FM Stresses Importance of Understanding International Humanitarian Law

Sana'a - (Saba): The Foreign of Minister Affairs and Expatriates, Jamal Amer, stressed the importance of understanding the rules of international humanitarian law, given its importance in protecting human life and dignity during wars and defending the country's national interests. This came during a two-day workshop organized by the Diplomatic Institute at the Ministry of Foreign Affairs for a number of participants from the Supreme Judicial Council, in cooperation with the International Committee of the Red Cross (ICRC). Minister Amer noted that international humanitarian law has been violated for more than 600 days in Gaza by the Zionist war machine, and has also been violated in Yemen over the past ten years by the countries of the aggression coalition: the United States, Saudi Arabia, and the United Arab Emirates. He stressed the need to respect the rules of international humanitarian law and to avoid double standards, so that peace and stability can prevail throughout the world. The Minister of Foreign Affairs praised the existing partnership between Yemen and the International Committee of the Red Cross, reiterating his readiness to provide all necessary facilities for the work of the committee and its staff. During the workshop, participants received lectures on the principles of international humanitarian law, the groups covered by its protection, an introduction to the International Red Cross and Red Crescent Movement, and the activities of the International Committee of the Red Cross's Protection Division in Yemen, in addition to the relationship between international humanitarian law and international human rights law and Yemen's position on them. FM Strongly Criticizes EU Conclusions on Yemen

Sana'a - (Saba): Foreign of Minister Jamal Amer strongly criticized the conclusions of the recent European Union Foreign Ministers' meeting on Yemen. In a letter addressed to EU High Representative for Foreign Affairs and Security Policy Kaya Kallas, Minister Amer considered these conclusions to be a clear bias and an adoption of the narrative of the aggressor states and their proxies, as they overlooked the fact that what Yemen is witnessing is a direct result of aggression and an unjust blockade. He refuted the allegations contained in the conclusions, stressing that the military operations in the Red Sea and the Gulf of Aden, as well as against the "Zionist entity," come within the context of a "legitimate and principled response" to the ongoing aggression and blockade imposed on the Gaza Strip, and within the framework of the humanitarian, moral, and religious duty towards the Palestinian people. The letter indicated that the Yemeni operations are "not random," but rather target specific vessels linked to the Zionist enemy or countries participating in the aggression against Yemen. It emphasized that freedom of navigation cannot be a cover for "the shedding of the blood of our children and women in Yemen and Palestine." The Foreign Minister attributed the failure of UN peace efforts to the "intransigence of the aggressor states" and their rejection of just Yemeni demands. He pointed out that Washington was the one that halted an agreement with Riyadh regarding the roadmap to pressure Sana'a's position on the events in Gaza. As stressing that Sana'a supports a just and comprehensive peace that guarantees Yemen's sovereignty, independence, and territorial integrity, he pointed out that "it is impossible to talk about a real and sustainable peace while the aggression and blockade continue." Any international or regional initiatives must be based on this reality and exert real pressure on the "aggressor states" to end their aggression, lift their blockade, and withdraw their forces. He also criticized the European Union's continued support for what he called the "Yemeni government" and the "Presidential Leadership Council," formed by foreign powers, considering it support for the "tools of aggression" and a prolongation of the crisis. The Foreign Minister explained that these entities are responsible for plundering Yemen's wealth and exacerbating the suffering of citizens in the occupied territories. The Minister of Foreign Affairs and Expatriates' letter affirmed Sana'a's categorical rejection of any attempt by the European Union to "impose its guardianship over Yemen's foreign positions," emphasizing that its positions "stem from its principles, values, and the supreme interests of its people." He expressed his deep astonishment at the call for Yemen to adopt specific positions, while the European Union continues to "blatantly ignore the war crimes and genocide committed by the Zionist entity" in the Gaza Strip and the occupied Palestinian territories and "overlook the crimes of aggression and the blockade imposed on Yemen." Minister Amer considered the European Union's continued reiteration of accusations regarding "weapons proliferation and Iran's role" an attempt to justify the failure of the aggression, emphasizing the Yemeni people's right to develop their defensive capabilities. The letter called on the European Union to address the flow of weapons to the "aggression states," stressing that Operation Aspides and other attempts to militarize the Red Sea are a "dangerous escalation" aimed at protecting the interests of the "Zionist entity" and