Karnataka government's pro-poor schemes in sync with the vision of Ambedkar, Jagjivan Ram, says Minister

Minister for Food, Civil Supplies and Consumer Affairs K.H. Muniyappa said here on Friday that the five guarantee schemes of the Karnataka government were in sync with the vision of B.R. Ambedkar and Babu Jagjivan Ram, and that the government was serving the cause of social justice. He was speaking at a seminar on 'Contributions of Babu Jagjivan Ram' conducted by the Karnataka State Open University (KSOU). Resource persons and speakers paid tribute to Jagjivan Ram's commitment to social justice and empowerment of the socially oppressed classes. Mr. Muniyappa said that Jagjivan Ram gave a voice to the oppressed section of the society, and like Ambedkar, used caste as a tool for social justice. This, he said, has to be contrasted with the present times where some forces use caste as a political weapon. He referred to the SC/ST Sub-Plan Act, 2013, introduced by the Congress government in the State, and pointed out that it mandates that a portion of the State's allocable budget be earmarked for Scheduled Castes (SCs) and Scheduled Tribes (STs) in proportion to their population. This, the Minister said, helps in the upliftment of the Dalits as envisaged by Ambedkar and Jagjivan Ram. Paying tributes to Jagjivan Ram and his contribution in various capacities, Mr. Muniyappa said that the former stood for social equality and equal rights for the oppressed classes. The contribution of Jagjivan Ram as the Minister for Food and Agriculture, and the policies initiated by him which culminated in the Green Revolution, was also highlighted by him. On the prevailing situation with respect to the oppressed communities, the Minister said that although Dalit students receive reservation in schools and colleges, they continue to face social exploitation or discrimination. In universities and academic institutions, Dalit scholars struggle to receive equal recognition, while caste-based violence, atrocities, and land rights violations against Dalits still persist in some regions, he added. The Minister described Babu Jagjivan Ram as the model for a society which prioritised the development of all communities, especially the Scheduled Castes and Scheduled Tribes and it was in the fitness of things that the Government of Karnataka has established Babu Jagjivan Ram study centres in nine universities across the State, including the KSOU in Mysuru. Through these centres, seminars, conferences, and other programmes are being organised to create social, educational, and economic awareness among the marginalised communities. Minister for Social Welfare H.C. Mahadevappa inaugurated the seminar, and KSOU Vice-Chancellor Sharanappa V. Halse, Registrar Naveen Kumar, Director of Babu Jagjivan Ram Research Centre Sharanamma, and others, were present.

KSOU faculty play key role in development of AI-driven device for cardiovascular health

The faculty of Department of Studies in Microbiology in the Karnataka State Open University (KSOU) in Mysuru has played a key role in the development of an Artificial Intelligence (AI)-driven device for detection of early signs of cardiovascular stress. The MyoBioScan device, developed by Ravichandra Mulpuri, an Indian-origin researcher based in the US, is a non-invasive and diagnostic tool aimed at enabling real-time monitoring of cardiovascular health. By capturing and analysing subtle physiological changes, the device, described as a 'wearable patch', seeks to alert users to potential heart-related issues before they become life threatening. The MyoBioScan, whichhas been featured in the April-June 2025 issue of the International Journal on Science and Technology (IJSAT), is in its prototype and validation stage. 'The device integrates multi-channel ECG acquisition with sweat-based biochemical sensing for key cardiac biomarkers'. The developer, Mr. Mulpuri, was guided virtually by experts from the KSOU, viz. Niranjan Raj and Syed Baker, who selected and validated the appropriate biomarkers for cardiovascular health monitoring. The device, ideally worn during exercises like running or training in the gym, will analyse the person's sweat for various hormones and protein complexes that serve as cardiovascular biomarkers, said Mr. Baker. 'The sweat-based biomarkers like troponin-I, NT-proBNP, lactate, cortisol, and pH, provide an insight into cardiovascular health,' he said. The KSOU faculty's academic mentorship was instrumental in shaping the scientific backbone of MyoBioScan, enhancing both its clinical relevance and technical design. The device has been designed to give three signals based on its analysis. 'Normal — keep monitoring, consult a medical professional, and emergency,' he said. Quoting Mr. Mulpuri, Mr. Baker said that the device had the potential to become a low-cost, accessible diagnostic tool that can transform how early cardiovascular risks can be detected and managed. The abstract of MyoBioScan in IJSAT said a pilot study evaluated the device for its performance in 80 participants, including healthy individuals and those with diagnosed conditions such as atrial fibrillation, myocardial ischemia, and early-stage heart failure. 'Subclinical abnormalities were detected in 4 asymptomatic individuals and confirmed through clinical follow-up. Sweat biomarker levels significantly differed between healthy and stressed participants, showing strong correlation with laboratory standards. User feedback revealed high satisfaction in terms of comfort, clarity of app feedback and trust in results, with over 90% expressing interest in long-term use,' the abstract said.

The credit for Mysuru's 'Clean City' tag goes to pourakarmikas, said Minister in charge of Mysuru district H.C. Mahadevappa while handing over appointment letters confirming their status as regular government employees. Speaking at a function at the Karnataka State Open University (KSOU) in Mysuru on Friday, Mr. Mahadevappa said the pourakarmikas will now be entitled to all the benefits of government employees. 'Today, all of you are becoming permanent government employees. You will be entitled to all the benefits that government employees in the State recieve,' he said. Pointing out that the pourkarmikas had even been sent for training to Singapore, Mr. Mahadevappa said the very spirit of the Constitution is to give first priority to the most marginalised. 'Our government is pro-civic workers and will ensure all necessary facilities for you,' he added. He emphasised that children of civic workers should receive higher education and reach high positions. 'Everyone should become educated. The government has many schemes – make good use of them,' he said. Tanveer Sait, MLA, congratulated the pourakarmikas for achieving success in their struggle to become regular employees. 'Across the country, lakhs of civic labourers are working on a contract basis. Because of the bold steps taken by the State government, your dream has now come true,' he said. He pointed out that local bodies are densely populated, and emphasised the need to maintain cleanliness. Acknowledging the hardword put in by the pourakarmikas to keep the city clean, especially during Dasara when tourists from different States and foreign countries visit Mysuru, Mr. Sait said the grandeur of the festivities is elevated because of the efforts of the pourakarmikas in keeping the city clean. With the government confirming their employment, Mr. Sait called upon the civic workers to do their job with more responsibility. Former Mayor Narayan said the pourakarmikas should take advantage of the State government's scheme to regularise their employment and work towards building a better future for their children. Regional Commissioner D.S. Ramesh, Deputy Commissioner G. Lakshmikanth Reddy, Mysuru City Corporation Commissioner Shaikh Tanveer Asif, and others were present on the occasion.
