancing transparency and access.

To avoid disputes, property owners asked to be present during land surveys
Bengaluru: With the state govt accelerating its ambitious land digitisation drive under the National Geospatial Knowledge-based Land Survey of Urban Habitations (NAKSHA) programme, the state survey and settlement department has issued a clarion call: Property owners must be present during survey work or risk ownership disputes initiative aims to digitise and modernise land records in urban areas using high-resolution drone mapping and ground verification to ensure transparency and accuracy. As part of a pilot rollout, 10 urban local bodies (ULBs) — including six city municipal councils and four town panchayats — were selected across the state. These include Bhagyanagara TP and Siruguppa CMC (Ballari), Boragav TP and Gokak CMC (Belagavi), Basavakalyan CMC (Bidar), Kolar CMC, Bagalkot CMC, Chikkamagaluru CMC, Bogadi TP (Mysuru), and Anavatti TP (Shivamogga). Officials have scheduled surveys on Monday and are urging owners or their representatives to be available on site."Once the department issues a draft card of property ownership after a survey, owners could raise concerns or queries about ownership," said J Manjunath, commissioner of survey settlement and land records. "There is a possibility that many owners may approach the department for corrections. If the survey is done in the presence of owners, the number of errors will decrease. So, the department has requested people to be present at their property for survey work."Drones, flown 120 metres above ground, have already completed aerial surveys in eight of 10 areas. The data was used to generate orthorectified radar images (ORI maps) showing every visible structure and feature, from buildings to drainage truthing, or on-site verification, is now underway to match drone data with physical features. "The department had ORI mapping for Kolar, Sirguppa, and Bhagyanagara before the NAKSHA programme was launched. So, the department began ground truthing work for these three ULBs.