threatening the security of navigation in the Red Sea and Bab al-Mandab. The Minister of Foreign Affairs and Expatriates renewed his call for the European Union and its member states to conduct a comprehensive and radical review of their policies toward Yemen and shift toward a balanced and fair stance that reflects the facts on the ground. He emphasized the need for "immediate and serious action to pressure the aggressor states to end their aggression and lift their blockade completely and unconditionally," as this is the only and inevitable path to any sustainable political solution. Sana'a - (Saba): The Minister of Foreign Affairs and Expatriates, Jamal Amer, the Minister of Transport and Public Works, Mohammed Qahim, and the Secretary-General of the Presidium of the Republic, Hassan Sharaf al-Din, were briefed today on the progress of maintenance and restoration work underway at Sana'a International Airport, following the targeting it was subjected to by the Israeli aggression. Amer, Qahim, Sharaf Al-Din, and the Deputy Minister of Transport and Public Works - Chairman of the General Authority of Civil Aviation and Meteorology Yahya Al-Sayani inspected the runway, passenger lounges, and damaged aircraft. They listened to an explanation from the airport director, Khaled Al-Shaif, about the work accomplished by the technical and engineering teams in the restoration work. He indicated that the work includes maintenance of the runway, the dock, the two VIP lounges, and the passenger lounges. Al-Shaif explained that the progress of some facilities has reached advanced stages, thanks to the ongoing efforts of specialized teams working around the clock to restore operations at the airport. During the visit, the Minister of Foreign Affairs and Expatriates praised the important role played by the Ministry of Transport and Public Works and its affiliated agencies in resuming operations at the airport to alleviate the suffering of citizens, particularly patients, students, and Yemeni expatriates. He stressed that the Zionist aggression on civilian objects, including Sana'a International Airport, constitutes a war crime according to international law, international humanitarian law, the 1944 Chicago Convention on International Civil Aviation, and the resolutions of the International Civil Aviation Organization (ICAO). He explained that the Ministry of Foreign Affairs and Expatriates is conducting diplomatic campaigns to expose the crimes of the Zionist aggression. For his part, the Minister of Transport and Public Works affirmed that the ministry is continuing to develop the transportation sector in all its aspects, despite the aggression's attempts to disrupt vital infrastructure. He said, "Our engineering and technical teams are working day and night to restore the airport's operational readiness, and the arrival of the stranded flight to Jordan will be announced soon, as a first step toward the gradual resumption of air traffic." For his part, the Secretary-General of the Presidency of the Republic noted the rapid pace of restoration work, commending the exceptional efforts being made to restore the airport's operational readiness. He stressed that what has been achieved in such a short period reflects a sense of responsibility and a commitment to conveying a message of steadfastness from the heart of Sana'a Airport to the world. Sana'a - Saba: The Speaker of Parliament, Yahya Ali Al-Ra'i, met on Monday with the Minister of Foreign Affairs and Expatriates, Jamal Amer. During the meeting, the Speaker listened to an explanation of the efforts of the Ministry of Foreign Affairs and its role in external communication with relevant UN bodies and organizations in accordance with the requirements of the stage Yemen is going through in light of the developments in the national, regional and international arena. In the meeting, the Speaker stressed the importance of strengthening the diplomatic role to clarify the reality of what is happening and communicate Yemen's grievances to international forums. He stressed the importance of working to strengthen relations , cooperation with the United Nations and international organizations in accordance with constitutional principles and Yemeni law. He praised the efforts exerted by the ministry in addressing the relevant bodies and organizations in the United Nations and the UN Security Council. He urged to redouble efforts to keep pace with the magnitude of Yemen's victories in the face of foreign aggression. He urged to intensify and strengthen the process of communication with international , human rights bodies and organizations in accordance with effective institutional frameworks in the field of justice and human rights to prosecute and hold Zionist war criminals accountable and hold them responsible for the direct effects of the aggression on the capabilities of the Yemeni people. The meeting reaffirmed the steadfastness of the Yemeni position in support of the Palestinian cause until the aggression is stopped, the siege on the Palestinian people is ended, and humanitarian aid is allowed to enter Gaza. For his part, the Minister of Foreign Affairs and Expatriates appreciated the interest of the Speaker of Parliament , his support for the ministry's efforts to enhance the effective political and diplomatic role of the Republic of Yemen in following up the Yemeni file in international forums.
